For a century before electric refrigeration, American households kept food cold with ice and insulation. The USDA documented the best practices. When the power goes out, those practices become current again.
In 1921, the USDA Bureau of Home Economics published "The Care of Food in the Home," a household guide addressing one of the most pressing domestic science questions of the era: how to keep food cold enough to be safe with the technology available. That technology was the ice box — an insulated wooden cabinet with a compartment for a block of natural or commercial ice.
By 1921, electric refrigerators existed but were expensive and uncommon. The ice box served roughly 100 million Americans. The Bureau's guidance covered ice box selection, placement, organization, cleaning, and ice management — all aimed at maximizing the cold-keeping efficiency of a fundamentally simple system.
The ice box disappeared from American kitchens almost entirely by the early 1950s, replaced by the electric refrigerator. But the principles it embodied — minimize heat entry, organize for cold zones, understand how long different foods stay safe — have not changed. They resurface every time the power goes out.

How the Ice Box Worked
The ice box operated on simple thermodynamics. The 1921 bulletin's guidance was essentially an application of that physics to household conditions.
Ice cools by absorbing heat as it melts. A block of ice maintains a temperature of 32°F while it melts; the surrounding air stays cold as long as enough ice remains. The insulated walls of the ice box slowed heat entry from the room, extending the melt time and thus the cold storage duration.
The ice compartment was typically positioned at the top of the box. Cold air is denser than warm air and falls, so placing ice at the top created a convection cycle that circulated cold air through the food compartments below. This is also why a modern refrigerator with the freezer on top keeps food more uniformly cold than one with a bottom freezer.
The Bureau documented that ice consumption varied dramatically with ambient temperature, how often the box was opened, and the quality of insulation. In summer, a 50-pound block might last only 2-3 days. In winter, the same block might last a week or more.
The bulletin's practical guidance centered on four principles: keep the box in a cool location (a shaded corner, a basement alcove, or near an outside wall), open it as seldom as possible and close it quickly, keep it clean to prevent odor contamination and bacterial growth, and organize food to take advantage of cold zones.
The coldest zone was immediately below the ice compartment. Raw meat, fish, and highly perishable dairy went here. The middle zone held leftovers and items needing moderate cold. The warmest zone at the bottom held items that needed cool but not very cold storage: root vegetables, some fruits, and items that would be used that day.
The Bureau was specific about water management. Melting ice produced a steady drip; households that didn't drain the drip pan regularly created a warm, wet environment that accelerated bacterial growth and food spoilage. Emptying the drip pan was a daily task, like washing dishes.
Food Safety Without a Thermostat
Without a temperature readout, ice box households used a different system: they knew which foods were safe for how long, and they organized their purchasing and cooking accordingly.
1-2 days in ice box
Fresh fish, raw ground meat, raw poultry, milk, cream, custards, and cooked shellfish. These were bought in quantities that could be used within one or two days. The bulletin explicitly recommended buying fish the morning it would be cooked.
2-4 days in ice box
Whole cuts of raw beef and pork, cooked meats (used within 2 days), eggs in shell, hard cheeses, and butter. The ice box kept these safe for a few days if temperatures stayed consistently below 50°F — but the bulletin cautioned that temperatures above that threshold, even briefly, could reduce safe storage time significantly.
Room temperature stable
Dried grains, legumes, cured meats, root vegetables, most fruits, vinegar-pickled items, and canned goods. The bulletin documented that most of a household's food was stable at room temperature and required no ice at all. The ice box was for the minority of perishable items that couldn't be stored in the pantry.
What It Teaches
The most directly applicable lesson from the ice box era is the power outage food management framework. USDA FSIS guidance on power outages recommends keeping the refrigerator door closed to maintain cold as long as possible — a full refrigerator stays below 40°F for approximately four hours. This is ice box thinking: minimize heat entry, extend the cold as long as possible.
The second lesson is the perishability hierarchy. Ice box households internalized which foods were truly perishable and which were not — and organized their purchasing and cooking around that knowledge. Modern households typically don't think about this until a power outage forces the question. Having thought about it in advance (and having a pantry organized accordingly) makes the decision of what to use, what to cook immediately, and what to discard much more straightforward.
The third lesson is passive cold alternatives. The ice box era predated electric refrigeration but not cold storage. Households in winter used outdoor temperatures, cold cellars, north-facing window boxes, and buried containers to keep foods cold without ice. These methods are available to anyone with access to consistently cold outdoor temperatures — and they are exactly what becomes relevant during extended outages in cold months.
The 1921 bulletin was teaching households to manage cold as a resource — something finite, worth conserving, worth organizing around. That framing is as useful now as it was then, every time the power goes out.
