01 — What amateur radio actually requires
The entry-level Technician license is a 35-question multiple-choice exam, drawn from a public question pool, with no Morse code involved. Most people prepare in a few weeks of casual study.
Amateur radio operates under three license classes in the United States: Technician, General, and Amateur Extra, each granting progressively broader operating privileges. For preparedness purposes, the Technician license is the one that matters most, since it already grants full access to the VHF and UHF frequency bands most useful for local and regional emergency communication, along with limited access to certain HF (longer-range) bands.
- The exam is 35 multiple-choice questions, drawn from a published pool of roughly 400 to 450 possible questions. A passing score is 26 correct, or 74 percent. Every question and its correct answer is publicly available in advance, which is why most candidates can study effectively from free online resources and practice tests rather than needing formal coursework.
- No Morse code proficiency has been required for any amateur license class since the FCC eliminated that requirement in February 2007. This is worth stating plainly because the Morse code requirement is the single biggest outdated assumption keeping people from looking into ham radio at all; it has not applied for nearly two decades.
- The exam is administered by volunteer examiners, often through a local ham radio club, and many candidates pass on their first attempt with one to four weeks of casual preparation. There is no age limit in either direction; children as young as five have passed the exam and held a license.
A correction on cost: the FCC fee is real, not eliminated
It is worth being precise here, because the cost picture has actually moved in the opposite direction from what is sometimes repeated. The FCC introduced a new $35 application fee, effective April 19, 2022, that applies to new licenses, renewals, and vanity call sign requests; this fee did not exist before that date, and it was not removed afterward. On top of that, most volunteer exam sessions charge a separate fee, typically around $15, to cover their own costs. Total out-of-pocket cost to get licensed runs roughly $35 to $50 for most people, which is still genuinely modest, but it is a real and current cost, not something that was eliminated. The license itself, once obtained, is valid for 10 years and covers every member of an applicant's immediate household for operating purposes.
02 — Why amateur radio earns the reputation as the system of last resort
Amateur radio functions completely independently of the internet, cell towers, and the telephone network. A station can be set up almost anywhere with a power source and a length of wire in minutes.
Every other communication system covered elsewhere on this site, cell phones, FRS and GMRS radios, Wi-Fi calling, depends on some piece of shared infrastructure: a cell tower, an internet connection, a power grid keeping that infrastructure running. When a disaster damages that infrastructure, all of those systems can fail simultaneously, often at exactly the moment communication matters most. Amateur radio is the rare exception. A licensed operator with a radio, an antenna, and a battery or generator can establish a working station with no dependency on any of that shared infrastructure at all.
This is not theoretical. Amateur operators have been a documented part of disaster response since the 1930s, and the track record across major U.S. disasters is extensive: the September 11 attacks, Hurricane Katrina, the Joplin tornado, and numerous hurricanes since. During Katrina specifically, more than a thousand volunteer operators assisted in the storm's aftermath, providing communication support for the American Red Cross, the Salvation Army, and individual families trying to reach each other when conventional systems were down for an extended period.
03 — ARES: the volunteer network built specifically for this
The Amateur Radio Emergency Service has organized licensed volunteers for emergency communication support since 1935, and it now operates under a formal agreement with FEMA that has written amateur radio directly into the federal emergency response framework.
ARES, sponsored by the American Radio Relay League (ARRL), is built on a simple premise: licensed operators voluntarily register their skills and equipment with a local Emergency Coordinator, train together, and stand ready to provide communication support when conventional systems fail or become overwhelmed. The only requirements to join are a valid amateur license and a genuine willingness to serve; no advanced license class or specialized equipment is required to start.
- The structure is local first, with national coordination above it. Local ARES groups are organized by city or county under a volunteer Emergency Coordinator, who reports up through section and national leadership at the ARRL. This means the volunteers responding in your area are people who already know your local terrain, your local emergency management contacts, and your community's specific needs.
- ARES is now formally written into federal emergency response policy. In 2023, the ARRL and FEMA signed an updated Memorandum of Agreement recognizing the role of licensed amateur volunteers in response and recovery efforts. In March 2023, FEMA's National Incident Management System guidance was updated to formally include radio amateurs in the broader emergency response ecosystem, an acknowledgment of a role amateur operators had already been filling informally for decades.
- Training is genuinely accessible, not gatekept. ARES volunteers commonly complete FEMA's free online Incident Command System and National Incident Management System courses, which prepare them to coordinate smoothly with professional emergency management agencies during an actual response, rather than operating as a separate, uncoordinated effort.
- Practice happens year-round, not just during a real disaster. Local ARES groups regularly provide communication support at public events like parades and races specifically as practice for emergency conditions, and the ARRL holds a nationwide Simulated Emergency Test each October to exercise the full system under realistic, if simulated, conditions.
You do not need to join ARES, or even plan to, to benefit from amateur radio as a household preparedness tool. But knowing the network exists, and that it has a documented, decades-long track record of stepping in exactly when conventional systems go down, is part of understanding what the license actually buys a household: not just a personal radio, but a connection to a trained, organized volunteer community built for precisely this purpose.
04 — Myth: amateur radio is too expensive and complicated for ordinary people
The Claim
Someone dismisses ham radio as too expensive and complicated for regular people, requiring thousands of dollars in equipment and months of dedicated study.
What's Actually True
The barrier to entry is genuinely low. Free study materials cover the entire exam content, most people prepare in a few weeks of casual study, the exam itself costs roughly 35 to 50 dollars total between the FCC and exam-session fees, and a basic handheld radio capable of getting a new licensee on the air starts around 25 to 50 dollars.
The "thousands of dollars" version of this myth confuses what is possible in amateur radio with what is required. It is true that the hobby has a high ceiling; a serious HF station with a tower, a high-power amplifier, and specialized antennas can run into the thousands. But none of that is necessary to get licensed or to use amateur radio effectively for household preparedness. A licensed Technician with a basic handheld radio already has access to the entire VHF and UHF amateur spectrum, the very bands most useful for local and regional emergency communication, for an initial outlay closer to 75 to 100 dollars total, license fees and a radio combined.
The "months of study" half of the myth fares no better against the actual structure of the exam. Because the full question pool is public, candidates know in advance exactly what could appear on their test, removing the uncertainty that makes other exams feel daunting. Most newcomers spend one to four weeks preparing, often using free apps, practice tests, and study guides available online at no cost, and many local clubs offer free or low-cost classes and exam sessions specifically to lower this barrier further for newcomers in their community.
