The five-minute answer
Follow one person through the entire garden system.
The useful audit is not “Do we have a raised bed?” It is “Can a gardener arrive, enter, understand the site, reach a usable plot, operate water, get tools, rest when needed, participate in shared work and leave without preventable barriers?”
1 · Arrival
Transit, parking or drop-off must connect logically to the entrance. A compliant bed at the far end of an inaccessible route solves little.
2 · Route
Width, slope, surface, turns, passing space, gates and obstructions must work in dry and wet conditions.
3 · Work
Bed dimensions, containers, vertical systems and work surfaces should match real reach and working positions.
4 · Support
Water, tools, shade, seating and restroom access can determine whether a person can stay long enough to garden.
5 · Participation
Rules, signs, orientation, communication and workday roles must let people contribute without requiring one physical method of participation.
Capability promise
After this guide, a steward should be able to find barriers before a gardener has to fight through them.
Legal boundary first
Know which accessibility rules govern the actual garden.
The Americans with Disabilities Act does not turn every garden into the same legal category. Title II applies to state and local government programs. Title III applies to covered private public accommodations, including certain nonprofit service providers and recreation facilities. Federally owned or funded facilities may involve the Architectural Barriers Act or Section 504 obligations. State building codes, schools, housing programs, grants and landowners can add other requirements.
City/county garden
Treat accessibility as part of program access and facility design. Work with the government's ADA coordinator, facilities staff or qualified designer rather than relying on a garden blog.
Private nonprofit / faith / civic garden
Determine whether the organization/facility is a covered public accommodation and what other federal, state, local, grant or insurer requirements apply.
School/institutional garden
Coordinate with the institution's facilities, disability/accessibility and risk-management requirements. Student/staff program access adds a program layer beyond bed construction.
Small volunteer garden
Even where a particular federal standard does not apply, use universal-design principles to remove avoidable barriers and document what the site cannot yet provide.
Do not advertise “ADA compliant” from a checklist alone.
Compliance depends on scoping, existing-versus-new construction, operator, alterations, parking/entrances, routes, facilities and other facts. Use the current standards and qualified review when compliance is a project requirement.
Current route benchmarks
Use current Access Board criteria, not inherited garden folklore.
Where the 2010 ADA Standards apply to an accessible route, the current U.S. Access Board criteria below are the technical reference. These values are not a universal community-garden design law; they are included so stewards recognize what a real technical standard looks like and know when to stop guessing.

Older community-garden publications sometimes reproduce superseded or context-specific accessibility dimensions. For technical compliance, use the current U.S. Access Board/DOJ standards and local code review rather than copying a dimension from another garden.
The procedure
A ten-step accessibility and participation audit.
Identify the operator and applicable standards.
Record who owns the land, who operates the program, whether the site is municipal/institutional/private, whether public funds or grants apply, and who has authority to interpret accessibility/building requirements. Do this before promising compliance.
Map the arrival chain.
Start at transit, sidewalk, parking or passenger drop-off. Trace the route to the gate, orientation/sign-in point, plots, water, tools, compost/common areas, seating/shade, restroom if provided and exit. A disconnected accessible feature is not a usable system.
Measure and test the route.
Where ADA technical standards apply, verify current width, surface, slope, cross slope, turns, passing and gate criteria. Regardless of legal status, inspect for roots, ruts, deep gravel, loose mulch, puddles, hose crossings, encroaching plants and seasonal narrowing. Repeat after rain.
Design the work zone around actual reach.
Do not choose a universal raised-bed height. Decide whether the gardener will work seated, standing, kneeling or from a mobility device. Mock up the bed edge and planting area. If a bed is served from one side, keep the work zone within that person's comfortable reach. If served from both sides, design each half around reach from its own side. Allow for mature plant width, not just bare soil.
Give water and controls a usable approach.
Where ADA operable-part criteria apply, accessible controls require clear floor/ground space, reachable controls and operation without tight grasping, pinching or twisting of the wrist. Even where they do not apply, a stiff round hose bib, heavy hose or muddy spigot area is a predictable barrier. Consider lever controls, lighter hoses, shorter hose zones, drip systems and stable approach surfaces.
Make tools and storage reachable.
Use the Shared Garden Tools system to provide different weights, grip sizes and handle lengths. Keep common tools visible and reachable without climbing or moving heavy objects. If a person can reach the bed but not the hose or tools, the garden is not independently usable.
Provide rest, shade and honest facility information.
NC State and Oregon State both recommend seating and shade as practical access features. Provide seating at useful locations, not only at the entrance. If there is no on-site restroom, accessible restroom, drinking water or nearby transit, disclose that before membership rather than making people discover it after arrival.
Make information usable.
Garden rules, plot maps, workday instructions and safety notices should be available in formats participants can use. ADA effective-communication requirements can apply to covered public entities/public accommodations. Useful methods may include accessible electronic text, large print, plain-language task cards, visual symbols, captions or qualified interpreting depending on context and the person's communication method.
Design participation, not just physical entry.
A person should not have to perform the heaviest physical task to be considered a contributing member. Build a menu of equivalent work: seed/label preparation, records, tool inventory, harvest weighing, phone calls, communication, education, watering with adapted equipment, seated weeding, data entry, meeting notes and other useful work. Covered entities may also have reasonable-modification obligations.
Test with actual users, correct and re-audit.
Invite gardeners with different mobility, sensory, stamina and communication needs to walk through normal tasks and report barriers. A nondisabled staff member briefly “trying a wheelchair” is not a substitute for user input. Repeat the audit after major repairs, route resurfacing, new beds, irrigation changes or seasonal growth.
Beds and reach
Raised does not automatically mean reachable.
Oregon State and Minnesota Extension provide useful raised-bed examples, but their dimensions are gardening examples, not one federal raised-bed standard. The correct design starts with the working position and comfortable reach of the person who will use the bed.
Seated side approach
Can the gardener approach closely enough to reach plants without leaning dangerously or twisting repeatedly? If the bed edge blocks the chair/scooter, a table-style or narrower bed may work better.
Standing / limited bending
A higher edge may reduce bending, but height that helps one gardener can make soil and plants unreachable to another. Provide choices rather than declaring one height universal.
One-sided bed
Keep the planting zone within one comfortable reach. A four-foot bed against a fence is not equivalent to a four-foot bed accessible from both sides.
Mature crop reach
Trellises, tomatoes and sprawling crops can move harvest points beyond the original reach envelope. Audit the bed in midsummer, not only when empty.
Vertical Growing and Space EfficiencyOperable parts
The hardest barrier may be a latch or hose bib.
Where ADA operable-part rules apply, the Access Board requires clear floor/ground space, reach-range placement and one-hand operation without tight grasping, pinching or twisting of the wrist, with no more than 5 pounds of operating force.
Current ADA clear floor/ground space is generally 30 by 48 inches at accessible operable parts where required. Keep the spigot, gate latch, tool cabinet or sign-in point out of mud, clutter and hose coils.
Current unobstructed adult ADA reach ranges for operable parts are 15 to 48 inches. These values govern operable elements where applicable; they are not a plant-bed reach formula.
Lever-style or similarly easy controls can be more usable than tight round knobs. Test the actual gate, faucet and storage hardware, including after weathering.
Communication and orientation
Being able to enter is not the same as being able to understand the program.
Rules
Provide an accessible electronic version. Use clear headings and plain language. Large print, audio or another format may be needed for particular participants.
Signs
Use strong contrast, readable type, consistent symbols and predictable placement. Braille can help people who read Braille, but it is not a universal solution for low vision.
Orientation
Show the actual route to water, tools, shade/rest, compost, exit and restroom if provided. Ask what format or method works for the participant instead of assuming.
Meetings/workdays
For covered entities, effective communication can require auxiliary aids/services depending on the nature, length and complexity of the communication and the person's usual method.
Participation menu
Shared work should have more than one physical doorway.
The community-garden system needs real work completed. Accessibility does not mean pretending every task is identical. It means defining the outcome and providing more than one useful way to contribute when practical and legally required.
Seed packets, labels, harvest weighing, recordkeeping, member calls, sign-in, tool inventory, photo documentation.
Transplant prep, seed starting, accessible-bed weeding, produce sorting, cleaning small hand tools, signs/maps.
Water checks, communications, bookkeeping, website updates, donation coordination, supply ordering, evening inspection.
Written task cards, visual maps, captioned instruction, one-on-one orientation or quiet work periods where practical.
Irrigation checks, tool maintenance, data tracking, training, accessible-route inspection, repair documentation.
Mulch moving, digging, hauling, bed repair and other work for participants who choose and can safely perform it. Do not make this the only recognized contribution.

Failure diagnostics
Accessibility often fails in the connection between features.
The “accessible” plot is rarely used.
Likely cause: wrong bed fit, isolated location, poor route or water/tool barrier. Response: walk the full task with the gardener, not just measure the bed.
The path passes inspection in June and fails in August.
Likely cause: weeds, vines, hoses, mulch drift or ruts reduced usable width/surface. Response: make route maintenance an operating duty.
A gardener can enter but cannot water independently.
Likely cause: inaccessible control, heavy hose, mud or excessive hose reach. Response: redesign the water interface.
The bench exists but nobody uses it.
Likely cause: no shade, poor route, wrong location or no adjacent space for a mobility device. Response: place rest where work actually happens.
Rules are “available online” but members still miss them.
Likely cause: inaccessible format, small print, poor navigation or communication mismatch. Response: provide usable alternate format/method and confirm understanding.
Workday attendance excludes some members.
Likely cause: contribution defined as one time, one place and one exertion level. Response: schedule task types and equivalent contribution routes before the workday.
Stop conditions
Do not label around an unresolved barrier.

Questions that expose the difference between access on paper and access in practice.
What height should an accessible raised bed be?
There is no universal ADA raised-bed height. Extension publications give useful examples, but the right height and width depend on seated/standing position, approach, knee space, plant reach and actual users.
Is a 36-inch path automatically accessible?
No. Where ADA route standards apply, width is only one criterion. Surface, slope, cross slope, turns, passing, gates and obstructions also matter, as does whether the route connects the features a participant needs.
Can compacted gravel be accessible?
It can sometimes provide a firm/stable garden route, as OSU notes, but performance depends on material, compaction, maintenance, drainage and actual conditions. If legal compliance is required, evaluate the installed surface against applicable standards.
Do we need Braille signs?
Do not assume Braille is the only or always-required answer. Effective communication depends on the information, applicable rules and the person's normal communication method. Large print, accessible electronic text, audio or other aids may be appropriate.
Can we ban all dogs from the garden?
A general pet rule is different from service-animal obligations. Covered Title II and Title III entities generally must permit service animals in areas where the public is allowed, subject to the ADA's specific rules and exceptions.
What if the site cannot be made fully accessible immediately?
First determine the actual legal/program obligation. Then prioritize barriers that prevent program use, make required modifications, document the improvement plan and describe remaining limitations accurately. Do not substitute a disclaimer for an obligation that applies.
