01 — TOILET OPTIONS

Two methods, two scenarios

When the water supply is interrupted but the sewer system is intact, the simplest solution is a bucket flush. Pour about one gallon of any non-potable water (rainwater, pool water, used dishwater) directly into the toilet bowl. The weight of the water triggers the siphon and flushes normally. The tank does not need to refill.

When the sewer line itself is compromised (earthquake damage, septic backup, flood), do not flush at all. Line the toilet bowl with a heavy-duty trash bag, add kitty litter or sawdust after each use to absorb moisture and reduce odor, seal bags tightly, and store them outside in a covered container until disposal is available.

02 — HAND HYGIENE

Sanitizer works, but not on everything

CDC recommends hand sanitizer with at least 60% alcohol when soap and running water are unavailable. Apply enough to cover all hand surfaces and rub until completely dry, about 20 seconds.

The critical limitation: alcohol-based sanitizers are not effective against norovirus, Cryptosporidium, or C. difficile spores. These pathogens have protein shells or spore coats that alcohol cannot penetrate. For these, only soap and running water works. If hands are visibly dirty or greasy, sanitizer also fails because the alcohol cannot reach the skin surface.

In a prolonged outage, set up a hand-washing station using a water jug with a spigot (or a bucket with a ladle) to create flowing water. Soap and flowing water remains the gold standard.

03 — SURFACE DISINFECTION

Bleach ratios for cleaning vs drinking

The bleach ratio for surface disinfection after a flood is much stronger than for drinking water. CDC recommends 1 cup of household bleach per 5 gallons of water for cleaning hard surfaces. Apply, let sit for at least 10 minutes, then air dry.

For comparison, drinking water disinfection uses 6 drops (about 1/8 teaspoon) per gallon. The surface cleaning ratio is roughly 60 times stronger. Do not confuse the two.

Never mix bleach with ammonia or other cleaners. The combination produces chloramine gas, which can cause serious respiratory injury. Ventilate well when using bleach solutions indoors.

04 — LAUNDRY

Washing clothes without utilities

Hand-washing clothing requires agitation in soapy water (warm if available), a clean rinse, and thorough wringing. A plunger in a 5-gallon bucket is an effective agitation tool. Wring as dry as possible to speed drying.

Line drying in direct sunlight adds UV disinfection, which helps when hot water is unavailable. Prioritize children's clothing, undergarments, and any items exposed to illness.
