Extreme Heat and Volunteer Safety in Community Gardens

Plan volunteer work so heat exposure is reduced before anyone becomes ill.

A garden workday is optional. Heat exposure is cumulative, individual and affected by far more than the forecast high. A capable garden decides who checks conditions, how tasks change, where people cool down, when work stops, and exactly what happens if someone develops symptoms.

After completing this guide, you should be able to

  • explain why air temperature alone cannot determine outdoor-work safety;
  • check official heat alerts, Heat Index and WBGT or other local heat tools before a workday;
  • identify task, sun, humidity, clothing, acclimatization and cooling factors that raise heat stress;

Governing principle

Reduce exposure before symptoms appear.

Heat safety is an operating system, not a bottle of water handed out after someone feels dizzy. The strongest controls change the time, task, pace, crew size and recovery conditions before the body accumulates dangerous heat.

The five-minute answer

  1. Put one person in charge of the heat decision. That leader checks the local forecast and alerts, evaluates the work, confirms water and cooling, modifies the plan and has authority to stop it.
  2. Do not use temperature alone. Heat stress combines environmental heat, humidity, direct sun, workload, clothing or protective equipment, air movement and the person's acclimatization. Use NWS alerts and, where available, WBGT because it incorporates more outdoor-work factors than air temperature alone.
  3. Move the work before adding more breaks. Schedule strenuous work for cooler hours, shorten the event, reduce lifting and digging, add people to heavy tasks, move administrative work into shade or cooling, and postpone nonessential construction.
  4. Assume occasional volunteers may not be acclimatized. New and returning workers need gradual heat exposure. A one-day volunteer event cannot manufacture acclimatization, so reduce duration and workload and increase supervision and recovery.
  5. Make water, rest and cooling easy. Cool potable water should be near the work. Recovery must occur in real shade or a cooler space. Breaks become longer or more frequent as conditions and workload worsen.
  6. Use buddies and active check-ins. People should not be expected to self-diagnose perfectly while working. Train everyone to report symptoms immediately and never leave a symptomatic person alone.
  7. Know the emergency pattern. Confusion, altered mental status, slurred speech, loss of consciousness or seizures can indicate heat stroke. Call 911, move the person to a cooler area, remove excess outer clothing and cool rapidly while help is coming.
  8. Cancel when the system cannot control exposure. No reliable drinking water, no usable recovery area, no emergency plan, an Extreme Heat Warning during the work period, or a group that cannot be adequately protected are strong stop conditions for discretionary volunteer work.
  9. Record what happened. Keep the forecast check, modifications, attendance, symptoms, incidents and lessons. The next plan should be safer because of what the garden learned.

Heat is a system, not a number

NIOSH defines occupational heat stress as the combination of metabolic heat from physical work, environmental heat and clothing or personal protective equipment. Direct sun, humidity, low air movement, strenuous work, lack of acclimatization and dehydration all increase risk. That is why a garden should never create a national rule such as “cancel at 90°F.”

The National Weather Service adds another important distinction. Heat Index combines temperature and humidity, but its published values assume shade and light wind. NWS notes that full sunshine can substantially increase the experienced heat load. Wet Bulb Globe Temperature, or WBGT, incorporates temperature, humidity, wind and solar radiation and is therefore particularly useful for active outdoor populations.

Use the right weather signal

  • NWS official alert: Heat Advisory, Extreme Heat Watch or Extreme Heat Warning. These are local products and should receive priority in the garden's plan.
  • WBGT: especially useful when people will be physically active outdoors in direct sun.
  • Heat Index: useful for many outdoor settings, but remember its shade/light-wind assumptions.
  • HeatRisk: a useful planning supplement that accounts for unusual heat, time of year, duration and health-risk information. NWS currently describes HeatRisk as experimental, so do not make it the garden's only trigger.
  • On-site conditions: shade, reflected heat, wind blockage, asphalt, walls, greenhouse structures and task intensity can make the garden meaningfully hotter than a general forecast suggests.

The NWS heat-work decision ladder

This is a garden-management framework, not a legal threshold table. Local occupational-safety rules, school policies, municipal requirements or host-organization procedures may be stricter.

Before the workday: make the heat decision in advance

  1. Name the heat-safety leader. One identifiable person should make the go/modify/stop decision. A committee that has not decided who can cancel is not a safety system.
  2. Check the forecast 24 to 48 hours ahead. Review the local NWS forecast, official heat products and the expected conditions during the actual work window, not just the daily high.
  3. Recheck on the day. Forecasts change. So can cloud cover, humidity, wind, smoke, power availability and the tasks themselves.
  4. Classify the work. Separate low, moderate and high-exertion jobs. Digging, moving soil, pushing loaded wheelbarrows and construction can produce much more body heat than labeling beds or logging harvests.
  5. Identify the cooling location. Shade should be usable, nearby and large enough for the group. An air-conditioned building or vehicle can provide stronger recovery when available.
  6. Confirm drinking water. Water must be potable, cool, accessible and sufficient for the event. Do not make volunteers ration drinking water because the garden's irrigation supply is limited.
  7. Confirm communication and emergency access. Record the garden's street address or precise access point, who will call 911, who will meet responders and where first-aid supplies are located.
  8. Prepare alternate tasks. The leader should be able to replace heavy work with lower-exertion work without improvising under pressure.
  9. Tell volunteers before arrival. Communicate the planned duration, expected heat, clothing/sun protection, water availability, break policy, symptom-reporting rule and cancellation method.

Change the work before asking people to tolerate more heat

NIOSH recommends reducing time in heat, reducing physical demands, increasing recovery time and increasing the number of workers assigned to a task. These are more reliable controls than simply telling people to “drink more water.”

Acclimatization: the occasional-volunteer problem

NIOSH describes acclimatization as beneficial physiological adaptation that develops through repeated heat exposure. Current NIOSH guidance recommends gradual exposure over 7 to 14 days. For new workers, NIOSH recommends no more than 20 percent of usual heat exposure on day one, increasing no more than 20 percent each additional day. Experienced workers returning to heat can usually increase more quickly.

A community garden should use that evidence carefully. Many volunteers appear only once a week, once a month or for a single workday. The garden cannot assume that a person who looks fit, is young, gardens at home or worked outside last summer is presently acclimatized.

Practical garden rule

Treat new, returning and occasional volunteers as potentially unacclimatized unless the program has a sound reason to know otherwise. For a one-time event, do not try to “acclimatize” people in one morning. Reduce their heat exposure, give them lighter work, provide more recovery and watch them closely.

For a recurring youth crew, seasonal staff program or structured volunteer team that works several days in a row, the organization can use a formal gradual-exposure schedule modeled on NIOSH guidance. Document it and verify any applicable employment, school or youth-program rules.

Water, rest and cooling

Water

NIOSH recommends cool potable water close to the work and frequent drinking. As an occupational planning benchmark for moderate activity lasting less than two hours, NIOSH suggests about one 8-ounce cup every 15 to 20 minutes. Longer periods of sweating may require electrolyte-containing beverages. This is a planning benchmark, not a medical prescription for every person. Do not pressure a volunteer to follow a fixed intake if they have been given different medical instructions.

Rest and cooling

OSHA and NIOSH both emphasize rest and cooling as heat stress rises. Breaks should become longer or more frequent as environmental heat, sunshine, workload and protective clothing increase. A break in full sun beside the wheelbarrow is not a cooling break.

Buddy checks without medical screening

NIOSH recommends buddy systems so people can observe one another for heat illness. A community garden can do this without turning volunteers into patients or asking for unnecessary private health information.

  1. Pair or group people for hot outdoor work.
  2. Teach a short symptom list before work begins.
  3. Tell volunteers they may request lighter work, more cooling or an early exit without having to justify the decision.
  4. Have the leader circulate, especially among new and returning volunteers.
  5. Use check-in times rather than waiting for people to seek help.
  6. If someone reports symptoms, stop their work and move them to cooling. Do not send them away alone.

Recognize the pattern: possible heat exhaustion versus heat stroke

Garden leaders should be trained to recognize signs and initiate the emergency plan, not to make a definitive diagnosis. When serious neurologic symptoms are present, treat the situation as an emergency.

Emergency stop condition

Confusion or altered mental status after heat exposure is not a “take a longer break” problem.

Call 911, start rapid cooling and keep the person attended. CDC identifies confusion, altered mental status, slurred speech, loss of consciousness and seizures among heat-stroke warning signs. Heat stroke can cause permanent disability or death if treatment is delayed.

When should the garden postpone, modify or cancel?

The garden should write its cancellation authority before the season. Avoid arguing about it at 7:45 a.m. while volunteers are already arriving.

The 12-step heat-safe workday procedure

  1. 48 to 24 hours ahead: check local NWS products and the expected conditions during the planned hours.

  3. Rewrite the task list: remove or reschedule the heaviest nonessential jobs first.
  4. Confirm cooling: shade/cool space, seats, water and emergency access.
  5. Notify volunteers: start time, shortened duration, cancellation procedure and heat expectations.
  6. Day-of recheck: forecast, alerts, WBGT/Heat Index where useful, direct sun and actual garden conditions.
  7. Opening briefing: water location, break plan, buddy plan, symptoms, stop-work permission and emergency address.
  8. Start conservatively: especially for new, returning and occasional volunteers.
  9. Run scheduled checks: leader observes pace, symptoms, shade use, water access and changing conditions.
  10. Modify early: shorten, rotate, slow, move to shade, increase breaks or end the task before people are depleted.

Stop conditions

  • Stop discretionary outdoor work when an Extreme Heat Warning covers the planned work period unless the activity can be moved into a genuinely safer cooled setting.

Design the workday so more people can participate safely

Heat safety and accessibility reinforce each other. The garden should offer roles that do not require everyone to perform the same physical work.

Do not turn a safety plan into medical screening

NIOSH identifies personal factors that can increase heat risk, including certain health conditions, medications, pregnancy, previous heat illness and advanced age. A community-garden coordinator should not try to diagnose these factors or build an amateur medical file.

Instead, design the system so any volunteer can request more rest, a lower-exertion role or an early exit. When an organization has employees, formal youth programs or regulated activities, follow applicable occupational-health, school, privacy and human-resources procedures.

This guide uses OSHA and NIOSH heat-safety material because it provides a strong evidence-based framework for physical work in heat. That does not mean every community-garden volunteer is an OSHA-covered employee.

As of September 6, 2026, OSHA's federal Heat Injury and Illness Prevention standard remains a proposed rule, not a final nationwide heat standard. Employers remain responsible for applicable existing safety obligations, and some states or jurisdictions may impose additional heat requirements. Gardens with employees, paid coordinators, school staff, municipal workers or contractors should verify the rules that apply to those relationships.

  • State occupational-safety agency: heat requirements for any employees or covered workers.
  • Host organization: employee, volunteer, youth, insurance and emergency-response policies.
  • School or youth organization: heat thresholds, activity restrictions, supervision and emergency procedures.
  • Local EMS/fire: exact site address/access information if the garden is hard to find or gated.

  1. Pick the next scheduled workday.
  2. Record the local NWS forecast and any heat product for the actual work hours.
  3. Identify where volunteers will work in direct sun and where they can recover.
  4. Classify each planned task as low, moderate or high exertion for your group.
  5. Identify which tasks can be moved to shade/cooling or postponed.
  6. Place the drinking-water station and measure the walking distance from the farthest task.
  7. Write the garden's street address, gate/access instruction and responder-meeting point.
  8. Assign the heat-safety leader and backup.
  9. Write one sentence that gives them authority to cancel without committee approval.
  10. Run a tabletop scenario: a volunteer becomes confused while moving mulch. Have the team say exactly who calls 911, who begins cooling, who stays with the person and who meets responders.
