Boiling water safely

One minute at a rolling boil kills all pathogens of concern at most elevations. This page explains the science behind that number, what changes at altitude, why cloudy water requires a step before boiling, and why clear water is not the same as safe water.

01 — How long to boil

One minute is the standard. Here is why it works.

Common myth

You need to boil water for 10 minutes to make it safe.

What the evidence says

One minute at a full rolling boil is sufficient at elevations below 6,500 feet. The CDC, EPA, and WHO all confirm this. Ten minutes is unnecessary and wastes fuel.

The reason one minute works is straightforward. Bacteria, viruses, and protozoa, including the heat-resistant Cryptosporidium, are killed at temperatures well below 212 degrees Fahrenheit (100 degrees Celsius). Most pathogens die within seconds of water reaching a rolling boil. The one-minute standard exists as a deliberate safety margin, not because pathogens survive past that point.

The New York State Department of Health notes in its boil-water guidance for public health professionals: "The traditional advice to boil water for 10 minutes to ensure potability is excessive. Because the time required to heat water from lower temperatures to a boil works toward disinfection, any water brought to a rolling boil should be adequately disinfected."

A rolling boil means large, vigorous bubbles breaking the surface continuously. This is different from a simmer or small bubbles around the edges of the pot. The CDC specifies a rolling boil precisely because it confirms the water has reached the temperature required for reliable disinfection. Once that boil is achieved and sustained for one minute, the water is safe from biological contamination.

02 — Altitude adjustment

At high elevation, water boils at a lower temperature

Water boils at 212 degrees F at sea level. At higher elevations, where atmospheric pressure is lower, water boils at a reduced temperature. At 6,500 feet (roughly 2,000 meters), the boiling point drops to around 200 degrees F. That temperature still kills pathogens, but the lower heat means the process takes longer to achieve the same microbial kill rate.

The CDC addresses this directly: bring clear water to a rolling boil for three minutes at elevations above 6,500 feet. The EPA uses a slightly more conservative threshold of 5,000 feet (approximately 1,000 meters) for the same three-minute guidance. If you are unsure of your elevation, use the three-minute standard as a precaution.

Cities above 6,500 feet in the United States include Denver (5,280 feet, just below the threshold), Santa Fe (7,199 feet), Flagstaff (6,909 feet), and Park City (6,900 feet). Most of the continental United States is well below 6,500 feet, so the one-minute standard applies for the majority of households. If you are camping, hiking, or preparing water at elevation, the three-minute rule applies.

03 — Cloudy water

Turbidity shields pathogens. Filter before you boil.

When water is cloudy, suspended particles do more than make it look dirty. They physically shield pathogens from the heat of boiling and from chemical disinfectants. Organic matter, sediment, and other particles can surround bacteria and protozoa, insulating them from the temperatures needed for kill. This means cloudy water treated only by boiling may still contain viable pathogens.

Both the CDC and EPA specify the same two-step process for cloudy water: clarify first, then boil. The clarification step removes the physical protection that turbidity provides.

  • Let the water sit undisturbed until sediment settles to the bottom, or set it aside for several hours.
  • Carefully pour or ladle the clearer water from the top into a separate clean container, leaving the settled sediment behind.
  • If the water is still cloudy after settling, filter it through a clean cloth, paper towel, or coffee filter to remove fine particles.
  • Now boil the clarified water for one minute (three minutes above 6,500 feet).
  • Let it cool naturally in a covered container before storing or drinking.

The EPA describes this in its emergency disinfection guidance: "If water is cloudy, let it settle and filter it through a clean cloth, paper towel, or coffee filter. Bring water to a rolling boil for at least one minute." The CDC's boil-water advisory guidance mirrors this exactly. Skipping the clarification step and boiling cloudy water directly is a common mistake that reduces the effectiveness of treatment.

04 — The clear water myth

Clear water can carry pathogens. Appearance is not a safety test.

If the water looks clear, it is safe to drink without treatment.

What the evidence says

Clear water can contain bacteria, viruses, and protozoa at levels that cause serious illness. Visual clarity tells you nothing about biological safety.

Waterborne pathogens are microscopic. Giardia, Cryptosporidium, E. coli O157:H7, norovirus, and hepatitis A are all invisible to the naked eye and do not change the appearance, smell, or taste of water in typical concentrations. A stream that looks pristine can carry animal waste upstream. A faucet producing clear water during a service outage may still have low-level contamination from pressure loss in the distribution system.

Boil-water advisories are issued precisely because water that appears normal may be compromised. The CDC's boil-water advisory guidance instructs households to treat all tap water as potentially unsafe during an active advisory, regardless of how it looks or smells.

The only reliable indicators that water is safe for drinking without treatment are a current, uninterrupted supply from a tested municipal system or a sealed commercial bottle with an intact seal. If either of those conditions is not met, treat the water regardless of appearance.
