01 — Self-reliance vs. community
The myth
Self-reliance alone is the safest approach during disasters; helping others depletes your resources and increases your risk.
Decades of disaster research find that communities with strong social networks recover faster than those without, regardless of damage level
Daniel Aldrich's research across four disasters on three continents found consistently that pre-existing social connections predicted recovery speed and completeness more reliably than the magnitude of damage or the volume of external aid. Quarantelli and Tierney's sociological research at the University of Delaware's Disaster Research Center found the same pattern across hundreds of field studies: communities where people knew and trusted each other before a disaster organized more quickly, shared resources more efficiently, maintained psychological resilience longer, and recovered more completely than communities where they did not. The image of the isolated individual surviving purely through personal preparation and refusing all interdependence is not a survival strategy supported by evidence. It is a story.
The practical mechanism is straightforward: a neighborhood where five households have generators and share capacity serves eleven households; the same neighborhood where each of the five households guards its generator exclusively serves five. A neighborhood where skills are pooled has medical care, mechanical capability, and chainsaw operation available to everyone; the neighborhood where skills are hidden has these distributed randomly across isolated households. Self-reliance and community interdependence are not opposites in disaster contexts. Household preparedness is the foundation from which community contribution is made; community networks are what extend that foundation's reach.

Quarantelli's field research across nearly 700 disaster studies found that mass looting and widespread violence are extremely rare and are dramatically overrepresented in media coverage relative to actual occurrence. The Disaster Research Center's documentation of post-disaster behavior consistently finds the opposite of what the myth predicts: spontaneous mutual aid, neighbors checking on neighbors, strangers sharing resources, and volunteers arriving from outside the affected area within hours. Tierney's research on community disaster response similarly documents increases in prosocial behavior, not decreases, in the days immediately following major events.
The myth matters because acting on it produces real harm. Communities that expect neighbor conflict may not approach neighbors for mutual aid when that aid would be available. Emergency management protocols have historically withheld accurate information from affected populations on the grounds that it would cause panic or looting, despite research showing that accurate information improves response. The belief that neighborhoods will collapse into violence is not a prudent default assumption; it is an incorrect one that produces worse outcomes than the alternative assumption of community cooperation.

03 — Government capacity
The myth
Emergency services are designed to help everyone immediately; government will handle everything.

FEMA's own public guidance is unambiguous on this point: individuals should prepare to be self-sufficient for at least 72 hours because professional emergency services cannot reach every household immediately in the aftermath of a major event. FEMA's CERT training materials note that damaged roads, overwhelmed communications systems, and sheer scale can extend this window to three days or longer in major disasters. During catastrophic events such as a Category 5 hurricane making direct landfall over a major metropolitan area, a major earthquake along a populated fault zone, or a large-scale flood, the gap between need and professional response capacity can extend to weeks rather than days in the most severely affected areas.
The expectation that government will handle everything creates the specific failure mode of people who wait rather than act. Residents who do not evacuate when they have the means because they expect to be rescued; people who do not check on vulnerable neighbors because they assume first responders are already doing so; communities that do not self-organize because they are waiting for official direction. FEMA's Neighbors Helping Neighbors program exists precisely because this failure mode is well-documented and has predictable consequences. The appropriate relationship with emergency management is supplementary: community preparation and mutual aid fills the gap between the disaster and when professional services can reach everyone.

04 — Sharing and reciprocity
The myth
Every resource shared with a neighbor is a resource lost; sharing always depletes your own preparedness.

Within a network of neighbors who know and trust each other, sharing creates obligations rather than simply transferring resources from one household to another. The neighbor who receives two gallons of water today feels and often acts on a reciprocal obligation: sharing generator time, offering chainsaw work, contributing labor for debris clearing, providing a skill that the giver lacks. Aldrich's research across disaster case studies found that networks based on reciprocal sharing consistently outperformed isolated households in terms of total resources available, skill access, and morale maintenance over extended disruption periods.
This does not mean sharing without judgment. The limits described elsewhere on this page apply: sharing what you can without compromising your household's safety. But the myth that every shared gallon returns nothing and depletes preparedness treats neighbors as isolated actors in a zero-sum exchange rather than as members of a network where giving and receiving are ongoing and approximate balance over time. A neighborhood that has genuinely practiced mutual aid before a disaster, where people have helped each other in ordinary circumstances and built the trust that follows, is a more prepared neighborhood than one where every household has slightly more supplies but no one trusts anyone.

05 — Preparation and community engagement
The myth
You must be completely self-sufficient before you can help anyone; start on community engagement only after your own preparation is total.
Waiting for complete preparation before engaging with your community means never engaging; most community contribution costs nothing and starts now
The expectation of complete preparation before community engagement creates an indefinite deferral. There is no standard at which preparation is total; new hazards emerge, circumstances change, supplies deplete, and the definition of "fully prepared" reliably moves forward as you approach it. More importantly, most community contribution does not require extensive supplies. Checking on a neighbor requires no preparation at all. Sharing verified emergency information costs nothing. Joining a neighborhood association or emergency preparedness meeting requires only time. Introducing yourself to a neighbor you have not met has no supply cost. The preparation that most determines community resilience, the pre-existing relationships that make mutual aid function during a disaster, is built through ordinary human contact that does not require a supply threshold to begin.
FEMA's community preparedness guidance explicitly frames individual and community preparedness as complementary and concurrent, not sequential. Building household emergency supplies and building neighborhood relationships happen in parallel; neither waits for the other to be complete. The myth also obscures the mechanism by which community engagement improves individual preparedness: knowing neighbors' skills, identifying shared resources, and understanding who can help with what makes a household's preparation more effective even before a disaster, because those connections are part of the preparedness system.
