Camp Lejeune, North Carolina · 1953–1987

US Marine Corps Base Camp Lejeune in Jacksonville, North Carolina is one of the largest military installations in the United States. From approximately 1953 to 1987 — a period of 34 years — the base's water supply was contaminated with volatile organic compounds (VOCs). The VA Public Health page documents the contaminants: "Industrial solvents, such as trichloroethylene (TCE) and perchloroethylene (PCE), from dry-cleaning waste and benzene from leaking underground fuel storage tanks were detected in the water on the base." Two contaminated water treatment plants — Tarawa Terrace and Hadnot Point — served family housing, schools, administrative offices, the base hospital, and recreational facilities. The contamination entered through multiple sources: a commercial dry cleaning facility just off base whose PCE leached into the groundwater feeding Tarawa Terrace; leaking underground fuel storage tanks releasing benzene at Hadnot Point; improper disposal of industrial chemicals; and various spills.

The Bell Legal Group analysis of the contamination data documents the severity: "The highest measurement of PCE found was 42 times the current maximum allowed by the EPA, and TCE was measured at 280 times the permitted levels." These were not trace-level exposures. Marines, their spouses, their children — including infants drinking formula made with tap water, children bathing, pregnant women — all consumed, cooked with, and bathed in water containing industrial solvents at many multiples of current safety standards. The Camp Lejeune Claims Center analysis estimates that "nearly one million people were present there during the timeline of Camp Lejeune's water issues." This is likely the largest drinking water contamination event in American history by number exposed — 25× the scale of the 1993 Milwaukee Cryptosporidium outbreak, which affected 403,000 people in a single acute event over two weeks. The difference is that Camp Lejeune's contamination was chronic — continuing over decades, with exposures accumulating in the bodies of everyone who lived and worked there.

Contamination was discovered by the Marine Corps in 1982. The Cameron Firm legal analysis documents what happened next: "In 1982, the Marine Corps identified two on-base water treatment facilities contaminated with TCE and PCE. However, the military did not immediately inform those living on the base about the contamination, leaving them at risk of exposure for years." The contaminated wells were gradually removed from service between 1984 and 1987. Notifications to former residents did not begin until 1999 — 17 years after discovery. The PACT Act (Promise to Address Comprehensive Toxics), signed by President Biden in August 2022, was the first law specifically providing veterans and their families with the right to pursue compensation for health conditions caused by the Camp Lejeune contamination. The Janey Ensminger Act of 2012 had earlier established healthcare benefits for 15 specific conditions.

How VOCs accumulate in the body and why the disease appears years after the exposure ended — and what the ATSDR studies confirmed.

How trichloroethylene and perchloroethylene cause cancer

Think of TCE and PCE as industrial cleaning solvents that are highly effective at dissolving grease and oil — which is why they're used to degrease metal parts and as dry-cleaning agents. They are also highly effective at dissolving cell membrane lipids and penetrating biological tissue. When these chemicals enter the body through drinking water, they are absorbed through the gastrointestinal tract and distribute throughout the body's fatty tissues. The liver metabolizes TCE and PCE into reactive intermediates — chemicals that can bind to DNA, causing mutations that can eventually lead to cancer. The ATSDR morbidity study of Camp Lejeune, which mailed health surveys to over 247,000 study participants, found specific links: "This study shows that contaminated drinking water at Camp Lejeune was linked to increased risk for bladder cancer, kidney cancer, and kidney disease." Exposure to PCE was associated with bladder cancer and kidney disease in both Marines and civilian employees. TCE was associated with kidney cancer.

The latency period — why cancer appears years or decades after exposure

The most distinctive feature of toxic chemical contamination compared to microbial water contamination is the latency period: the time between exposure and the development of detectable disease. For many cancers associated with VOC exposure, the latency period is 10–30 years. This means that a Marine who was stationed at Camp Lejeune in 1965 and was exposed to TCE at 280× the permitted level might not develop kidney cancer until 1985–1995 — long after leaving the base, in a different state, with no obvious connection to the contamination. The disease doesn't announce its cause. Without a systematic study connecting the cancer to the exposure, the individual case looks like an ordinary cancer diagnosis. This is why the Camp Lejeune contamination was not recognized as a public health disaster for so long: the exposure was invisible, the disease appeared long after, and the connection was only made by epidemiology that had to go looking for it.

Prenatal exposure and the tragedy of birth defects

The Bell Legal Group analysis of the Camp Lejeune health impacts notes the breadth of consequences beyond cancer: "Parents who lost babies, children fighting cancers, adults with cardiac birth defects, and families of those experiencing Parkinson's disease or neurobehavioral effects have been forever changed by their time at Camp Lejeune." Prenatal exposure to VOCs is associated with an elevated risk of specific birth defects including cardiac malformations, neural tube defects, and others. Pregnant women at Camp Lejeune drank, cooked with, and bathed in water containing TCE at 280× the permitted level. Their fetuses were exposed during the most critical developmental period. These birth defects are distinct from cancer — they are present at birth, not years later — and they represent a specific category of harm in the Camp Lejeune legacy that the standard cancer-focused narrative doesn't capture.

Discovery — and Delay

The Legacy

Present: The full scope of Camp Lejeune's health impact is still being tallied. The combination of 34-year exposure period, 10–30 year cancer latency, and exposure to multiple VOCs with different health effects means that the disease burden from Camp Lejeune continues to appear in the health records of those who were stationed there decades ago. In 2007, a document from 1981 pointing to a radioactive dump site near Camp Lejeune was discovered — raising the possibility of additional contamination beyond VOCs. Camp Lejeune is not a closed chapter. It is an ongoing legacy.

The contamination at Camp Lejeune was not unknown to the military for 34 years — it was discovered in 1982 and not disclosed for 17 more. During those 17 years, the people who had been exposed were living with a cancer risk they didn't know about, not getting screened for the cancers linked to their exposure, and not connecting any emerging health problems to their time on base. A Marine who developed kidney cancer in 1990 had no reason to think it was related to water he drank at Camp Lejeune in 1965. The disclosure delay is not a passive omission — it is an active barrier to the medical surveillance that could have detected disease earlier and to the legal accountability that could have provided compensation.

Why "the government knows about contamination at your installation" doesn't mean you'll be told

Camp Lejeune is not unique in having known environmental contamination that wasn't disclosed to those exposed. The Department of Defense's history of environmental contamination at military installations includes hundreds of sites with documented contamination — many with legacy VOC, heavy metal, or PFAS contamination from historical industrial and training activities. The Camp Lejeune case is the most prominent and best-documented, but the pattern of discovering contamination, gradually remediating it, and not proactively notifying the affected population has been documented at other sites. The lesson is institutional: even when contamination is known to the organization responsible for the site, disclosure to those exposed is not automatic and may be significantly delayed.

What it means for individuals

If you lived or worked at Camp Lejeune between 1953 and 1987

Anyone who lived or worked at Camp Lejeune for at least 30 days between 1953 and 1987 may have been exposed to contaminated water. The VA recognizes 15 health conditions as presumptively caused by Camp Lejeune water exposure, including several cancers and Parkinson's disease. The PFAS parallel — a new generation of the same institutional pattern

PFAS (per- and polyfluoroalkyl substances, or "forever chemicals") contamination near military installations and industrial sites represents the current generation of the same pattern Camp Lejeune documented historically. PFAS contamination from military firefighting foam (AFFF) has been detected near hundreds of military installations and civilian airports. Many affected communities are in the same position Camp Lejeune-era residents were in: exposed for years, documentation of contamination only recently becoming available, and legal and regulatory frameworks still being developed. Camp Lejeune is the defining US case study for the specific disaster of chronic, long-term water contamination from industrial sources combined with institutional concealment. The contamination didn't announce itself. It accumulated in the bodies of Marines and their families over decades. The disease it caused appeared years or decades later, in different cities, diagnosed by physicians who had no reason to ask about a military base's water supply. The 17-year gap between discovery and disclosure was not a technical oversight — it was a choice about what information to share with people whose health depended on knowing it. And the 35-year gap between when the PACT Act should have existed (1987, when the contamination was cleaned up) and when it was actually passed (2022) is the measure of how long institutional accountability can be deferred when the affected population doesn't have the political leverage to demand faster action.

The EPA's ECHO database, State environmental agency records, and the EPA's Superfund site locator allow anyone to search for documented contamination near their address. Common sources of VOC groundwater contamination include: dry cleaning facilities (PCE), gas stations (benzene, MTBE), industrial facilities (TCE), and military installations (PFAS from firefighting foam, VOCs from operations). Knowing whether your drinking water source has known contamination upstream is the first step to making an informed decision about additional treatment.

If you served at or lived on a military installation with documented contamination, register for VA monitoring programs

Camp Lejeune is the most well-known, but the VA has environmental health registries for multiple military installation exposures. If you served at a base with documented environmental contamination, register with the relevant VA registry program — this both documents your potential exposure and ensures you are notified about health developments related to it. If you rely on well water, test for VOCs — especially if you're near industrial or commercial land uses

Private well owners are responsible for their own water safety testing. Standard annual well tests check bacterial contamination and basic chemistry but typically do not test for VOCs (TCE, PCE, benzene, vinyl chloride) unless specifically requested. If you live within several miles of industrial facilities, dry cleaning operations, military installations, or gas stations — particularly former sites — request VOC testing specifically. State-certified water testing laboratories offer VOC testing panels that can detect these contaminants. The cost is typically $50–$150 and provides baseline data about your water source.

Understand that a cancer diagnosis years or decades later may be connected to past toxic exposure — tell your doctor about your history

The Camp Lejeune cancer link was made epidemiologically — by studying a large population and finding elevated cancer rates that correlated with contamination exposure. Individual cases don't come with explanations. If you have a history of potential toxic chemical exposure — past work in dry cleaning, solvent use, or residence near contaminated sites — sharing that history with your oncologist or physician is medically relevant. The physician who doesn't know about your Camp Lejeune residency from 1970 cannot connect your 1995 kidney cancer to the exposure. You have to make the connection by providing the information.

Pay attention to PFAS contamination in your area — it's the current generation of the same pattern

PFAS (per- and polyfluoroalkyl substances) from military firefighting foam (AFFF) and industrial manufacturing have contaminated groundwater near hundreds of military installations and industrial sites across the US. The EPA has established Maximum Contaminant Levels for six specific PFAS compounds; many water utilities are now testing and reporting PFAS levels.
