Many chemical vapors are heavier than air
Chlorine, hydrogen sulfide, ammonia, and many other industrial chemicals are denser than air and settle into low-lying spaces. Basements and below-grade rooms accumulate these vapors even with windows closed because the chemical seeps along the ground and down foundation gaps.

Decontamination at the door
If you were outside when the release occurred and your skin or clothing was exposed, decontaminate before entering your shelter room. Remove outer clothing — cut off anything that needs to go over your head to avoid contact with your eyes, nose, and mouth. Seal contaminated clothing in a plastic bag. Wash exposed skin with soap and water.
