Use the right tool for the right job
OSHA's hand tool safety guidance (Publication 3080) identifies tool misuse and improper maintenance as the two primary causes of hand tool injuries. The foundational rule is simple: every tool was designed for a specific category of tasks. Using a tool outside its design intent — a knife as a pry bar, pliers as a hammer, a screwdriver as a chisel — produces unpredictable forces that the tool's handle, edge, and geometry were not built to manage.
The practical application during an extended outage or disaster recovery period: when the right tool is unavailable, defer the task rather than improvise incorrectly. A stripped screw, a cracked pipe fitting, or a split wood component that results from wrong-tool improvisation often requires professional repair rather than a simple part replacement — converting a five-minute fix into a two-week problem.
OSHA also specifies that tools should be inspected before each use. A damaged handle, a mushroomed chisel head, or a dull blade are pre-use hazards. During disaster cleanup, when tools are borrowed, shared, or retrieved from damage, this inspection step matters more than usual.
A dull blade requires more force and causes more injuries
OSHA's tool safety guidance notes that dull cutting tools are more dangerous than sharp ones. A sharp blade cuts with controlled, predictable force applied in the direction of the cut. A dull blade requires significantly more applied force to achieve the same result — and when it finally bites or breaks through, the excess force carries the blade or tool in an uncontrolled direction.
Specific signs that a handsaw needs sharpening or replacement: the blade pulls to one side during a cut (wandering), cutting requires noticeably more effort than it used to, the cut leaves a rough, torn surface rather than a clean kerf, or teeth feel smooth rather than sharp to a gloved fingertip. A triangular file matched to the tooth size restores most hardpoint saws. Inexpensive handsaws are often cheaper to replace than to sharpen.
Axes follow the same principle. A dull axe head bounces off the wood rather than biting in, causing deflection that is a leading cause of axe injuries during firewood work and debris clearing.
Treat every downed line as energized until the utility confirms otherwise
OSHA and CPSC are absolute on this: a downed power line must be treated as energized regardless of appearance. A line with no visible arcing, no audible hum, and no visible movement can be fully energized. Ground current from an energized line can travel through wet soil and energize metal objects — fences, vehicles, and debris — at a distance from the line itself.
The safe response to a downed line near work you want to do: stop, keep everyone at least 30 feet back, call the utility company, and wait for their crew to confirm de-energization before anyone approaches. This applies regardless of how long the line has been down, how many hours have passed since the storm, or how urgent the clearing task feels.
Post-storm electrocution deaths from contact with downed lines consistently rank among the leading causes of disaster-related fatalities in the days following the event — most occurring when people approach lines that appeared dead. This is not a risk that experience or caution reduces. Distance and utility confirmation are the only protections.
