The five-minute answer
- Name the authority. Record the water utility, property owner, municipality or other authority that can restrict outdoor water use. The garden's own plan cannot override their rules.
- Monitor several signals. Use local drought information, the U.S. Drought Monitor, local weather and rainfall, source status, utility notices, soil moisture and actual garden stress. Drought.gov recommends monitoring multiple indicators because drought develops differently across regions and water systems.
- Know normal demand. Read the water meter when possible, measure zone run times or otherwise establish a usable baseline. A garden cannot ration what it has never measured.
- Remove waste first. Repair leaks, broken fittings and clogged or misdirected emitters. Water only the intended root zones. Mulch and weed appropriately. Do not start by rationing healthy crops while a damaged hose leaks into a path.
- Prioritize before restriction becomes severe. Mark permanent plantings, new transplants, water-sensitive crop stages, containers and raised beds, crops near harvest, crops that can be terminated, and nonessential ornamental areas.
- Reduce demand in stages. Pause expansion and new nonessential planting, consolidate irrigated areas, harvest mature crops, stop watering low-priority spaces, and use efficient root-zone irrigation where allowed.
- Communicate one rule set. Members need a current watering schedule, allowed methods, exceptions, shutoff procedure and a way to report leaks or crop triage needs.
- Stop when required. Outdoor-watering prohibitions, an unsafe or illegal water source, failing supply, contamination concerns or an irrigation method that violates local restrictions are stop conditions.
- Recover deliberately. One rain does not necessarily end drought or refill local supplies. Confirm restrictions, soil moisture and source status before returning to normal operation.
What this page covers, and what it does not
This page manages a prolonged water-shortage condition. It does not replace normal irrigation design, everyday water-cost management, sudden outage response, heat-safety procedures or crop-specific Extension advice.

Why drought needs a written garden plan
Drought is difficult to manage because it does not arrive at one obvious moment. Drought.gov describes drought as a slowly emerging condition whose effects differ by place, season and water system. Monitoring may include precipitation, temperature, soil moisture, streamflow, groundwater and reservoir levels. A garden should therefore prepare before the plants make the problem obvious.
The U.S. Drought Monitor is useful because it provides a consistent weekly picture and distinguishes D0 abnormal dryness from D1 through D4 drought. But the Monitor also states that it is a broad-scale product and should not replace local water-system or government guidance. A community garden should never write rules such as “D2 means water only on Tuesdays” unless its local authority has actually established that rule.
A written plan also prevents fairness problems. Without one, the gardener who arrives first may use the available water, permanent plants may be ignored while low-priority beds are soaked, and volunteers may enforce different restrictions. The operating question is not “Who wants water most?” It is “What has the garden already agreed to protect, reduce or stop under this condition?”
What you need before drought begins
- name and contact information for the water utility, property owner and local authority that governs outdoor water use;
- the garden's normal water source and any legally usable backup source;
- meter location, shutoff location, hose bibs, valves, zones and key holders;
- a simple method to measure water use, flow or irrigation time;
- a map of plots, raised beds, containers, permanent crops, shared areas and nonessential landscape;
- a current irrigation-system inspection record;
- mulch, repair fittings and basic leak-control supplies appropriate to the system;
- a member contact method for schedule or restriction changes;
- a named person or role authorized to move the garden from Watch to Correct or Stop;
- a printed drought workbook stored with garden operating records.
Monitor drought with a convergence of evidence
Do not make the U.S. Drought Monitor the garden's only trigger. The Monitor itself is built from multiple indicators and local observations. Use the same principle at garden scale.

The NWS drought response ladder
The garden should write its own local triggers before the season. Do not convert national drought categories into automatic legal stages. The examples below are planning signals, not universal thresholds.

Establish the baseline before you ration
A garden can waste substantial water without seeing a dramatic puddle. EPA WaterSense recommends routine irrigation inspection for leaks, broken or clogged components and poor distribution. Before asking gardeners to sacrifice crops, identify mechanical loss.
- Read the meter or source record. If a dedicated meter exists, record a normal week during comparable weather. If there is no meter, record zone run times, known flow rates where available or another consistent proxy.
- Walk every active line. Look for leaking hose ends, failed washers, cracked fittings, split tubing, disconnected emitters, clogged emitters and water reaching paths rather than roots.
- Check shutoffs and keys. Everyone responsible for drought response should know how to stop flow quickly.
- Separate necessary from optional zones. Map food plots, perennials, containers, demonstration beds, lawn and ornamentals separately.
- Record the repair effect. Measure use again after obvious losses are fixed. Conservation that cannot be measured is difficult to sustain fairly.
Build the crop and zone priority map
Do not publish a universal ranking of vegetables because crop sensitivity, planting dates, soil, climate and local purpose vary. Build a local triage map using defensible questions.

Reduce demand in the right order
The first reductions should come from waste and avoidable demand, not arbitrary deprivation.
- Repair leaks and misdirected water. EPA specifically recommends checking irrigation systems for leaks, broken or clogged components.
- Water the root zone. Extension guidance commonly favors drip or soaker methods because they target the soil near crops instead of wetting unused row space. Use only methods allowed by local restriction.
- Use soil condition, not habit, to decide when to irrigate. Check below the surface. Different soils and raised beds dry at different rates.
- Mulch appropriate vegetable beds. Mulch reduces evaporation and weed pressure and moderates soil conditions. Use region-appropriate materials and depths, and keep mulch from creating stem or pest problems.
- Control weeds before they become large competitors. Weeds compete with crops for water. Avoid unnecessary deep cultivation that exposes moist soil.
- Harvest promptly. Do not continue watering mature crops merely because no one has organized harvest.
- Pause new nonessential planting. During an active shortage, every new transplant creates another obligation.
- Consolidate the active garden footprint. If a bed is closed, stop watering the entire zone rather than keeping a scattered plant alive across a large system.
- Stop low-priority common-area irrigation. Lawn and ornamental annuals should not consume the last available garden allocation unless the host has a documented reason to protect them.
Do not assume a backup source is a drought source
UGA's community and school garden guidance makes a useful distinction: rainwater collection can reduce dependence on other sources, but during extended drought rain barrels may be empty precisely when the garden needs water most. A rain barrel is storage, not proof of drought resilience.
Alternative sources also create legal and food-safety questions. Creek, pond, well, reclaimed, graywater and other nonmunicipal sources can have different rules and quality concerns. Do not switch edible crops to an improvised source merely because it is available.
Stop condition: If the backup source is not authorized for the intended use, its quality is uncertain where quality matters, or the garden cannot operate the source without violating local restrictions, do not use it until the appropriate authority or Extension guidance resolves the question.
Turn the priority map into a watering schedule
A drought schedule should be easy enough for volunteers to follow and strict enough that the garden can explain its use. Do not assign equal minutes to unequal zones by default.
- List each active irrigation zone or plot group.
- Mark its drought disposition: Protect, Reduce, Harvest and Close, Pause or Stop.
- Record the locally allowed watering days, hours and methods.
- Assign a responsible person or plot holder.
- Set a check before watering: soil condition, recent rain and system condition.
- Set the permitted run method or hand-watering procedure.
- Record exceptions rather than letting them become informal new rules.
- Review the schedule at a fixed interval while drought remains active.
Make rationing fair and enforceable
Scarcity can turn an ordinary garden disagreement into a governance problem. A drought plan should decide these questions before water is tight:
- Who may change the garden's drought condition?
- Who receives utility or host notices?
- May individual gardeners water outside a shared schedule?
- How are new transplants or medically/accessibility-related exceptions handled?
- Can gardeners bring water from home, and if so, is that source and use allowed?
- What happens when one plot repeatedly exceeds the garden's restriction?
- Who can close a shared valve if a leak is discovered?
- How are absent gardeners' plots triaged?
Do not make drought compliance depend on who can arrive at the garden at the permitted hour. Where possible, create a system that accounts for work schedules, mobility, transportation and shared watering assistance.
Use one drought communication loop
Members should not have to reconstruct policy from rumors or a social-media thread. Every drought update should state:
- current garden condition: Healthy, Watch, Correct or Stop;
- the local authority or utility notice that triggered the change, if applicable;
- what watering methods and hours are currently allowed;
- which garden zones are Protect, Reduce, Harvest and Close, Pause or Stop;
- effective date;
- who can authorize an exception;
- how to report a leak or failed emitter;
- date of the next review.

Stop conditions
- Stop prohibited outdoor watering. The garden plan does not override a utility, host or government restriction.
- Stop using a water source whose legality or suitability for the intended edible-crop use is unresolved.
- Stop a leaking or failed zone that cannot deliver water where intended. Repair before resuming.
- Stop new nonessential planting when the garden cannot support current priority crops under the active allocation.
- Stop watering a crop that leadership has formally moved to Harvest and Close or Stop.
- Stop any drought workaround that conflicts with food-safety, pesticide-label, electrical/pump, property-owner or local water rules.
- Do not require volunteers to work through unsafe heat to satisfy a watering schedule. Use the separate heat-safety procedure.
Verify this locally
- Drought status and outlook: Drought.gov local information, U.S. Drought Monitor, state climatologist or regional climate center.
- Mandatory or voluntary watering restrictions: local water utility, municipality/county, property owner or water district.
- Well, pond, creek or other nonmunicipal use: state/local water-resource authority, property owner and Cooperative Extension as appropriate.
- Rainwater, reclaimed water or graywater: verify collection/use rules and food-garden suitability with the relevant local/state authority.
- Crop-specific drought sensitivity and planting decisions: local Cooperative Extension.
- School or institutional garden restrictions: host facility, facilities department and applicable district/agency policy.
- Heat and volunteer work limits: use the garden's separate heat-safety plan and current weather guidance.
Recovery: drought does not end when rain begins
The U.S. Drought Monitor notes that established drought may require more than one or two rains to end. Local water systems may also keep restrictions in place after precipitation because reservoirs, groundwater or other supplies have not fully recovered.
- Confirm local status. Check utility restrictions and local drought information before changing the garden condition.
- Check actual soil moisture. Rainfall may wet the surface without replenishing the active root zone.
- Inspect the irrigation system. Drought operation may have exposed clogged emitters, cracked hoses or deferred maintenance.
- Move from Stop or Correct to Watch first. Avoid an automatic jump directly to unrestricted operation.
- Decide what to replant. Use the remaining local growing season and Extension planting guidance rather than trying to replace every lost crop.
- Document loss and survival. Record which crops, zones and practices held up and which failed.
- Update the priority map and infrastructure plan. The next drought plan should be better because this drought occurred.
How to judge whether the drought system is working

Do this yourself: run a drought tabletop exercise
Use the garden as it exists today. Assume the water utility announces mandatory outdoor conservation tomorrow and the forecast remains hot and dry.
- Name the person who receives the official notice.
- Locate the shutoff and identify every person who can access it.
- Mark each plot or shared zone Protect, Reduce, Harvest and Close, Pause or Stop.
- Identify the first three leaks or efficiency problems you would inspect.
- Write the watering schedule that would comply with the hypothetical restriction.
- Identify one accessibility or scheduling problem the new rule creates.
- Decide what the garden would stop planting immediately.
- Write the message members would receive.
- State the evidence required before returning to normal operation.
If the exercise cannot be completed without guessing who controls the water, which plots matter most or what local rule applies, the garden has found a drought-readiness gap before the shortage occurs.
