The Peanut Corporation of America was not a company most consumers had heard of. It did not sell peanut butter to supermarkets. It sold peanut butter paste and peanut products to food manufacturers — as an ingredient. Those manufacturers used PCA's peanuts in crackers, cookies, granola bars, ice cream, protein bars, school lunch snacks, airline snack packets, and pet food. When PCA's products were contaminated with Salmonella Typhimurium, the contamination didn't reach one product. It reached every product that used PCA's peanut paste. The federal investigation produced evidence that made this case extraordinary in the history of US food safety. PCA employees had tested their own products and found Salmonella — multiple times. Rather than disposing of contaminated product and cleaning the facility, they retested until they got a negative result, or simply falsified the certificates of analysis showing the product was clean. And when the contamination persisted, Stewart Parnell, PCA's president and owner, sent an email to a plant manager telling staff to ship the product anyway. The Press Reader account describes what federal investigators found: the plant was "filthy as well as roach and rat infested." The judge who sentenced Parnell was specific about what the evidence showed: "These acts were driven simply by the desire to profit and to protect profits notwithstanding the known risks. This is commonly and accurately referred to as greed."

The Science
Think of ingredient supply chains as a tree: PCA is the root, and every food manufacturer that bought PCA's peanut paste is a branch, and every consumer product they made is a leaf. When the root is contaminated, every leaf carries the contamination. PCA didn't sell peanut butter in jars to consumers — it sold peanut butter paste as a bulk ingredient to hundreds of food manufacturers, who incorporated it into their own products. Those manufacturers had no way of knowing — without testing every incoming ingredient lot — that the peanut paste contained Salmonella, because PCA had falsified the certificates of analysis showing it was clean. The manufacturers bought an ingredient from a supplier with documented certifications and incorporated it into finished products. This is how one contaminated ingredient processing plant with approximately 100 employees produced 3,900 contaminated finished products distributed to consumers in 46 states.
The conventional wisdom about peanut butter is that it can't support bacterial growth because it's a low-water, high-fat product — bacteria need water to grow. This is true: Salmonella doesn't grow in peanut butter. But Salmonella doesn't need to grow in peanut butter to make people sick. Once present in peanut butter, Salmonella can persist in the product for weeks to months without dying, because the low-water environment doesn't kill it either. It simply survives. When someone eats peanut butter containing even a small number of Salmonella bacteria, those bacteria can cause illness. The PCA plant introduced Salmonella into its peanut products through contamination in the processing environment — through roaches, rats, leaking roof, and facility conditions that allowed environmental Salmonella to enter the production stream. The Salmonella didn't grow in the product, but it survived in it long enough to travel through the supply chain to consumers.
The PCA case is unique in US food safety history because it established criminal accountability for a food company executive who knowingly distributed contaminated product. The NBC News account of the trial notes that witnesses testified that "America's food safety largely depends on the honor system" and that "salmonella tests aren't even required by law." PCA tested its products voluntarily. When tests came back positive, instead of treating that result as a safety trigger, Parnell treated it as a logistical problem — he ordered retesting until a negative result was produced, or falsified the certificates, or simply told staff to ship it. The honor system assumption — that food companies will not knowingly ship contaminated food — failed completely. The criminal conviction of Parnell established for the first time that intentionally shipping contaminated food is not just a regulatory violation but a federal crime. The Johnson Law account of the PCA case documents the specific mechanism of the fraud: when internal tests returned Salmonella-positive results, PCA's practice was to retest the lot using a different methodology or a different sample from the lot until they got a negative. Statistically, if you test a batch of product multiple times and the positive rate is low enough, eventually you'll get a negative. PCA treated a negative test result as a "clean" certification even when prior tests of the same lot had been positive. When retesting didn't produce a clean result quickly enough, certificates were simply falsified. The quality assurance process — the system designed to catch and stop contaminated food — was weaponized as a cover for shipping it.
The single email — Parnell telling a plant manager to "Just ship it" after tests showed contamination — is one of the most consequential documents in US food safety history. It established direct evidentiary proof of intentional fraud. But it also represents a cultural pattern that the Parnell case has made visible and criminal: a food company executive prioritizing economic pressure over confirmed safety data. What it means for consumers
The consumer who bought a box of Famous Amos cookies in early 2009 had no idea whether those cookies contained PCA peanut paste. The finished product's label didn't say "peanut butter paste from PCA." It said "peanuts" or "peanut flour" in an ingredient list. There was no way to know, from the label alone, whether the peanut component in your snack came from PCA's contaminated plant or a different peanut processor. The 3,900-product recall required consumers to check a continuously updated recall list against every product in their pantry — an enormous consumer burden that demonstrated how invisible ingredient-level contamination is to end buyers. When the FDA issues a recall affecting an ingredient supplier, the most important action is the most basic: check the FDA recall database and discard affected products.

Discarding food you've paid for is a real cost — it's also the only safe action.
