The Victory Garden
Soil Method

In 1943, twenty million Americans were asked to feed themselves from their backyards. The USDA gave them a soil manual. What it knew about the ground under their feet still holds.

The 1943 USDA Victory Garden bulletin opened with an observation that would have been unremarkable to any county extension agent of the period: "Good soil is the foundation of a successful garden. It cannot be replaced by fertilizer alone." The bulletin ran 32 pages. Twelve of them were about soil.

That proportion tells you something about what the agency understood and what it expected of the people reading it. The Victory Garden program was not a recipe collection. It was a soil education campaign delivered at national scale, written for people who had never gardened before and were being asked to produce 40% of the country's vegetables by growing things in their backyards.

At the program's peak in 1943 and 1944, Americans planted an estimated 20 million victory gardens. The USDA, working through state extension services and local agencies, supplied the guidance. Most of what it recommended about soil was not wartime improvisation. It was a distillation of field-tested extension service knowledge from the previous three decades, compressed into something a first-time gardener in a Cleveland apartment building could follow.

A second key source is the USDA's "Soils and Men" yearbook from 1938, which provided the scientific framework that informed wartime garden guidance. Hazel Stiebeling, Chief of the Bureau of Human Nutrition and Home Economics, contributed to both documents. Her approach — feed the household from the ground up, starting with soil chemistry — runs through the Victory Garden program's structure.

The Program

Twenty million first-time gardeners

The scale of the Victory Garden effort required a kind of extension service work that had never been attempted before. The question was not just what to grow, but how to prepare urban and suburban soil that had never been cultivated.

What the program was built on

The Victory Garden program launched in 1942 under the War Food Administration, operating through state extension services that already had county agents in place. The USDA's role was to produce the national-level bulletins; local extension agents translated them into regional soil and climate conditions.

Most victory gardeners were not farming families. They were urban residents, industrial workers, office employees, and apartment dwellers with access to a yard, a vacant lot, or a rooftop plot. Many had never grown anything. The program's first problem was not which vegetables to plant but what the soil beneath the average American backyard actually consisted of.

Extension service soil surveys from the 1930s had documented a consistent pattern: urban and suburban soils were typically compacted, low in organic matter, and either too acidic or too alkaline from decades of lawn management. The Victory Garden bulletin addressed this directly. Before any planting guidance, it explained soil structure, pH, organic matter, and drainage.

What made it work

The most consequential decision the program made was to prioritize soil over seed. The bulletin told new gardeners that their biggest investment of time was not planting or watering — it was soil preparation. Specifically: deep spading, organic matter incorporation, and pH correction.

This was not universally popular advice. Buying vegetable seedlings and putting them in unprepared soil produced visible results quickly. Building soil through compost and organic matter produced better results by the second and third seasons. The USDA chose the long view and explained why.

By 1943, community compost programs were running in several hundred cities. Cities that had been disposing of leaves, grass clippings, and kitchen waste were now directing that material into gardeners' plots. The logic was circular and deliberate: organic waste becomes compost, compost improves soil, improved soil grows more food, more food reduces pressure on commercial agriculture and freight networks.

The Method

What the bulletin actually recommended

The 1943 Victory Garden bulletin's soil section contained four specific preparatory steps. Each had a practical rationale that extension agents had field-tested. None were decorative.

Deep spading

8 to 12 inches, not 4

The bulletin specified spading to 8-12 inches — substantially deeper than the 3-4 inch depth that lawn care produces. The reason was straightforward: most vegetable root systems extend 6-18 inches, and compacted soil below 4 inches acts as a physical barrier that limits root growth and water infiltration.

The preferred method was double-digging: removing the top 12 inches of soil, loosening the subsoil layer beneath it, then replacing the topsoil amended with organic matter. This was labor-intensive. The bulletin acknowledged it and recommended it anyway, noting that soil prepared once in this manner required less preparation in subsequent seasons.

Organic matter first

Compost, rotted manure, leaf mold

The bulletin placed organic matter before commercial fertilizer in both the text and the recommended sequence of work. The rationale was structural: organic matter improves drainage in clay soils, improves water retention in sandy soils, feeds soil organisms that make nutrients available to plants, and creates the physical texture that allows root penetration.

Recommended sources, in order of availability: rotted manure (from dairies, stables, or poultry operations that many urban areas still hosted in 1943), compost from kitchen and garden waste, leaf mold from municipal leaf piles, and green manure crops turned in before planting. The bulletin specified "well-rotted" material specifically — raw manure applied directly at planting was known to burn seedlings and introduce weed seeds.

Soil testing for pH

Lime if acidic, sulfur if alkaline

The bulletin recommended soil testing before planting. State extension services offered free or low-cost tests. The target pH range for most vegetables was 6.0-7.0 — slightly acidic to neutral. Most urban soils in the Northeast and Pacific Northwest ran acidic; soils in the arid Southwest and Great Plains ran alkaline.

Lime (ground limestone or dolomitic lime) was the correction for acidic soils. Wood ash was an acceptable substitute when lime was unavailable — the bulletin noted this specifically, acknowledging that supply chains under wartime conditions were not always reliable. Sulfur corrected alkaline soils, though this was less commonly needed in eastern garden plots.

Complete fertilizer — last, not first

After organic matter, not instead of it

Commercial fertilizer appears fourth in the bulletin's sequence, after soil structure and pH were addressed. The document used the term "complete fertilizer" to mean a balanced formulation containing nitrogen, phosphorus, and potassium — what modern packaging labels as N-P-K. The recommended rate was 2-3 pounds per 100 square feet, worked into the top few inches before planting.

The sequencing was deliberate. Commercial fertilizer feeds the plant directly; organic matter and soil structure determine whether the plant can access that nutrition. Applying fertilizer to compacted, low-organic-matter soil produces mediocre results. The bulletin's soil-first approach was an attempt to correct the gardener's instinct to skip preparation and go straight to inputs.

Regional Practice

What extension agents actually taught

The national bulletin was a framework. Extension agents in each region translated it for local soils, climates, and growing seasons. The variations were not improvisation — they were field-tested regional adaptation.

Northeast and Mid-Atlantic

Clay-heavy soils with high acidity from centuries of leaf litter. Extension agents stressed heavy liming — often 5-10 pounds per 100 square feet in first-year plots — and the addition of sand and organic matter to break up clay structure. Fall garden preparation was emphasized over spring because it allowed lime to work through winter.

Great Plains and Midwest

Prairie soils were often naturally fertile but prone to rapid organic matter loss under cultivation. Extension agents recommended building compost capacity early and focusing on cover crops for nitrogen fixation. The challenge was not pH correction but moisture retention — a priority that increased the emphasis on organic matter as a drought buffer.

Pacific Coast and Southwest

Alkaline soils in arid regions required sulfur correction rather than liming. Irrigation timing and raised-bed cultivation were more commonly recommended than in the East, because raised beds improved drainage in areas where overhead irrigation could waterlog flat plots. Western extension materials also placed greater emphasis on mulching to reduce moisture loss.

Community Infrastructure

The systems built around the garden

The most underreported aspect of the Victory Garden program was not the gardens themselves but the municipal and community infrastructure that made them viable at scale. Cities did not simply encourage residents to garden — many actively organized the inputs the program required.

Community compost programs operated in hundreds of cities by 1943. Municipal composting — collecting leaves, lawn clippings, and kitchen scraps, then distributing the finished product to gardeners — addressed the organic matter gap in urban soils without requiring each gardener to build and maintain individual compost piles. Cleveland, Detroit, San Francisco, and Philadelphia all operated programs of this type.

Tool lending programs operated through libraries, community centers, and civic organizations. Spades, forks, trowels, and wheelbarrows were checked out by the day or week. In neighborhoods where most residents lived in apartments, even soil testing was sometimes organized collectively — one test for a block of plots rather than individually.

This infrastructure was not spontaneous. It was organized, funded, and promoted through a federal-state-local partnership that used existing extension service networks. The same county agents who had been teaching soil management to farm families in the 1930s were now teaching it to urban apartment dwellers — adapted, simplified, and delivered through whatever channels reached them.

What It Teaches

The principle that doesn't expire

The Victory Garden program's soil-first approach was not unique to wartime. It was standard extension service teaching, applied at a scale that had never been attempted. What the 1943 bulletin understood — and what most modern gardening media still undersells — is that soil preparation is not a one-time expense but a capital investment with compounding returns.

The specific inputs have changed. Rotted horse manure from city stables is no longer readily available. Dolomitic lime is sold at every hardware store. Soil test kits are available by mail. The extension service still operates and still offers soil tests in most states, usually for $15-25 per sample. The USDA's National Cooperative Soil Survey maintains comprehensive soil maps that are freely accessible online. What a 1943 gardener had to learn from a county agent, a modern gardener can access from a laptop.

What doesn't change is the sequence: structure before fertility, organic matter before fertilizer, pH before planting. These are not folk wisdom. They are documented agronomic practice, validated by extension service research across more than a century, and explained clearly in a government bulletin written for people who had never gardened before and were asked to produce a meaningful share of their household's food supply.

The program's community dimension is also instructive. Twenty million individual gardens succeeded not because twenty million individuals each solved every soil problem independently, but because cities organized the inputs — compost, tools, testing — at a level that made individual success more likely. Self-reliance and community infrastructure are not opposites. The victory garden model treated them as the same project.

Modern Application

Applying the 1943 method today

The four-step soil preparation sequence from the Victory Garden bulletin maps directly onto modern home garden practice with only minor material substitutions.

Step 1 — Modern

Deep preparation

A broad fork or garden fork loosens soil to 12 inches without inverting layers. For new beds on compacted soil, double-digging (remove top 12 inches, loosen subsoil, replace amended) still produces the same structural result it did in 1943. Raised beds on poor soil skip this step by building above grade.

Step 2 — Modern

Organic matter

Bagged compost, wood chip mulch, or homemade compost applied at 3-4 inches and worked in serves the same structural function as the bulletin's rotted manure. Most extension services recommend 1-2 inches of compost per season as a maintenance application, with heavier initial applications for new or depleted beds.

Step 3 — Modern

Soil test

State land-grant extension services still offer soil testing at $15-25 per sample with specific lime and fertilizer recommendations. The same test the bulletin recommended in 1943, now available by mail. Test every 2-3 years, or at the start of a new bed.

Balanced fertilizer

A balanced granular fertilizer (10-10-10 or similar N-P-K) at the rates your soil test recommends, worked into the top 3-4 inches before planting. Organic options include blood meal (nitrogen), bone meal (phosphorus), and greensand or kelp meal (potassium). The sequence remains the same: organic matter first, fertilizer second.
