When the sewer stops working, sanitation becomes the most urgent problem in the household. Poor sanitation in the aftermath of disasters has historically caused more illness and death than the disasters themselves. A working toilet system, even a primitive one, is the first line of defense.

01 — First: check whether your existing toilet still works

A power outage does not necessarily disable your toilet. Whether it works depends on your water source and sewer connection.

Before setting up any emergency toilet system, determine whether your existing toilet can still flush. If your home is on a municipal sewer system and the sewer main is functional, you can flush manually by pouring a bucket of water (at least 2 gallons) directly into the bowl. The water triggers the siphon mechanism without needing the tank to refill. Any gray water source (collected rainwater, used dishwater, pool water) works for this purpose.

Critical check

If the sewer main itself is damaged (common after earthquakes, flooding, or infrastructure failures), do not flush. Flushing into a broken sewer line can cause sewage to back up into your home through the lowest drains: floor drains, bathtubs, and basement fixtures. If you are unsure whether the sewer main is functional, check with your water utility or local emergency management before flushing. When in doubt, switch to an alternative system until the sewer is confirmed operational.

02 — The bag-and-litter bucket toilet

A 5-gallon bucket, heavy-duty trash bags, and absorbent material. The simplest and most practical indoor emergency toilet for any household.

The bucket toilet is the most widely recommended emergency sanitation method for urban and suburban households. It requires no digging, no outdoor space, and no special equipment beyond items most households already have or can store inexpensively.

  • Line a 5-gallon bucket with two heavy-duty trash bags (doubled for strength and leak prevention). Contractor-grade bags (3-mil or thicker) are recommended.
  • Place a toilet seat designed for 5-gallon buckets on top, or use your existing toilet seat if it can be fitted. Sitting directly on the rim of the bucket is workable but less comfortable.
  • After each use, add a generous handful of absorbent material to cover the waste: cat litter, sawdust, wood shavings, shredded newspaper, or wood ash. This controls odor, absorbs moisture, and discourages insects.
  • Close the lid between uses to contain odor and prevent pest access.
  • When the bag is roughly half full, tie it securely and move it to a designated storage location (garage, covered outdoor area) away from living spaces, food, and water. Do not allow bags to fill beyond half, as they become too heavy to handle safely and risk tearing.

The twin-bucket system

Some emergency sanitation guides recommend separating urine and solid waste into two buckets. Urine is essentially sterile and can be safely diluted and poured onto lawn or gravel, reducing the volume of waste that must be stored. Solid waste in the second bucket, covered with absorbent material after each use, takes up much less space and produces less odor when separated from urine. This approach significantly extends the usable life of each bag and reduces the total number of waste bags that must be stored.

03 — Composting toilet basics

Aerobic decomposition with carbon-rich cover material. No water, no sewer connection, no chemicals. Practical for rural properties and extended disruptions.

A composting toilet works by creating the conditions for aerobic decomposition: the biological process in which microorganisms break down organic waste in the presence of oxygen. The key ingredient is a carbon-rich cover material (sawdust, peat moss, coconut coir, or wood shavings) added after each use. This cover material serves multiple functions: it absorbs moisture, introduces carbon that balances the nitrogen in human waste, provides air pockets for aerobic bacteria, and suppresses odor.

Commercial composting toilets range from simple self-contained units ($200 to $500) to installed systems with ventilation fans and separate finishing chambers ($1,000 to $4,000). Most residential composting toilets separate urine from solid waste to manage moisture levels and reduce volume.

A composting toilet is most practical for rural properties, off-grid homes, and households planning for extended disruptions where sewer service may not be restored for weeks or months. For short-term outages of 1 to 3 days, the bucket method is simpler and requires no special equipment. For extended scenarios, a composting toilet produces a manageable, non-hazardous end product and eliminates the need to store growing quantities of bagged waste.

04 — Outdoor latrines

At least 200 feet from any water source, 6 to 8 inches deep. The cat-hole method is the standard for short-term outdoor waste disposal.

When you have outdoor land and no functioning sewer, a cat-hole latrine is the accepted method for burying human waste safely. The rules are consistent across the National Park Service, CDC, and multiple state extension services:

  • Locate the site at least 200 feet (roughly 70 adult paces) from any water source: well, creek, river, lake, spring, or drainage path.
  • Dig a hole 6 to 8 inches deep and 4 to 6 inches in diameter. A garden trowel or small camp shovel works.
  • After use, cover each deposit with the excavated soil. The top few inches of soil contain the most active decomposing organisms.
  • Choose a site that receives sunlight when possible. UV exposure and warmth accelerate decomposition.
  • Disperse cat holes over a wide area rather than concentrating them. Each hole should be used only once.
  • Pack out toilet paper if possible. If burying it, ensure it is completely covered. Do not burn toilet paper, as this has caused wildfires.

For multi-day or multi-person use, a trench latrine extends the cat-hole concept: dig a trench approximately 18 inches wide, 12 inches deep, and 2 to 4 feet long. Cover each deposit with a few inches of soil. Build a simple privacy screen from tarps or blankets on stakes. The same 200-foot water-source rule applies.

05 — Waste disposal during sewer disruptions

Check with local authorities. Disposal rules change during declared emergencies, and they vary by municipality.

Bagged human waste from bucket toilets must eventually be disposed of. The correct disposal method depends on your location and the nature of the emergency:

  • During a declared emergency, some municipalities permit double-bagged human waste to be placed in regular trash collection when service resumes. Check with your local health department or emergency management office for guidance specific to your area.
  • If you have land, burying waste is the preferred method. Dig a hole at least 2.5 to 3 feet deep, at least 200 feet from any water source or garden. Open the bags and empty the contents into the hole (the waste decomposes faster when not sealed in plastic). Place the empty bags in the hole as well, then backfill with soil.
  • If you have a functioning septic system, bagged waste can be emptied into the septic system via the toilet once water service is restored.
  • Never dump human waste in storm drains, ditches, waterways, or on the surface. This contaminates water supplies and spreads disease.

Store waste safely while waiting for disposal

Sealed bags of waste waiting for disposal should be stored in rigid containers with locking lids (a dedicated trash can works well), away from living areas, food storage, and water sources. Spray the exterior of the storage container with disinfectant after each addition. Wear disposable gloves when handling waste bags. This is the single most important infection-prevention measure in emergency sanitation.

06 — Portable toilet options

Bucket-style, folding camp commodes, and cassette toilets. Each suits a different situation.

Commercial portable toilets designed for emergency and camping use fall into three general categories:

  • Bucket-style with snap-on seat: The simplest and most affordable option ($15 to $30 for the seat). Uses the same bag-and-litter method described above. No moving parts, nothing to break. The most practical choice for most households to keep in a closet or garage for emergency use.
  • Folding camp commodes: Lightweight frames that fold flat for storage, with a bag attachment point underneath and a seat on top ($30 to $80). More comfortable than a bare bucket rim and slightly easier to use for people with limited mobility. The legs raise the seat to standard toilet height.
  • Cassette toilets with sealed waste tanks: Self-contained units with a flush mechanism (using a small amount of water or chemical solution) and a sealed, removable waste cassette ($80 to $250). The cassette contains and seals waste completely, reducing odor and making transport to a disposal point cleaner. Most commonly used in RVs and boats, but increasingly available for home emergency use. Requires periodic emptying at an approved dump station or into a sewer access point.
