During an extended power outage, an EV's remaining range is not a percentage to manage — it is the household's total transportation budget until charging is restored. A gasoline vehicle with a quarter tank can be refueled from a portable can or by finding any open station. An EV with 40 miles of range has exactly 40 miles of transportation capacity, full stop, until public charging or home charging is restored.
Ready.gov's power outage guidance notes this distinction specifically. The practical implication: every trip taken during an extended outage in an EV should be planned as a closed loop with no assumption of charging at the destination. The round-trip mileage plus a margin for detours and unexpected conditions is the constraint. Trips that exceed that constraint should be deferred, combined with other essential needs, or accomplished by a different means.
Highway speed is less efficient for EVs, not more. Regenerative braking and lower-speed operation extend range; high-speed driving shortens it. Driving at moderate speeds, minimizing climate control load, and avoiding aggressive acceleration extends the effective range during a constrained period. This is the opposite of the intuition many drivers have from gasoline vehicles.
Zero fuel, higher speed than walking, debris-navigable
A bicycle covers three to four times the distance per hour compared to walking — typically 8 to 12 miles per hour versus 3 miles per hour on foot. It requires no fuel, produces no exhaust, needs no infrastructure to operate, and can navigate debris fields, narrow gaps, and damaged roads that stop cars. For trips under five to ten miles, it is often faster than driving in post-disaster traffic conditions.
FEMA's community resilience planning recognizes bicycles as a supplemental transportation mode in post-disaster periods when roads are damaged, fuel is scarce, or vehicles are inaccessible. Survivor accounts from multiple major disasters describe bicycles being used for supply runs, welfare checks, and communication relay between households and distribution points when vehicles could not navigate.
The preparation requirement is minimal: keep a bicycle with inflated tires, a working chain, and functional brakes. A basic repair kit — tire levers, a spare tube, and a pump — covers the most common failures. A bicycle that has been sitting in a garage for two years with flat tires and a rusted chain provides no transportation benefit in an emergency. Periodic maintenance is the preparedness step.
Before the outage, not after
The most important EV preparedness step is the same as the most important gasoline vehicle preparedness step: maintain a high state of charge before an anticipated event. Ready.gov recommends keeping vehicles above half a tank at all times during periods when disruption is possible. For EVs, charging to 80 to 90 percent before a forecast event provides the most practical range without accelerating long-term battery degradation.
Some EV owners have home solar and battery storage systems that provide grid-independent charging. This eliminates the range constraint as long as the solar system continues to produce and the battery bank has capacity. However, a grid-tied solar system without battery storage stops producing when the grid goes down, for the same anti-islanding reason that grid-tied solar stops working during outages generally.
For multi-vehicle households where one vehicle is an EV and one is gasoline-powered, the gasoline vehicle should be designated for extended-range or critical trips and the EV for short local errands. This is not the normal efficiency optimization — it is a disruption-specific role assignment that preserves the household's most flexible transportation asset for situations that require it.
