Water conservation during a shortage

When supply is limited, sequence matters. Drinking first, cooking second, hygiene third. This page covers how to stretch a limited water supply without compromising health, including graywater reuse, low-water cooking, and the one thing you should never do: ration drinking water.

The order in which you use water determines how long your supply lasts and who stays healthy

FEMA's emergency guidance is explicit: if supplies run low, drink the amount you need today and find more for tomorrow. Do not cut back on drinking water. Dehydration impairs judgment and physical function and can become life-threatening faster than most people expect.

Beyond drinking water, the hierarchy of use during a shortage follows a clear health logic. Hand washing before food handling and after toilet use prevents illness from spreading through a household. Cooking and food preparation require water that has been treated. General hygiene, including bathing, comes last and can be scaled down significantly without health risk over short periods.

Half a gallon per person per day minimum. Never reduce this. Increase in heat, physical exertion, illness, or for nursing mothers.

02 — Graywater basics

Water used for washing can do a second job before it is discarded

Graywater is water that has been used for washing purposes but has not come into contact with toilet waste. It includes water from sinks, bathing, laundry (without heavily soiled items), and general cleaning. During a shortage, graywater can be collected and redirected to lower-priority uses rather than discarded immediately.

The most useful second-use for graywater during an emergency is toilet flushing. A standard gravity-flush toilet requires roughly 1.5 to 3 gallons per flush. Filling the tank or pouring water directly into the bowl achieves the same flush without drawing from the treated water supply.

Graywater should be used within 24 hours of collection. It can develop odor and bacterial growth if stored. Keep it in a clearly labeled container separate from clean water to prevent cross-contamination.

03 — Cooking water reduction

Food choice is the biggest lever on cooking water use

Standard boiling methods use more water than necessary during a shortage. A large pot of water to cook pasta, rice, or oats consumes two to four quarts that then gets discarded. Several approaches significantly reduce this consumption.

The single biggest reduction comes from choosing foods that require no water to prepare: canned goods, crackers, peanut butter, dried fruit, jerky, and similar shelf-stable foods. A meal from canned beans and crackers uses essentially no cooking water. This is the largest single conservation measure available in the kitchen, which is why preparedness plans prioritize stocking foods with minimal water requirements.

When cooking is necessary, the absorption method uses only enough water for the grain to absorb, leaving no water to discard. For rice, bring the minimum ratio of water to a boil, add the grain, cover, and cook until absorbed. The same approach applies to oats and other grains. One-pot meals that use the cooking liquid as part of the final dish conserve water that would otherwise go down the drain.

Washing dishes during a shortage can shift to a two-basin method: a small amount of soapy water for scrubbing and a small amount of clean water for rinsing, rather than running water. Paper plates and utensils eliminate dish water entirely for short periods.

04 — Hygiene without running water

A sponge bath uses under a quart. That is enough.

Body hygiene during a shortage does not require a shower. A sponge bath with a basin of warm water and a cloth addresses odor and basic cleanliness with less than a quart of water. Focus on the face, underarms, groin, and feet, which are the areas most likely to develop odor or skin irritation. This level of hygiene is adequate for multiple days without health consequence.

Dental hygiene requires very little water. Brushing teeth, rinsing with a small cup of water, and rinsing the brush consumes less than a cup total. This should not be deferred or eliminated, as oral hygiene continues to matter during a disruption.

Hair washing can be deferred for many days without health risk. Dry shampoo eliminates water use entirely for this purpose. When water is available for hair washing, a quart of water is sufficient for a rinse-only wash.

Hand washing remains the non-negotiable hygiene priority. Even a small amount of soap and water, under 10 seconds of rinsing, is significantly more effective at removing pathogens than hand sanitizer alone for hands that are visibly soiled. Allocate clean water here before allocating it to bathing.
