Exercise and Readiness Audit Workbook
Plan a safe exercise, record observable evidence, assign corrective actions, retest them and verify that each promised capability still exists.
Exercise record
1. Define the event and authority
Exercise name
Date and location
Exercise director
Safety and stop authority
Capability tested
Corrective-action lead
Objective
2. State what can be observed
Objective one
Measure and target
Objective two
Measure and target
Plans, checklists or agreements being tested
Method and scope
3. Choose the least complex useful exercise
- Seminar or plan walk-through
- Tabletop discussion
- Single-function drill
- Functional exercise with partners
Included functions and people
Excluded functions and non-scope
Scenario
4. Create only the conditions needed for the objective
Starting situation
Assumptions and simulated resources
| Scenario update | Delivery time or trigger | Expected decision area | Controller |
|---|---|---|---|
Safety and access
5. Protect participants and real operations
- All messages, calls and documents are clearly labeled as exercise material.
- Outside agencies and neighbors affected by play are coordinated.
- Real-world emergency and stop procedures are briefed.
- Unsafe spaces, equipment and actions are out of scope.
- Communication, language, mobility and sensory access are arranged.
- No private history, distress or identity is used as a test device.
- Controllers can pause or end play immediately.
- Nobody is surprised. Everyone affected was told the date, time and purpose in advance.
- No simulated violence. Security training is designed and led by local law enforcement.
- One stop word that halts everything is agreed and announced in the safety briefing.
- Anyone may opt out without giving a reason.
- No live calls to 911 as part of practice.
- No fuel, flame or running generator indoors.
- One person watches for distress and nothing else.

Evaluation
7. Record evidence against the objective
| Expected action | Observed evidence | Effect | Strength or gap |
|---|---|---|---|
Hotwash: participant debrief held immediately afterward. What went as planned, what surprised us, what was missing, what to fix first
Improvement plan
8. Assign every accepted correction
| Finding | Corrective action | Owner | Due date | Proof and retest |
|---|---|---|---|---|
A report is not a correction.
Close an action only when the change is approved, evidence exists and the affected step has been retested.
Annual audit
9. Verify each promised capability
| Capability | People | Place | Paper | Partners | Rating |
|---|---|---|---|---|---|
Ratings: ready; ready with condition; unavailable pending correction; retired.
Approval and schedule
10. Put improvement on the calendar
