Salt and cabbage. That is the entire ingredient list for sauerkraut — a preservation method that predates the USDA by three thousand years and requires no special equipment. The USDA documented it anyway. The method is correct.
In 1944, the USDA Bureau of Home Economics published "Making Sauerkraut and Pickled Vegetables at Home." The timing was wartime: canning jar supplies were limited, vinegar was rationed, and the agency was looking for preservation methods that required minimal commercial inputs. Lacto-fermentation qualified on every count — salt, vegetables, and time were the only requirements.
The bulletin was practical to the point of bluntness. It documented sauerkraut, brine pickles, and fermented green tomatoes using the same underlying method: enough salt to create an anaerobic environment, vegetables submerged below the brine, and time for the naturally occurring lactobacillus bacteria on the vegetables to ferment. The bulletin explicitly stated that no starter cultures were needed — the bacteria are already present on the vegetables.
This is the core distinguishing fact about lacto-fermentation: it is a preservation method that relies on organisms already present in the food. Unlike canning (which requires heat to destroy organisms) or drying (which removes water), fermentation creates an environment where beneficial bacteria outcompete dangerous ones. The bulletin's safety record — documented over decades of use — reflects this: properly made lacto-fermented vegetables are safe.

The Method
The 1944 method. Still current. The NCHFP current guidance matches the bulletin's proportions and steps.
Quarter and core a firm head of cabbage. Remove outer leaves. Shred thinly — 1/16 inch is ideal. The bulletin recommended a sharp knife or a shredding board, not a grater.
Weigh the shredded cabbage and add 3 tablespoons of canning or pickling salt per 5 pounds of cabbage. This is the 2% salt ratio the bulletin specified. Do not use iodized table salt — iodine inhibits fermentation bacteria.
Mix salt into cabbage and let stand 10-15 minutes. Work and squeeze the cabbage with clean hands until it releases juice. The cabbage should be limp and sitting in its own brine before packing.
Pack firmly into a clean crock or wide-mouth jar. Press down firmly so the brine rises to cover the cabbage. The cabbage must remain submerged — exposed cabbage above the brine will spoil.
Weight down the cabbage to keep it submerged. A zip-lock bag filled with brine (2 tsp salt per cup water), a plate weighted with a stone, or a purpose-made fermentation weight all work. Cover the container with cloth to allow gas to escape while keeping out insects.
Ferment at room temperature (65-75°F). Taste beginning at 1 week. The bulletin specified 3-6 weeks for fully fermented sauerkraut, with cooler temperatures producing slower, better-flavored fermentation. When the flavor suits, move to cold storage to slow fermentation.
The bulletin documented the same salt-and-time method for cucumbers, green beans, green tomatoes, and mixed vegetables. The difference from sauerkraut: instead of using juice from the vegetables themselves, a brine solution is poured over the vegetables.
Standard brine ratio from the bulletin: 3 tablespoons canning salt per quart of water for a 2-3% solution — the range that selects for lactobacillus while inhibiting unwanted organisms. Vegetables pack into the crock or jar, brine poured to cover, weighted to maintain submersion.
Cucumber pickles: small, firm cucumbers ferment in 1-4 weeks depending on temperature and desired sourness. The bulletin recommended picking cucumbers with the blossom end removed — the blossom end contains enzymes that soften pickles.
Safety note
Keep vegetables submerged at all times. Surface scum (white film) is normal and can be skimmed. What It Teaches
Lacto-fermentation is the preservation method with the lowest barrier to entry of any documented technique. Canning requires jars, lids, and heat. Drying requires time and low humidity. Freezing requires a freezer. Fermentation requires salt and a container. That's it.
The USDA's 1944 timing is worth noting: the agency published this guidance specifically because other preservation methods required inputs that were limited or rationed. Fermentation was the method of last resort — which is precisely why it is the method of first resort in any disruption scenario. It works without electricity, without specialized equipment, and with the most abundant salt supply most households already maintain.
The modern microbiome research context — documenting the health benefits of lacto-fermented foods — was not in the 1944 bulletin because the science didn't exist yet. But the preservation value was entirely clear: properly made sauerkraut at room temperature keeps for months. Moved to a cold cellar or refrigerator after fermentation, it keeps for a year or more. A ten-pound head of cabbage, turned into sauerkraut using fifty cents worth of salt, provides months of preserved vegetable food.
