Flood is the most common disaster in the United States. It happens in coastal towns, river valleys, mountain canyons, and city neighborhoods that have never flooded before. The preparation is specific, the timeline is short, and most of the work is done long before the rain starts.
The regional reality
The map of past flood damage in the United States covers every state. The federal government calls flood the most frequent and costly natural disaster, and roughly a quarter of all flood insurance claims come from properties outside the highest-risk zones. The right question isn't whether your address has flooded before. It's how water moves once the rain stops being normal.
Slow. Rivers rise over hours or days after upstream rain or snowmelt. The Mississippi basin, the Ohio Valley, the Red River, and most state river systems. Warning typically arrives 24 to 72 hours ahead through NWS river forecasts and gauge readings.
Fast. Water rises in minutes after intense rainfall, dam failure, or in mountain canyons and arroyos. The Southwest, the Appalachians, the Hill Country of Texas. Warning can arrive less than an hour ahead. Sometimes there is no warning at all.
Storm-driven. Hurricanes, nor'easters, and Pacific atmospheric rivers push ocean water inland. The Gulf, the Atlantic seaboard, and increasingly the Pacific Northwest. Warning aligns with the parent storm forecast, usually 24 to 72 hours.
Drainage-driven. Storm sewers back up when rainfall exceeds design capacity. Basement flooding, underpass flooding, street-level water that traps cars. This is the kind that catches addresses with no history of flooding.
Before anything else on this page, look up your address on the FEMA Flood Map Service Center. Your zone determines whether flood insurance is required, available, or strongly recommended. Note that zone X is not the same as no risk. Roughly 25 percent of NFIP claims come from properties in X and other low-to-moderate risk zones.

Your 72-hour kit and your two-week supplies still apply. What follows is flood-only work, most of it done in calm weather. None of it is dramatic. All of it is the part that decides outcomes.

Standard homeowner's and renter's policies do not cover flood damage. Not partly. Not for a small amount. They cover zero. Flood coverage is a separate policy, almost always written through the National Flood Insurance Program (NFIP).
NFIP policies have a 30-day waiting period before coverage starts. You cannot buy it when the storm is on the radar. Buying it in February for hurricane season is the move.
Typical cost: $700 to $2,000 a year for most homes, lower in low-risk zones. Renters can buy contents-only NFIP coverage for roughly $100 to $200 a year. Higher-value homes can supplement with a private excess flood policy.

Most basement flooding starts when the sump pump loses power at exactly the moment the water table rises. The grid often goes down with the storm that brings the rain.
Three workable backups: a battery backup pump installed alongside the primary (most common, $200 to $500 plus install), a water-powered backup that runs on municipal pressure (no power required, but only works on city water), or a portable power station sized to run the existing pump for 12 to 24 hours.
Test the pump twice a year by filling the pit with a bucket of water. Replace the unit on a 7 to 10 year cycle. A pump that fails on the first wet night was usually the original one from 1998.

Anything you cannot afford to lose belongs above the base flood elevation for your zone. The number is on your FEMA flood map. In a typical single-family home with a basement, this means moving the water heater, furnace, and electrical panel up onto a platform, or installing flood-resistant versions on the main floor.
For documents and irreplaceables: a waterproof safe bolted high, or off-site storage. Photograph every room and every valuable item now. Save the photos to cloud storage. This is the insurance claim you will not have time to assemble after the water arrives.
Higher-cost option: a registered elevation certificate from a licensed surveyor ($500 to $2,000). Required for some NFIP rate calculations and useful when challenging a flood zone designation.

Most lots can be made measurably more flood-resistant without major construction. Clean gutters and extend downspouts six feet from the foundation. Grade soil away from the house, not toward it. Check that window wells have covers. Keep storm drains on your street clear of leaves before any forecast event.
For predictable shallow flooding, sandbags or reusable water-gel flood barriers can buy a household several inches. Pre-cut plywood for low garage and basement window openings serves the same purpose. None of this stops fast or deep water. It buys time and prevents the small floods.
Backflow preventer on the main sewer line: $250 to $600 installed. Keeps sewage from coming up through floor drains when the municipal line surcharges. Often the unglamorous upgrade that matters most.
The math of moving water
More than half of all flood deaths in the United States happen in vehicles. The reason is consistent: people misjudge how much water it takes to be dangerous. The numbers are smaller than almost everyone guesses.
Moving water carries about 15 times the force of still water at the same depth. At night, on a familiar road, with the depth hidden by darkness or muddy water, the math gets worse. The National Weather Service rule is simple: if water covers the road, find a different way home.
Enough to knock you down
Six inches of fast-moving water will sweep an adult off their feet. Currents are strongest in flooded roadways, where the water is funneled.
Enough to float a small car
One foot of water will lift most sedans. Once a vehicle is floating, the driver no longer controls direction. Many flood deaths happen in cars that were moving slowly through what looked like a puddle.
Enough to float a truck or SUV
Two feet will carry away most pickups and SUVs. Higher ground clearance does not help, because the issue is buoyancy, not engine height.
Walking is unsafe in most currents
Wading through flood water at this depth means rebar, downed lines, open manholes, and contaminated water. If you are trapped, climbing up is usually safer than walking out.
During the event
Flood timelines vary by type. River floods give you days. Flash floods may give you minutes. The steps below assume a riverine or coastal event with some warning. For flash flood warnings, skip to the last two stages.
Watch issued
Move valuables, electronics, and important documents up. Fill vehicles' fuel tanks while the pumps are still on. Charge phones, headlamps, and the power station. Confirm your evacuation route and a backup route. Move the car to higher ground if you have it. Check on neighbors who would have trouble doing this work alone.
Warning issued
Execute the plan you made at watch. If an evacuation order is issued for your area, leave. Most flood deaths involve people who chose to stay or who waited too long. Take the kit, the pets, and the document folder. Tell your out-of-area contact where you're going. Turn off electricity at the main breaker if water is reaching the house and you can do it safely from a dry location.
If trapped at home
If water rises faster than you can leave, go to the highest floor. Take the kit, phones, and a way to signal (flashlight, whistle, bright cloth). Do not go into the attic unless there is a way out from the roof, since attics can become traps. Call 911 if you need rescue and provide your exact address. Do not enter flood water on foot if it can be avoided.
On the road
If you encounter a flooded roadway, turn around. Do not try to estimate depth from the surface. If your vehicle stalls in rising water, abandon it and move to higher ground on foot only if the water is calm and shallow. If the water is moving or rising fast, stay on the roof of the vehicle and call for rescue.
The first 72 hours after
Returning home is rarely the end of the event. Floodwater is contaminated with sewage, fuel, and chemicals from upstream properties. Mold begins growing within 24 to 48 hours of materials staying wet. Most of the work that decides whether a home is salvageable happens in the first three days.
