The five-minute answer
Inspect by function, not appearance.
NC State's community-garden management guidance treats paths, plot markers, planters, water taps, hoses, signs, sheds, seats, shelters and gates as recurring maintenance responsibilities. A steward should be able to inspect each system, assign a condition, name the owner, and know whether the next action is routine care, repair, replacement or a new project requiring approval.
Path
Can people and carts move through when the garden is wet, crowded and fully grown?
Bed
Are sides, corners and soil contained without leaning, rot, sharp hardware or slumping into circulation?
Fence / gate
Does it still perform its intended job without blocking required access or creating loose, sharp or unstable parts?
Shed / sign / seating
Are they stable, weather-protected, readable and safe to approach and use?
Drainage / water / buried work
Leaks, ponding, erosion and buried utilities change the project boundary. Do not turn a visible maintenance problem into unapproved trenching or drainage work.
Capability promise
After this guide, a steward should be able to run a basic physical-infrastructure inspection.
Four maintenance decisions
Do not hide a construction project inside the maintenance budget.
The categories below are a New World Survival management tool, not accounting or building-code definitions. They help stewards recognize when the garden has crossed from ordinary care into work that needs fresh approval, design or funding.
Maintain
Preserve ordinary function.
Examples: clear path weeds, redistribute loose path material, tighten permitted hardware, clean signs, lubricate a gate per manufacturer guidance, replace a hose washer, remove route obstructions.
Repair
Correct a failed component.
Examples: replace a broken latch, secure a loose planter corner, mend a hose, replace a damaged sign panel, fix a shed roof leak using an approved method.
Replace
Renew the same function when useful life ends.
Examples: rebuild a deteriorated bed in the same approved footprint or replace a worn gate with an equivalent approved gate. Verify materials, accessibility and landowner requirements before assuming “same function” means no review.
Project change
Change layout, capacity or site systems.
Examples: move a fence, trench a new water line, install drainage, add a shed, widen/regrade an accessible route, build a retaining wall or add electrical service. Stop and reopen the approval, utility, code, accessibility and budget questions.
The procedure
A nine-step shared-infrastructure inspection.
Start with the site plan and ownership record.
Mark property boundaries, easements if known, main routes, gates, beds, water points, shed/storage, signs, seating, compost/bulk areas and any infrastructure the landowner or sponsor controls. Record who may authorize repairs and who owns improvements when the land agreement ends.
Walk the routes dry, then after water.
Look for weeds, rutting, loose/deep material, erosion, standing water, edge drop-offs, roots, hose crossings, encroaching beds and vegetation. NC State notes that path materials themselves change over time and can build up enough to alter drainage. If a route is required to be accessible, covered entities must maintain required accessible features in operable working condition.
Inspect beds and plot boundaries.
Check corners, fasteners, leaning sides, cracked boards, protruding screws/nails, slumping soil, erosion and whether soil or plants are spilling into circulation. NC State's management guidance specifically calls for checking planter sides and secure corners. Do not step into a suspected contamination issue simply because a bed needs rebuilding.
Inspect fences and gates by their intended job.
First ask why the fence exists: property definition, animal exclusion, security or a program requirement. Then check posts, mesh/pickets, bottom edge, sharp points, latches, hinges, locks, gate swing and clear route. A fence that no longer solves its original problem may need redesign rather than endless patching.
Inspect water-adjacent infrastructure.
Check taps, visible piping, hose connections, shutoff access, leaks, muddy approaches, erosion and freeze exposure. NC State recommends knowing the master shutoff and keeping common repair parts. This guide does not teach plumbing or backflow work. Escalate damaged buried lines, cross-connection questions and utility-owned equipment.
Inspect sheds, signs, seats and shelters.
Look for roof leaks, rot/corrosion, loose fasteners, unstable shelves, blocked doors, sharp hardware, damaged seating, loose boards and stale contact information. Keep stored material from narrowing paths or blocking shutoffs, exits or accessible features.
Classify the finding.
Mark each item Healthy / Watch / Correct / Stop. Then choose Maintain / Repair / Replace / Project Change. This two-axis decision prevents cosmetic problems from being treated like emergencies and safety/access failures from being filed as “someday.”
Assign owner, due date and funding source.
Every correction needs a person, date and money path. Small repairs can be bundled into workdays. Larger replacements belong in the budget/reserve. A project change gets its own approval gate before money is spent.
Close the loop and hand it off.
Record what was done, materials used, warranty/manual if relevant, who approved it and what should be rechecked. The goal is for the next steward to inherit an infrastructure record, not oral history.
Paths and drainage
A path is successful when it still works after rain.
NC State notes that eroded mud can make community-garden paths impassable and that organic path coverings require recurring maintenance. It also warns that accumulated path mulch can change site grades enough to contribute to bed flooding.
Watch for loose/deep material, mud, erosion, trip edges, settlement and vegetation. Where an accessible route is required, the surface must remain firm, stable and slip resistant under the applicable standards.
Ponding, channels and sediment movement are evidence that water is not leaving harmlessly. Correct simple maintenance causes such as clogged inlets or displaced surface material, but do not improvise drainage systems that redirect concentrated water onto neighbors, structures or roads.
Beds, vines, mulch piles, carts and hoses can narrow a route even when the original design was adequate. Seasonal inspection is part of access maintenance.
If the site plan or local authority requires emergency, maintenance or delivery access, keep the designated path/gate clear. Do not copy another garden's vehicle width as a national requirement.
Beds and materials
A bed is both a growing system and a structure.
Raised-bed soil belongs under the Soil guide. Bed walls, corners, materials and physical condition belong here. Keep those questions separate.
Wood
Inspect for rot, splitting, loose joints and exposed hardware. University of Minnesota advises avoiding old/unknown lumber in food gardens and notes that pressure-treated products vary by preservative and intended use.
Unknown old treated wood
EPA says CCA-treated wood was widely used in older residential structures before homeowner uses were discontinued after 2003. Do not burn treated wood or grind it into mulch. Check state/local disposal guidance when removing old material.
Masonry / metal / composite
Inspect for unstable units, sharp edges, corrosion, deformation, failed connectors and soil loss. Use the material/manufacturer/local construction guidance for repair.
Soil/media issue
If rebuilding exposes questionable underlying soil, fill, treated materials or previous contamination concerns, stop structural work and return to the Soil Safety process.
Community Garden SoilFences, gates and buried work
Repair the barrier only after you know what it is supposed to do.
NC State recommends deciding what a fence is intended to exclude before selecting a barrier. Animal exclusion, property definition and security create different designs. That same question matters during repair: if the original problem changed, repeating the old fence may waste money.
Gate inspection
Check hinge/post movement, latch function, clear opening, ground drag, lock condition, sharp edges and whether the gate stays operable during wet/freeze conditions.
Fence inspection
Look for leaning posts, loose wire/panels, protruding fasteners, holes, buried-edge failure where animal exclusion depends on it, vegetation loading and property-line questions.
Before digging
Use the 811 system or your state's approved notification process before excavation where required. Waiting periods and marking rules vary by state. Fence posts, new drains, sign posts and trenches are not exempt merely because the project is small.
Property/permit boundary
Moving a fence, adding a shed, changing drainage or installing permanent infrastructure can implicate lease terms, zoning, floodplain restrictions, easements and permits. Reopen the approval record before construction.
Accessible features
Accessibility is a maintenance obligation where it applies.
ADA Title II and Title III regulations require covered entities to maintain required accessible features in operable working condition. The rule explicitly recognizes that an accessible route obstructed by objects is not usable.
Do not let hoses, carts, mulch deliveries, weeds, branches or bed edges become permanent obstructions.
A designated accessible entrance does not help if the gate drags, the latch becomes unusable or it is routinely locked without equivalent access.
The ADA regulations recognize isolated or temporary interruptions for repair, but covered entities still have an ongoing maintenance obligation.

Failure diagnostics
Repeated repairs usually point to a system problem.
Beds flood after paths are remulched.
Likely cause: path elevation/drainage changed as organic material accumulated. Response: stop adding material blindly; inspect grade and redistribute/remove as appropriate.
The same gate repair fails every season.
Likely cause: leaning post, poor drainage/frost movement, undersized hardware or wrong gate design. Response: diagnose the support/system, not only the latch.
Raised-bed corners repeatedly open.
Likely cause: failing material/connectors or lateral soil load. Response: hold the bed if unstable and use approved structural repair/replacement guidance.
The shed smells damp and tools rust.
Likely cause: roof/wall leak, poor ventilation or wet tools being stored. Response: fix moisture source and connect to the Shared Tools maintenance system.
A path keeps washing out.
Likely cause: concentrated runoff or unresolved grade/drainage. Response: stop repeating surface replacement and investigate the water pathway.

Infrastructure is governed by the site, not just the garden committee.
Do this yourself
Run the 20-point infrastructure walk.
- Mark the garden's main route and required access points.
- Inspect the route dry.
- Inspect it again after rain or irrigation.
- Check two bed corners and two long bed sides.
- Look for protruding fasteners or sharp edges.
- Open/close every main gate.
- Inspect two fence posts and the most stressed fence segment.
- Find the master water shutoff information.
- Inspect visible taps and hose connections for leaks.
- Check for erosion or ponding near water points.
- Inspect shed roof/door/shelves for moisture or movement.
- Check seats/shelters for looseness and usable approach.
- Verify the main garden sign/contact information.
- Confirm emergency/service access is not blocked where required.
- Identify one item in each condition: Healthy / Watch / Correct / Stop.
- Classify each correction: Maintain / Repair / Replace / Project Change.
- Assign an owner and due date.
- Identify whether digging, permit, accessibility or landowner review is triggered.
- Record expected cost/funding source.
- Have another steward find the repair backlog without asking you.

Common questions
Questions that keep maintenance from becoming improvised construction.
How often should we inspect the garden?
There is no useful universal interval for every component. Use a recurring seasonal rhythm plus checks after storms, freezes, vandalism, deliveries, major workdays or any reported defect. Higher-risk/critical systems are checked more often.
Should we keep adding wood chips when paths get muddy?
Not automatically. NC State notes that accumulated path material can raise paths and contribute to bed flooding. Repeated mud can indicate drainage or grade problems that need diagnosis.
Can we reuse old treated boards for raised beds?
Do not assume old/unknown treated lumber belongs in a food bed. Current UMN guidance advises avoiding old lumber in garden beds, and EPA identifies older CCA-treated residential wood as a legacy material with handling/disposal cautions.
Do we have to call 811 for one fence post?
Use your state's current 811/safe-digging requirements before excavation. Do not invent a depth or “small project” exemption. State notification/waiting rules vary.
Can volunteers fix the shed or water line?
Only within the organization's authorization and the volunteers' actual competence. Structural, electrical, buried plumbing, backflow and permitted work may require qualified contractors or local approval.
When is replacement better than repair?
When repeated repair no longer restores reliable function, material deterioration is widespread, parts/support are unavailable, or the old design no longer serves the garden safely. Document the decision rather than waiting for catastrophic failure.
