A single chainsaw, operated by one person who knows how to use it safely, can clear fallen trees from every driveway on a block in a fraction of the time it would take eight separate households to arrange their own. One ladder allows multiple neighbors to check rooflines, tarp damaged areas, or access gutters. A pressure washer handles flood cleanup at a scale impossible with buckets. The principle is that specialized tools which individual households use infrequently represent collective resources that compound in value when shared across a neighborhood. The key requirement is a coordinator: someone who tracks who has the tool, where it is, and who is next in line so that the asset is actually moving and not sitting in the first borrower's garage.
Food sharing during extended power outages addresses a different constraint. 02 — Water and generator sharing

A well, large rainwater collection system, or significant stored water supply can serve multiple households if the sharing is structured. The key variables are: fair allocation per person per day (FEMA recommends 1 gallon per person per day as a minimum survival quantity), a fill schedule that prevents crowding and ensures everyone gets their turn, and a agreed treatment standard if the source is not already potable. Establishing these terms before access becomes contested prevents the resentment that ad hoc arrangements produce when everyone is stressed. A written sign or whiteboard at the source with fill times and quantities per household is more reliable than verbal agreements.
Generator sharing requires the same advance agreement on logistics, plus attention to electrical safety. Running an outdoor-rated, appropriately gauged extension cord to a neighbor's house for specific high-priority appliances (a refrigerator, a medical device, a fan during heat) is practical and safe when done correctly. The cord must be rated for the intended load, run through spaces where it cannot be pinched (not through closed doors or windows), and the total load across all connected devices must not exceed the generator's rated wattage. A single 3,500-watt generator can keep one refrigerator and one chest freezer running simultaneously and rotate a third household's refrigerator on a schedule.
