The five-minute answer
Do not ask, “What should I add?” Ask, “What job needs doing?”
A healthy-looking bag of compost can still be unnecessary, too nutrient-rich for the soil, contaminated by a persistent herbicide, or simply the wrong tool for the job.
Check the latest soil test, past compost/manure applications, imported soil history, drainage and current crop plan before adding material.
Compost is a biologically stable soil amendment that also contains nutrients. Mulch is material placed on the surface mainly to cover and protect soil.
Know the feedstocks. Hay, grass clippings and manure can carry persistent broadleaf herbicide residues. Pet waste and uncertain animal-origin materials require special caution.
Finished compost should be stable and cured, not a hot pile full of recognizable food scraps or fresh manure. Backyard decomposition is not automatically a validated pathogen-reduction process.
Repeated compost use can build phosphorus, potassium, salts and other nutrients. Soil and compost testing become more important as amendment history accumulates.
Straw, leaves, herbicide-free grass clippings and woody materials can conserve moisture and suppress weeds. Do not routinely till woody mulch into annual vegetable beds.
Keep soil covered, maintain living roots where practical, limit unnecessary disturbance, diversify crops and replace nutrients according to evidence.
Three tools, three jobs
The words are related. The jobs are different.

Read what the plot already knows.
The amendment decision begins in the Soil Record, not at the garden center. A plot with high phosphorus and repeated manure-based compost applications may need less compost, not more.
Record pH, organic matter when reported, phosphorus, potassium, soluble salts when relevant, and the laboratory's actual recommendations.
Record compost, manure, fertilizers, imported soil, topsoil, leaf mold and other additions. Unknown history is itself a reason for caution.
Use the watering record. Poor infiltration, rapid drying or chronic saturation can point toward different management needs.
Are you trying to correct a nutrient deficiency, improve a low-organic-matter mineral soil, suppress weeds, reduce evaporation, protect bare winter soil, or improve paths? Each points to a different material and amount.

Buying compost
Buy information, not just black material.
Compost quality is use-specific. Ask what went into it and what has been measured. The U.S. Composting Council's STA program is one current way to obtain standardized test information and a Compost Technical Data Sheet, but certification is not a substitute for matching the product to your soil.
Yard debris, food scraps, manure, biosolids, wood residuals and mixed municipal inputs have different questions. Know what the product contains.
Useful measurements can include pH, soluble salts, nutrient content, maturity/stability and other characteristics relevant to the intended use.
Hay, pasture grass, grass clippings and manure can carry aminopyralid, clopyralid, picloram or related residues through animals and composting.
Supplier, product, feedstocks, batch/date, technical sheet, quantity, beds treated and application date belong in the garden's permanent soil record.
Garden-made compost
Run a compost station as a managed system.
A shared pile fails when everyone is allowed to contribute but nobody owns the feedstock rules, moisture, turning, contamination checks or finished-compost decision.
Choose the site
Keep unfinished compost away from food-production areas, wells and drainage pathways. Use a site with safe access, workable drainage and a nearby water source. Verify local rules.
Post accepted and rejected feedstocks
EPA's backyard guidance accepts materials such as fruit and vegetable scraps, coffee grounds, dry leaves, untreated woody material and some paper/cardboard. It advises against pet waste, treated wood, herbicide-treated plants, diseased/pest-infested material, aggressive weeds or seed-bearing weeds, glossy paper and many animal foods in ordinary backyard piles.
Balance carbon, nitrogen, moisture and air
Use dry carbon-rich materials to balance wetter nitrogen-rich inputs. The goal is aerobic decomposition, enough moisture for microbial activity and enough pore space/turning for oxygen.
Separate active, curing and finished material
Do not keep adding fresh inputs to a batch you are trying to finish. Use separate bays or clearly dated batches so material can decompose and cure before garden use.
Record what happened
Log unusual inputs, moisture problems, turning, temperature when monitored, contamination events, curing dates and where finished compost is applied.
Food-safety boundary
Raw manure is not just strong compost.
Animal-origin amendments raise microbial and chemical questions that ordinary leaf compost does not. FDA's Produce Safety Rule distinguishes untreated biological soil amendments such as raw manure from treated compost, and FDA's 2026 risk assessment found that longer intervals between untreated manure application and harvest reduce pathogen risk.
If a garden wants to use raw, aged or incompletely processed manure on edible plots, stop and obtain current Extension/food-safety guidance for the exact material and jurisdiction. “Aged” is not the same as a validated treatment process.
Do not place dog or cat waste or litter into ordinary community-garden compost intended for edible-crop soil.
Persistent pasture herbicides can survive digestion and composting. Know what animals ate and what was used on the forage before assuming manure-derived compost is suitable.
Persistent herbicides
Composting does not neutralize every chemical history.
NC State documents garden damage from persistent broadleaf herbicides carried in hay, grass clippings, manure and compost. Sensitive vegetables may show twisted, cupped, elongated or otherwise abnormal growth at very low residue levels.
Ask whether hay, pasture or lawn was treated with persistent broadleaf herbicides. “No herbicide used by the composter” does not answer what happened earlier in the feedstock chain.
Stop spreading the suspect material, label and isolate the source, photograph symptoms, keep samples and contact Cooperative Extension before trying to correct the soil blindly.
Using compost
The right amount can eventually become too much.
Penn State and University of Minnesota Extension both warn that excessive compost can raise nutrients and salts. Manure-based composts are especially likely to add phosphorus and other minerals faster than crops remove them.
If the soil already has high nutrient reserves, use other soil-building tools rather than adding compost simply because the season changed.
A current compost analysis lets you account for nutrients and salts instead of treating all compost as equivalent.
“Added compost” is not enough. Record the product, volume or weight when known, bed area and date so future soil results can be interpreted.
Repeated additions create a nutrient history. Follow the laboratory or Extension interval appropriate to your soil, crop and amendment pattern rather than inventing a national schedule.
Mulch
Protect the surface without burying the system.
Organic mulch can suppress annual weeds, reduce evaporation, reduce soil splash and moderate temperature. It also changes how quickly soil dries, so watering decisions must change with it.
Vegetable-bed materials
Weed-free straw, chopped leaves, herbicide-free dried grass clippings and other locally appropriate plant materials can work well. Many Extension vegetable guides use roughly 2 to 4 inches of settled organic mulch for weed suppression, but material, crop, soil temperature and climate affect the right depth.
Wood chips
They are particularly useful on paths and around perennial areas. Surface-applied woody mulch has much less effect on root-zone nitrogen than woody material mixed into soil. Do not routinely till chips or sawdust into annual vegetable beds.
Timing and placement
Apply mulch to weeded, moist soil when appropriate for the crop and season. Thick mulch applied early can slow spring warming. Keep material away from stems and crowns where persistent moisture can create problems.
Mulch does not replace irrigation or drainage
Mulch slows evaporation, but crops still need adequate root-zone moisture. In persistently wet conditions, heavy mulch can contribute to excessive moisture and slow drying.
Soil building
Build the system, not a dependency on bagged amendments.
NRCS describes soil organic matter as part of a larger process involving residue, roots, biological activity, aggregation and reduced disturbance. Community plots can apply the same principle at small scale.
Keep soil covered
Use crops, residues or appropriate mulch to reduce erosion, crusting and weed opportunity.
Keep roots working
Use successive crops or locally appropriate cover crops where the plot calendar and garden rules permit.
Disturb only what you need
Avoid unnecessary tillage and repeated pulverizing of soil. Work when moisture conditions are appropriate.
Replace nutrients from evidence
Harvest removes nutrients. Use soil and crop guidance to replace what is needed without accumulating what is not.

Hard stops
Stop before the amendment becomes the problem.
Do not spread raw, aged or incompletely processed manure on edible plots without current qualified guidance.
Stop distribution and isolate the source when sensitive crops show suspicious twisting/cupping after a new compost, manure, hay or grass product.
If the supplier cannot identify what the product contains or provide useful quality information, do not treat appearance as evidence.
Stop routine compost additions when soil testing indicates accumulation and follow current laboratory/Extension guidance.
Correct the input system before using the pile on edible plots.
Large shared compost systems, food-scrap collection and some feedstocks may trigger local zoning, waste or public-health requirements.
Field exercise
Audit one bed and one material before applying anything.
Use the workbook. The purpose is not to prove that compost is good. It is to prove that you can make a defensible amendment decision.
- Record the bed, crop plan and latest soil-test findings.
- Write the job you are trying to accomplish.
- Identify the proposed material and its feedstocks/source.
- Collect the supplier technical sheet or document the garden-made batch.
- Check for manure, hay, grass or other persistent-herbicide pathways.
- Decide whether the job calls for amendment, surface mulch, another soil-building practice or no addition.
- Record the amount and location if you proceed.
- Schedule the observation or test that will tell you whether the decision worked.

Common questions
Questions that prevent the most common soil-building mistakes.
Should I add compost every year?
Not automatically. Use soil results, amendment history and crop needs. Repeated compost use can build nutrients and salts beyond what crops need.
Is homemade compost safe because I know the ingredients?
Knowing inputs is valuable, but safety also depends on what those inputs were exposed to, how the pile was managed and whether animal-origin or persistent-herbicide risks are present.
Can I use fresh manure if I wait long enough?
Do not create your own waiting rule. Untreated animal-origin amendments are a food-safety issue. Use current Extension/FDA guidance for the exact material and setting.
Do wood chips steal nitrogen?
Surface woody mulch has far less effect on root-zone nitrogen than woody material mixed into soil. Incorporating chips or sawdust into annual beds can temporarily reduce nitrogen availability.
Is compost the best mulch?
It can function as a surface material, but it also adds nutrients. If nutrient levels are already high, a lower-nutrient mulch may be the better tool.
What if the compost looks finished?
Appearance is only one clue. Feedstock history, curing, stability, contamination risk and nutrient/salt characteristics still matter for edible-crop use.
