Knowing which neighbors need help before a disaster determines whether they receive it in the hours when professional responders cannot reach them
FEMA's CERT Basic Training materials state directly that in the initial period following a disaster, often up to three days or longer, individuals, households, and neighborhoods may need to rely on their own resources because damaged roads and disrupted communications restrict access for emergency response agencies. During that window, the neighbors most at risk are those who cannot self-evacuate, cannot call for help, or have medical conditions that deteriorate rapidly without assistance: elderly residents living alone, people with mobility impairments, residents who depend on electrically powered medical devices, and individuals with severe cognitive impairments. These residents may be unable to reach a door, get to their car, or communicate that they need help; professional first responders, even when they arrive, may not know who they are or where they live.
Identifying vulnerable neighbors is a simple, non-intrusive process: a brief introduction during ordinary times, a conversation about whether there is anything the neighborhood should know in the event of an emergency, and a note in a neighborhood contact list. Many people are willing to share this information when asked respectfully as a preparedness measure rather than as a welfare check. FEMA's Ready.gov Neighbors page notes that 46 percent of individuals expect to rely a great deal on people in their neighborhood for assistance within the first 72 hours after a disaster, suggesting that most people already understand the interdependence. The missing step is the prior relationship that makes it functional.
- Identify vulnerable neighbors before a disaster, not during one. The hours when professional help cannot reach your neighborhood are the hours when prior knowledge determines who gets checked on.
- Elderly residents living alone, people with mobility limitations, and those on electrically powered medical devices are the most time-sensitive during disruptions. Identify them by name and address in the neighborhood contact list.
- A brief, respectful introduction during ordinary times is all the preparation needed. Most people are willing to share relevant information when asked as a neighbor, not as a caregiver.
02 — Neighborhood skill inventory
A neighborhood's collective skills far exceed any individual household's capability, but only if those skills are known and accessible
In most neighborhoods, the combined capabilities of the residents substantially exceed what any individual household can provide. One neighbor may be a nurse or paramedic. Another may own a chainsaw and know how to use it safely. Someone may speak a second language critical for communicating with other residents. One household may have a HAM radio license and the equipment to reach outside the disaster zone. A neighbor who worked in construction knows how to assess structural damage. A retired electrician can determine whether a home is safe to re-enter after a flood. These capabilities are present in almost every residential area, but they remain invisible until there is a system for surfacing them.
A neighborhood skill inventory is a simple list compiled through voluntary participation: who has what skills, tools, or resources they are willing to share in an emergency. FEMA's neighborhood preparedness programs recommend developing this inventory as part of a neighborhood emergency plan, gathered through casual neighborhood meetings, block parties, or door-to-door introductions. The inventory does not need to be comprehensive or formally maintained; even an informal shared awareness of who has medical training, who owns a generator, and who has a truck for hauling can make a meaningful difference in how quickly a neighborhood self-organizes after a disruption.

03 — Building trust before emergencies
Social connections built before a disaster are the primary predictor of how well communities recover; those attempted for the first time during a crisis rarely function
Daniel P. Aldrich, Dean's Professor of Resilience at Northeastern University and author of Building Resilience: Social Capital in Post-Disaster Recovery (University of Chicago Press, 2012), studied recovery across four major disasters covering 225 neighborhoods: Tokyo after the 1923 earthquake, Kobe after the 1995 earthquake, Tamil Nadu after the 2004 Indian Ocean Tsunami, and New Orleans after Hurricane Katrina. His finding across all four cases was consistent: the primary predictor of recovery speed and completeness was pre-existing social capital, the depth of relationships between neighbors before the disaster struck, rather than the magnitude of the damage or the volume of external aid received. Communities where people knew each other, trusted each other, and had practiced helping each other recovered faster and retained more of their population than communities with identical damage but weaker social networks.
The practical implication is uncomfortable because it points to ordinary life rather than emergency preparation. Emergency equipment can be purchased in an afternoon. Trust cannot. FEMA's Neighbors Helping Neighbors program frames the same insight: the neighborhood that functions during a disaster is typically the neighborhood that has been functioning before one. A brief conversation at the mailbox, a shared meal, helping a neighbor with yard work. These are not emergency preparations in the conventional sense, but Aldrich's research suggests they are the most important ones.
The research finding
Aldrich's research across four disasters on three continents found that pre-existing social connections, more than damage level or external aid, determined recovery speed and completeness. Communities where people knew each other recovered. Those where they did not, often did not.
- Trust cannot be built during a crisis; it must exist before one. Relationships attempted for the first time during an emergency rarely provide the mutual aid that pre-existing relationships do.
- Ordinary social contact is the preparation. Knowing your neighbors' names, having helped them once before, and having shared a meal are the conditions that produce functioning mutual aid during a disaster.
- The research is consistent across very different cultures, hazard types, and economic conditions. Social capital predicts recovery across all of them (Aldrich, Building Resilience, 2012).
