Weather Radios: The Definitive Buyer's Handbook

Why This Guide Exists

A tornado warning is issued for your county at 3:14 a.m. Your phone is on the charger in the kitchen, set to silent. The power went out twenty minutes ago, and the cell tower serving your neighborhood is on battery backup that will last another hour. On the nightstand next to your bed, a small gray box sounds a loud, unmistakable tone. You wake up, hear the warning, and move your family to the interior room before the storm arrives.

That box is a NOAA weather radio. It runs on batteries when the power is out, receives its signal from a dedicated government transmitter network that does not depend on cell towers or the internet, and it was programmed to alert only for your county so it does not wake you for a thunderstorm warning three counties away. Ready.gov includes it in the basic emergency supply list, and the National Weather Service calls it the most reliable method for receiving official warnings.1

This guide covers what NOAA Weather Radio is, how SAME codes work, which features actually matter, how to choose between desktop and portable models, and how to program and test your radio so it works when you need it.

Four Questions to Answer First

Is there a NOAA Weather Radio transmitter that covers your location? The NWR network covers most of the United States with more than 1,000 transmitters, but reception depends on distance and terrain. A reliable signal typically reaches about 40 miles from the transmitter on level ground.2 In hilly or mountainous areas, coverage may be reduced. Check your coverage at weather.gov/nwr/station_search before buying.

Where will the radio live? A desktop model on a nightstand provides 24/7 home alerting. A portable model goes in a kit, a vehicle, or travels with you. Some households want both: a desktop unit at home and a portable unit in a go-bag or car. The form factor determines the feature set.

What power sources do you need? A desktop radio plugs into the wall with battery backup. A portable radio may run on batteries, hand crank, solar panel, or all three. For emergency preparedness, at least one power source that does not depend on the electrical grid is essential.

Do you want county-level filtering? A radio with SAME capability lets you program your county's code so the radio only alerts for your area. Without SAME, the radio sounds for every alert in the transmitter's broadcast range, which can mean frequent alerts for distant counties. For a bedside radio, SAME is the difference between a useful tool and a nuisance.

What Is NOAA Weather Radio?

NOAA Weather Radio All Hazards (NWR) is a nationwide network of radio stations broadcasting continuous weather information directly from the nearest National Weather Service office. The network includes more than 1,000 transmitters covering all 50 states, adjacent coastal waters, Puerto Rico, the U.S. Virgin Islands, and the U.S. Pacific Territories.3

NWR broadcasts on seven dedicated VHF frequencies in the public service band: 162.400, 162.425, 162.450, 162.475, 162.500, 162.525, and 162.550 MHz. These are not AM or FM frequencies. You need a radio built to receive them or a scanner that can tune the VHF weather band.

The broadcast runs 24 hours a day, 7 days a week. Routine weather forecasts and conditions are updated every 1 to 3 hours, with messages repeated every 4 to 10 minutes. During severe weather, routine broadcasts are interrupted to deliver warnings immediately.4

The "All Hazards" designation means NWR broadcasts more than weather. Working with the FCC's Emergency Alert System (EAS) and federal, state, and local emergency managers, NWR carries warnings for natural hazards (earthquakes, volcanic activity), environmental hazards (chemical releases, oil spills), and public safety alerts (AMBER alerts, 911 telephone outages).4 It is the only federally operated system that broadcasts weather and emergency warnings directly to the public.

Why Not Just Use Your Phone?

Wireless Emergency Alerts (WEA) on smartphones are a genuine safety tool. They reach millions of people instantly and require no setup. But they have a single point of failure that weather radio does not: the cellular network.

A severe storm can knock out power to cell towers. An extended outage drains tower backup batteries, typically within 4 to 8 hours. A disaster large enough to damage infrastructure can take cell service offline for days. Your phone battery, even if charged, eventually dies. And a phone set to silent mode or Do Not Disturb may not sound a WEA at all, depending on the device and settings.

NOAA Weather Radio operates on a separate, dedicated transmitter network powered by the federal government. It does not use cell towers, does not require internet, and does not care whether your phone is charged. A weather radio with battery backup or a hand crank continues to receive warnings when every other communication channel in your household has gone quiet.

Ready.gov and the Department of Homeland Security recommend layered communication systems: cellular, broadcast, and direct alert networks working together.5 Weather radio is not a replacement for your phone. It is the layer that works when your phone does not.

The Key Feature

SAME Codes: County-Level Filtering

SAME stands for Specific Area Message Encoding. It is the single most important feature to look for in a weather radio, and the feature that separates a useful bedside alerting tool from a radio that wakes you every night for storms in another county.

Each NWR transmitter covers a region that may include a dozen or more counties. Without SAME, every alert for every county in that region triggers your radio's alarm. With SAME, you program your county's 6-digit FIPS code into the radio, and the radio only sounds the alarm when the incoming alert includes your county.

The 6-digit code breaks down as follows: the first digit identifies a subdivision of the county (0 for the entire county, which is what most people use), the next two digits identify the state, and the last three digits identify the specific county. For example, Wake County, North Carolina is 037183. You can look up your code at weather.gov/nwr/counties or call 1-888-NWR-SAME.

Most SAME-capable radios let you program multiple county codes, typically 10 to 25 depending on the model. If you live near a county line or travel regularly between two areas, programming both counties ensures you receive alerts for either location.

SAME also lets some radios filter by alert type. You can choose to be woken for tornado warnings but not for frost advisories, for example. Not all radios support event filtering, but the county filtering alone makes SAME worth the modest price difference.

Features That Matter (and Features That Don't)

SAME Capability

As covered above, this is the most important feature. Without it, the radio alerts for every warning in the transmitter's range. Look for radios that support at least 10 SAME county codes.

Alert Tone and Alarm Volume

The radio must be loud enough to wake a sleeping household. Most SAME radios sound a 1,050 Hz alert tone followed by the voice broadcast. Some models also have a visual alert (flashing light or display) for hearing-impaired users. The NWS notes that radios with the Public Alert logo (CTA-2009-C standard) meet specific alarm volume and functionality requirements.6

Battery Backup

A desktop radio that only works when plugged in fails during the exact scenario it was bought for. Battery backup (typically AA or AAA cells) keeps the radio receiving alerts when the power is out. Check and replace backup batteries at least twice a year, the same schedule the CDC recommends for CO detector batteries.

Hand Crank and Solar

Portable emergency radios often include a hand crank dynamo and a small solar panel. These provide indefinite power without batteries, which matters during an extended outage or an evacuation. A hand crank radio is not a replacement for a SAME-capable desktop unit for 24/7 home alerting, but it is an essential backup and a smart addition to any emergency kit.

AM/FM Radio

Many weather radios include standard AM/FM reception. During an extended emergency, local AM and FM stations may carry additional information, evacuation instructions, shelter locations, and community updates that NWR does not. This is a useful bonus feature, not a substitute for the weather band.

USB Charging Port

Some portable models can charge a phone via USB, either from the internal battery or from the hand crank. The charge rate is slow (minutes of cranking for minutes of talk time), but in an emergency any phone charge is valuable.

Flashlight

Built-in LED flashlights are standard on portable emergency radios. They are convenient, not exceptional. A dedicated flashlight outperforms them, but having a light source integrated into a device that is already in your hand during a 3 a.m. alert is practical.

Public Alert and NWR All Hazards Logos

The NWS recommends looking for radios carrying the Public Alert logo (CTA-2009-C standard) or the NOAA Weather Radio All Hazards logo. Devices with the Public Alert logo meet specific technical standards for alarm functionality. NWS has evaluated devices with the All Hazards logo for user-friendliness and performance.6 Neither logo is mandatory, but both indicate that the radio was designed specifically for this purpose.

Desktop vs. Portable: Two Jobs, Two Radios

Desktop Weather Radio

A dedicated bedside or shelf unit that plugs into the wall with battery backup. Larger speaker, louder alarm, room for more SAME codes (typically 20 to 25), and a display showing alert type and county. This is the primary alerting tool for a household.

Best for: 24/7 home alerting near the bedroom. Set it up once, program your SAME codes, and leave it plugged in. It runs in standby on wall power and switches to batteries automatically during an outage. Most models from Midland and other manufacturers support external antenna connections for improved reception in marginal areas.

Portable Emergency Radio

A compact, multi-power radio (battery, hand crank, solar) that fits in a pack or glove compartment. Includes weather band plus AM/FM, often with a flashlight and USB charging port. Many portable models include basic SAME, though with fewer programmable codes than desktop units.

Best for: Emergency kits, vehicles, camping, evacuations. The hand crank ensures it works when batteries are depleted. Most portable weather radios are not loud enough to reliably wake a sleeping household from another room, which is why they complement rather than replace a desktop unit.

The Two-Radio Approach

For thorough preparedness, many households keep both: a desktop SAME radio on the nightstand for overnight alerting, and a portable hand-crank radio in the emergency kit or vehicle for situations when you are away from home or when a prolonged outage exhausts batteries. The two serve different purposes at different price points (desktop SAME radios typically $30 to $80, portables $25 to $60), and together they cover the full range of scenarios.

Programming and Placement

Setting up a weather radio takes about ten minutes. Here is what the process involves, regardless of brand:

Find your SAME code. Visit weather.gov/nwr/counties, find your state, and locate your county's 6-digit FIPS/SAME code. Write it down. If you live near a county line, get the neighboring county's code as well.

Find your frequency. On the same NWS page, note which transmitter frequency and call sign serves your county. Most radios can auto-scan all seven channels, but knowing your assigned frequency helps if the auto-scan picks up a weaker station.

Program the SAME code. Enter the code using the radio's menu buttons. Each manufacturer has a slightly different interface, but all follow the same concept: enter the digits, save, and the radio will now filter alerts to your county.

Set your alert preferences. Some radios let you choose which alert types trigger the alarm. At minimum, leave all warning-level alerts enabled. You may want to silence advisory-level alerts (like frost advisories) for overnight use while keeping watch and warning alerts active.

Placement. Put the desktop unit near the bedroom with the speaker facing open air. For best reception, place it near a window or on an upper floor. If signal is weak, consider an external antenna (most desktop models have an antenna jack). Keep the radio away from other electronics that might cause interference.

Test it. The National Weather Service broadcasts a test alert every Wednesday. Listen for the weekly test to confirm your radio is receiving the signal and the SAME filtering is working correctly. If you miss the Wednesday test, some radios have a manual test mode that verifies the alert tone and display.

Ownership

Testing and Maintenance

A weather radio is only useful if it works when the warning comes. The maintenance is minimal but not optional.

Check batteries twice a year. Replace backup batteries in spring and fall when you change clocks, the same schedule recommended for smoke detectors and CO alarms. Even if the radio is plugged in, dead backup batteries mean no alerts during a power outage.

Confirm the Wednesday test. The NWS broadcasts a weekly test, typically between 11 a.m. and noon local time on Wednesdays. You do not need to be present for every test, but check periodically that the radio sounds the test alert. If it does not, verify the frequency and SAME code.

Update your SAME code if you move. Your SAME code is tied to your county. If you move to a different county, reprogram the radio with your new code. If you take the portable radio on a trip, some models allow you to switch to a temporary code for the area you are visiting.

Replace the radio following manufacturer instructions. Most weather radios have a service life of 5 to 10 years. Over time, the internal battery-backup circuit and speaker may degrade. If the radio is no longer reliably receiving the Wednesday test, it is time to replace it.
