01 — The handwashing station
A water jug with a spigot, a catch basin, soap, and paper towels. Set it up within the first hour of a water outage.
Handwashing is the single most effective measure against the spread of illness during a disruption, and it is the one that fails first when running water stops. A dedicated handwashing station solves this by making clean handwashing possible without a functioning sink.
- Elevate a water container with a spigot (a 5-gallon camping jug, Aqua-Tainer, or any container with a valve) on a table, shelf, or overturned bucket at a height that allows hands to fit underneath.
- Place a basin or bucket beneath the spigot to catch the runoff. This gray water can be reused for flushing or cleaning.
- Keep soap (bar or liquid) and paper towels or clean cloth towels immediately next to the station. A pump-style soap dispenser reduces cross-contamination.
- Position the station near the emergency toilet and the food preparation area. These are the two locations where handwashing matters most.
The spigot is the key design feature. It controls flow so that the person washing uses only the water needed, and it allows one-handed operation (open spigot, wet hands, close spigot, lather, open spigot, rinse). An open bucket or bowl of water that everyone dips their hands into defeats the purpose: the water becomes contaminated after the first use.
02 — The emergency hygiene kit
The supplies you need to maintain basic hygiene for your household when normal facilities are unavailable.
- Soap: Bar soap stores indefinitely and is more water-efficient than liquid soap. Include enough for handwashing, bathing, and dishwashing. Two bars per person per week is a reasonable estimate for rationed use.
- Hand sanitizer: At least 60% alcohol content. Used when water is too scarce for handwashing, except after handling raw meat or using the toilet (soap and water required for those).
- Toothbrush and toothpaste: One brush per person plus a spare. A small tube of toothpaste lasts roughly 2 to 3 weeks with twice-daily brushing.
- Toilet paper: Plan for a minimum of one roll per person per week. Store more than you think you need.
- Feminine hygiene products: A 3 to 7 day supply of preferred products per person who menstruates. Menstrual cups are reusable and require only clean water for rinsing.
- Baby wipes: Useful for quick body cleaning when water is extremely limited. Not a substitute for proper handwashing but effective for surface cleaning of skin.
- Heavy-duty trash bags: For emergency toilet liners, waste containment, and general sanitation. Contractor-grade (3-mil or thicker) bags are significantly more reliable than standard kitchen bags.
- Small mirror: For dental hygiene, wound inspection, and personal grooming. Maintaining normal personal care routines supports psychological well-being during disruptions.
03 — Dental hygiene during disruptions
Neglected oral hygiene leads to infections, abscesses, and pain that require medical attention, which may be unavailable.
Dental care is often the first hygiene routine people abandon during a disruption, and it is one of the most consequential to skip. A tooth infection that develops into an abscess can cause severe pain, fever, and facial swelling. Left untreated, it can spread to the jaw, neck, or bloodstream. During a disruption when dental and medical services may be inaccessible, an abscess becomes a serious medical problem with no easy solution.
The prevention is simple and requires very little water: brush twice daily with a small amount of water (a few tablespoons is sufficient for wetting the brush and rinsing), use toothpaste if available (brushing with water alone is still effective at removing plaque), and floss daily to prevent food impaction between teeth. If toothpaste runs out, a pinch of baking soda on a wet brush provides mild abrasive cleaning. If the toothbrush is lost or destroyed, a clean cloth wrapped around a finger can serve as a temporary substitute.
Water safety for brushing
If the water supply is under a boil advisory, use boiled and cooled water or commercially bottled water for brushing your teeth. Do not use tap water that has not been treated. Swallowing even a small amount of contaminated water during brushing can cause gastrointestinal illness.
04 — The sponge bath
About 1 quart of water compared to 15 to 25 gallons for a standard shower. When water is limited, this is how you stay clean.
A sponge bath uses approximately one quart (roughly one liter) of water to clean the entire body. A standard shower with a modern showerhead flowing at 2.5 gallons per minute uses 15 to 25 gallons in a typical 6 to 10 minute session. When stored water is the only supply, the math makes the decision: a sponge bath uses roughly 1/60th the water of a shower.
The technique:
- Heat a small amount of water if possible (warm water cleans more effectively and is more comfortable, though cold water works).
- Wet a washcloth, apply soap, and wash the areas that matter most first: hands, face, underarms, groin, and feet. These are the areas where bacteria concentrate and where hygiene failure causes skin breakdown and infection fastest.
- Rinse the washcloth in the remaining clean water, wring it, and wipe soap residue from each area.
- Dry thoroughly with a clean towel, paying attention to skin folds where moisture promotes fungal growth.
- Change into clean undergarments if available. If not, turning underwear inside out buys one additional wearing before washing is necessary.
A sponge bath every 2 to 3 days is sufficient to maintain hygiene and prevent skin infections during a water shortage. Daily sponge baths are ideal but not always possible when water is severely rationed.
05 — Three-basin dishwashing
Scrape, wash, rinse, sanitize. The food service standard adapted for home emergency use.
The three-basin method is the standard dishwashing procedure in commercial kitchens and is recommended by the CDC during boil water advisories. It uses significantly less water than running a tap and ensures dishes are not just clean but sanitized.
- Scrape first: Remove all food residue from plates, pots, and utensils before they touch water. This keeps the wash water cleaner longer and reduces the number of water changes needed. A rubber spatula or piece of bread works well for scraping.
- Basin 1 (wash): Fill a small basin with the hottest water available. Add a small amount of dish soap. Wash each item, scrubbing with a brush or cloth.
- Basin 2 (rinse): Fill a second basin with clean water. Dip each washed item to remove soap residue.
- Basin 3 (sanitize): Fill a third basin with clean water and add 1 teaspoon of unscented household bleach per gallon of water. Soak each rinsed item for at least one minute. Air dry on a clean rack or towel. Do not rinse after sanitizing; the dilute bleach solution evaporates and leaves no harmful residue.
This method can clean a full household meal's worth of dishes with roughly 3 to 5 gallons of water total. By comparison, running a kitchen faucet at standard flow uses 2 gallons per minute.
06 — Laundry priorities and indoor drying
Wash underwear, socks, and infant clothing first. They carry the most bacteria and pose the greatest hygiene risk.
When water is limited, not all laundry is equally urgent. Prioritize items by their potential to cause illness:
- First priority: Underwear, socks, and any clothing worn by someone who is ill. These items carry the highest bacterial load and are in direct contact with skin areas prone to infection.
- Second priority: Infant clothing, cloth diapers, and towels used for hygiene (face cloths, hand towels). Items that contact mucous membranes or are used by vulnerable household members.
- Third priority: Outer clothing worn against the skin (shirts, pants). These can often be worn for multiple days if kept dry and aired between wearings.
- Lowest priority: Outerwear, jackets, blankets. These can wait the longest unless visibly soiled or contaminated.
Hand-washing laundry uses 3 to 5 gallons of water per small load. A 5-gallon bucket with a plunger-style agitator (a clean toilet plunger works) provides effective agitation with minimal effort.
Indoor drying creates moisture problems
Drying laundry indoors during a power outage (when HVAC and dehumidifiers are not running) releases significant moisture into the indoor air. In a closed home, this can raise humidity above 60%, creating conditions that promote mold growth on walls, ceilings, and stored goods. Dry laundry outdoors when weather permits. If you must dry indoors, concentrate drying in one well-ventilated room (open a window if safe to do so) and close it off from the rest of the house.
