What the 2003 blackout taught us about generator safety

On August 14, 2003, a software bug in Ohio cascaded into the largest blackout in North American history. 55 million people lost power across eight states and Ontario. The grid came back within two days for most. But in the days that followed, the generators people bought to keep the lights on started killing them.

The number that does not move

The U.S. Consumer Product Safety Commission tracks carbon monoxide deaths from portable generators. The number is roughly 100 per year. It has been roughly 100 per year for as long as the CPSC has been counting. Over the past two decades, the agency has documented approximately 1,300 generator-related CO fatalities.

The pattern does not change because the behavior does not change. Seventy-seven percent of those fatalities happen with the generator placed inside the living area of the home. In 66 percent of fatal cases where information was available, there was no attempt to provide ventilation. People bring the generator inside because it is raining, because the cord is too short, because the garage feels close enough to outside. Then they go to sleep.

One portable generator produces the same amount of carbon monoxide as hundreds of cars. CO is colorless and odorless. Poisoning happens so quickly that exposed people lose consciousness before they recognize symptoms.

Why the 2003 blackout matters

The Northeast Blackout of 2003 was not the deadliest disaster in American history. It was not even the longest outage most people had experienced. But it hit a dense population corridor where millions of households had never lost power for more than a few hours, and where portable generator ownership surged overnight.

Hardware stores sold out of generators within hours. People who had never operated one plugged it in and went to bed. The CO deaths that followed were predictable, documented, and entirely preventable. Every major hurricane, ice storm, and grid failure since has produced the same pattern: generator sales spike, CO deaths spike with them.

The 2009 Kentucky ice storm killed more people from carbon monoxide than from the ice itself. Winter Storm Uri in 2021 added dozens more. The pattern holds because the knowledge gap holds. People buy generators. People do not read the manual. People place them where it feels convenient.

The 20-foot rule

The CPSC's guidance is specific and non-negotiable: operate portable generators outside only, at least 20 feet from any door, window, or vent, with the exhaust pointed away from the house. Not in the garage with the door open. Not on the porch. Not in the basement with a fan running. Outside. Twenty feet. Exhaust away.

This is a safety-critical rule. Opening a garage door does not clear CO fast enough. A carport is too close. A covered patio with two open sides is still too close if the exhaust can reach a window. The 20-foot distance exists because CO drifts, pools in low areas, and enters homes through gaps that nobody notices until the detector goes off.

What to do right now

Install CO detectors on every level and outside every bedroom. Battery-operated or battery-backup units. Test monthly. Replace batteries once a year and the detector itself every 5 to 7 years. During a power outage, this is the only thing standing between your family and an odorless poison.

Buy a generator cord long enough for 20 feet. A heavy-duty outdoor extension cord (10-gauge for most portable generators) that reaches from your generator's outdoor position to your house eliminates the temptation to bring it closer. Buy the cord before you need the generator.

Never run a generator indoors. Not in the garage. Not in the basement. Not for five minutes while you figure out the cord. Not even with windows and doors open. The CPSC has been saying this for 20 years because people keep doing it.

Know the symptoms. Headache, dizziness, nausea, confusion, and weakness. If anyone in the household shows these symptoms during a power outage and a generator is running, get everyone outside into fresh air immediately and call 911. Do not go back inside to turn off the generator.

Consider a CO-shutoff generator. Newer models from several manufacturers include a built-in CO sensor that shuts the engine down when CO levels become dangerous. The CPSC has not yet mandated this feature, but it exists and it works.
