01 — FLASH FLOOD WARNINGS

The warning that means now

A flash flood warning is not a forecast. It means flooding is occurring or is imminent. NWS issues it when radar, stream gauges, or field reports confirm that water is rising dangerously fast. Unlike a flood watch (which means conditions are favorable), a warning means the event is underway.

Flash flood warnings automatically trigger Wireless Emergency Alerts on cell phones in the affected area. The message is brief: "Flash Flooding expected in your area until [time]." That is your signal to act, not to assess.

NWS guidance is direct: move to higher ground immediately. If roads are already flooded, go on foot rather than driving. Flash floods can rise several feet in minutes, especially in low-lying areas near creeks, washes, and storm drains. The window between "this looks fine" and "this is impassable" can be measured in single-digit minutes.

One common mistake: calling to confirm whether the warning applies to your specific street. The warning covers a geographic area. If you are in it, act. The confirmation step wastes time you may not have.

02 — THE FLOODED BASEMENT

Water and electricity in the same space

A flooded basement looks like a plumbing problem. It is also an electrical hazard. If water has reached the level of any outlet, appliance, or wiring, it may be carrying current. You cannot see whether floodwater is energized. The risk exists even with a few inches on the floor.

CDC, OSHA, and the electrical safety community all converge on the same rule: do not enter a flooded basement until electrical power is shut off from a dry location. That means reaching the main breaker panel without stepping in water. If you cannot do that safely, call your electric utility and ask them to disconnect at the meter.

A related mistake: running an extension cord from the main floor down to the basement to power a sump pump. If the cord or pump is in contact with floodwater, the hazard is the same. OSHA recommends using a generator (positioned outside, never in the garage or basement) to power dewatering equipment, with a GFCI-protected circuit.

03 — HOW LITTLE WATER IT TAKES

Six inches, twelve inches

NWS publishes two numbers that most people find hard to believe. Six inches of fast-moving water can knock an adult off their feet. Twelve inches can carry away a small car. These are not edge cases. They are the reason NWS runs the "Turn Around, Don't Drown" campaign.

The force of moving water is proportional to both depth and velocity. Ankle-deep water moving at 6 mph exerts about 66 pounds of force per foot of leg it contacts. That is enough to sweep a person downstream, especially on uneven ground where footing is poor.

Nearly half of all flash flood fatalities in the United States involve vehicles. But pedestrian deaths happen too, especially when people approach swollen creeks out of curiosity, attempt to wade across flooded low-water crossings, or let children play near flowing water during storms.

04 — RETURNING TO A FLOODED HOME

What to check before you walk in

CDC's re-entry guidance for flooded homes starts with two checks. First: can you shut off the main breaker from a dry location? If yes, do it before entering. If you must stand in water to reach the panel, call an electrician. Second: do you smell gas? If yes, leave immediately, do not flip any switches, and call the gas company from outside.

Beyond electrical and gas hazards, floodwater inside a home is contaminated. CDC classifies it as "black water," the highest contamination category, meaning it may contain sewage, agricultural runoff, industrial chemicals, and microbial pathogens. Skin contact alone is not typically dangerous, but ingesting contaminated water or touching open wounds with it is.

Return during daylight. Use battery-powered flashlights, not candles or open flames. Wear rubber boots and waterproof gloves. If gasoline-powered equipment (generators, pressure washers, pumps) is needed for cleanup, operate it outdoors, never inside the home or garage, and never within 20 feet of a window, door, or vent. Carbon monoxide from gas-powered equipment is a leading cause of post-flood death.

05 — MOLD TIMING IN FLOOD-DAMAGED WALLS

The 24-to-48-hour window

EPA states that mold begins colonizing wet materials within 24 to 48 hours of moisture exposure. FEMA's mold guidance recommends removing wet drywall and insulation as quickly as drying conditions allow — these materials cannot be dried in place effectively. Surface bleach treatment does not reach mold inside wall cavities. Speed of removal is more protective than waiting for professional assessment. Wet drywall and insulation should be physically removed and discarded; the framing behind can typically be dried and treated.

06 — MOLD AND RESPIRATORY CONDITIONS

Asthmatics and mold: no safe exposure threshold

EPA states that people with asthma or other respiratory conditions should not be present in spaces with visible mold growth. Mold produces spores and mycotoxins that trigger severe asthma exacerbations even in individuals with well-controlled baseline conditions. An N95 respirator reduces but does not eliminate exposure. Window ventilation does not make a moldy environment safe for sensitive individuals. The correct response: the person leaves the space and does not return until mold is fully removed and surfaces are dry. Standard cleanup with diluted bleach is appropriate for non-porous surfaces; porous materials (drywall, insulation, carpet) must be removed.

07 — FLOODWATER WOUND INFECTIONS

Signs that require emergency care

CDC warns that floodwater contains sewage, chemicals, and bacteria that cause serious wound infections. Minor cuts sustained during flooding or cleanup require cleaning and monitoring. Red streaks extending from a wound indicate lymphangitis — infection spreading through the lymphatic system — and require immediate emergency medical care. Other emergency signs: fever above 101°F combined with a wound, increasing pain rather than decreasing over 24 hours, or rapidly expanding redness around the wound margin. Bruising and mild tenderness are normal healing responses. Clear fluid (serous drainage) is also normal.
