The Route 91 Harvest country music festival was in its third and final night. More than 22,000 people were in what was essentially a 15-acre parking lot — Las Vegas Village — adjacent to the Las Vegas Strip. Jason Aldean had just taken the stage. At approximately 10:05 PM on October 1, 2017, a shooter who had barricaded himself in a 32nd-floor suite of the Mandalay Bay Resort and Casino — approximately 490 yards from the crowd — broke open two windows and opened fire on the concert below. For over 10 minutes, he fired more than 1,000 rounds. The Las Vegas Metropolitan Police Department's official After-Action Report documents the outcome: 58 killed that night, with 2 more dying from their injuries in subsequent years (official toll: 60), 413+ injured by gunfire, and approximately 867 total injured when including those hurt in the crowd panic, stampede, and evacuation.
The 867 total injured figure is the number that reveals something specific about outdoor mass event casualties: hundreds of people were injured not by the shooter, but by the crowd's reaction to the shooter. The specific challenge of the Las Vegas scenario for individual survival is the invisibility and elevation of the threat. In an indoor active-shooter scenario, the sound of gunfire gives a general sense of direction. The threat is at roughly the same elevation as the potential victims. Run-Hide-Fight guidance works: run away from the sound, hide if you can't run, fight as a last resort. The Preparedness Framework
Think of Run-Hide-Fight as a decision tree designed for a building: run if an exit is available; hide if not; fight if you must. The "hide" option in an indoor setting means locking a door and getting behind solid cover. At an outdoor concert, there are no rooms to lock, limited solid cover, and the crowd itself is simultaneously trying to execute the same "run" decision toward the same insufficient exits. The outdoor event scenario changes the optimal strategy in specific ways: because there is no "hide" in an open field, the strategy becomes run-and-find-cover. Because the threat may be elevated and at distance, the normal "run away from the sound" guidance may be misleading — particularly in an urban environment where sound reflects off buildings. And because thousands of people are simultaneously executing the same movement, crowd management — avoiding being knocked down, staying out of stampede chokepoints — becomes a survival consideration distinct from the threat itself.
The Route 91 Harvest shooting produced approximately 413 gunfire casualties and approximately 454 additional injuries from non-gunfire causes — primarily crowd panic, trampling, and falling. This ratio — more than half of all injuries not from the direct threat — documents a specific pattern. When a sudden panic-generating event occurs in a crowd of thousands, the crowd's movement toward exits generates a pressure wave. People near the front of a stampede are pushed and fall; people behind them run over them without seeing them. The most dangerous location in a crowd panic is at the edge of a chokepoint: a narrow exit, a fence gap, a bottleneck. The most protective behavior in a crowd panic is counterintuitive: move toward the perimeter and toward the space between panicking people, rather than into the center of the moving crowd. People who were able to identify secondary exits (service gates, perimeter fence gaps) rather than the main entrance — and who moved toward the edge of the crowd rather than with the center — had more exit options and less stampede exposure.
In the panic at Route 91, people took cover behind whatever was available: vendor carts, speaker stacks, concert barriers, cars in adjacent lots. The survival distinction that law enforcement training makes explicit is between "cover" and "concealment." Cover is a physical barrier that stops or deflects bullets — concrete walls, large machinery, engine blocks of vehicles. Concealment hides your position but does not stop bullets — thin wooden panels, chain-link fences, most concert equipment. At an outdoor concert, the most common objects that people instinctively hide behind are concealment, not cover. The most protective action in an outdoor setting with a distant elevated shooter who cannot observe your position is to move continuously toward a hard cover location (a building, a vehicle's engine block) or to run out of the effective range of the threat. At 490 yards in an open field, dropping to the ground makes you a smaller target; at closer ranges in a building, hard cover matters more.

Survivor accounts from Route 91 consistently identify exit awareness as the most consequential pre-event preparation. People who had noticed the exits when they arrived — who could answer "which direction is the nearest exit, and what is the next nearest if the first is blocked" — had a destination when they started moving. People who didn't know where the exits were had to search under extreme stress, in a panicking crowd, for a route they hadn't identified. The two-minute walk around the perimeter of a concert venue when you arrive — noting where the exits are, where secondary exits might be, where there are gaps in barriers — is the single most effective outdoor event preparedness action, costs no money, and takes minimal time.
The chaos of the Las Vegas evacuation separated groups. People who were attending together became separated in the crowd. The pre-event communication protocol — "if we get separated, we meet at [specific location away from the venue]" — is the same preparation that applies to any mass casualty event. The designated meeting point should be specific (a named landmark away from the immediate area, not "the parking lot"), far enough from the venue to be outside the immediate response perimeter, and known to all members of the group before the event starts. Cell phone networks often become saturated during mass casualty events; having a pre-established meeting point means you don't depend on cell service to reconnect with your group.

Approximately 454 injuries in Las Vegas came from the crowd response rather than from direct gunfire. This is the documented crowd dynamics problem: a large crowd moving toward insufficient exit capacity creates pressure waves that knock people down, and moving people behind them run over fallen people without seeing them. The research on crowd dynamics in emergencies identifies several protective behaviors: move toward the periphery of the crowd rather than with its center; maintain awareness of the people immediately around you (someone falling near you is a trampling risk); if you are near a chokepoint (a narrow gate, a gap in a fence), either move through it quickly or hold back and move around the pressure wave; and if you are knocked down, protect your head and get to the nearest wall or barrier to get upright.
Multiple witness accounts from Route 91 describe initial uncertainty about whether the sounds were gunfire or pyrotechnics/fireworks — a common reaction at events where loud sounds are expected. The practical preparation is not to memorize sound signatures but to recognize a behavioral cue: if the people near the stage — the performers, the security personnel closest to the sound source — are reacting with fear and dropping or running, that is an unambiguous cue to act. What You Can Do Now
Outdoor event preparedness is not about anxiety — it's about taking 15 minutes when you arrive to build the mental map that Run-Hide-Fight requires in an environment with no walls or rooms. These five actions take effect before the event begins.
Before the event starts, walk or scan the perimeter of the venue. Find: the main entrance/exit you came in through; any secondary exits (side gates, service entrances, gaps in fencing, perimeter access points); the nearest hard structure (building, concrete barrier, permanent structure). Tell the people you're with where the exits are. This takes 5 minutes. It creates the mental map that lets you move with direction rather than with panic when something happens. The survivors from Route 91 who moved fastest toward safety were those who already knew which direction to move.
Outdoor event safety preparedness guideGroups get separated in crowd evacuations. Cell networks saturate after mass casualty events. A specific meeting point — "we meet at [named landmark] if we get separated" — eliminates the need for cell phone communication to reconnect. The meeting point should be: specific and named (not "in the parking lot"); outside the immediate venue and response perimeter (at least 500 yards away); identifiable without looking it up on a phone. A gas station, a specific hotel entrance, a named cross street. Establish this before the event; everyone in your group should know it.
Group communication and evacuation planningDon't wait for personal certainty. Use behavioral cues from people closer to the source of the sound — performers, crew, security — as your trigger. If they are running or dropping, that is the signal to act. Move toward your identified exit. Move quickly but stay aware of the crowd immediately around you — falling in a crowd is dangerous. Move toward the perimeter and edge of the crowd, not toward the center of movement toward a chokepoint. The first 10-30 seconds are the most critical window for getting clear of the immediate area.
Outdoor threat recognition and response guideThe most dangerous location in a crowd evacuation is at a narrow exit or chokepoint where the crowd's pressure is concentrated. If you move toward the perimeter of the crowd and toward secondary exits (which will have less traffic than the main exit), you reduce your exposure to crushing and trampling. If you see people falling ahead of you: slow down, move around, don't run over them. If you are knocked down: protect your head, curl inward, try to move to the nearest solid structure (a wall, barrier, vendor equipment) and use it to get upright. Once upright: move quickly toward the nearest exit.
Crowd safety and stampede avoidance guideBeing out of the immediate venue is not the same as being safe. Move to a building you can enter — not a car, not open ground — and stay inside until law enforcement gives an all-clear. If you encounter someone with serious bleeding before professional medical help arrives: direct pressure (push hard on the wound with any available cloth), wound packing (if the wound is deep, pack cloth firmly into it), and tourniquet (if the wound is on a limb and bleeding is severe, tie firmly above the wound and tighten until bleeding slows or stops).
