Pressure Canning Meat the USDA Way

Pressure canning meat is one of the oldest and most practical preservation skills in the American household tradition. It is also one where the guidance has changed significantly — and where the old procedures can cause serious harm.

Current USDA/NCHFP Guidance — Read Before Using Any Procedure

This article covers both historical canning methods and current tested procedures. They are not the same.

Older USDA bulletins (pre-1940s) documented processing times and methods that have since been revised upward or prohibited entirely. Using historical processing times for meat — which were commonly 60 minutes for quarts — instead of current NCHFP times (90 minutes for quarts) creates a genuine risk of botulism.

The only procedures safe to follow for canning meat are those published by the National Center for Home Food Preservation (NCHFP), which maintains and updates the USDA Complete Guide to Home Canning. All actionable procedures in this article cite current NCHFP guidance.

The Historical Practice

A skill built on decades of research

Pressure canning entered American household practice in the early 20th century. The USDA began systematically researching home canning safety in the 1910s, following a series of botulism outbreaks linked to improperly canned low-acid vegetables and meats. By the 1920s, the Bureau of Home Economics was publishing pressure canning guidance based on laboratory testing of the temperatures and times required to destroy Clostridium botulinum spores in specific foods.

The research was iterative. Each decade produced revised guidance as the understanding of C. botulinum improved, as canning equipment evolved, and as home economists retested procedures under more rigorous conditions. Processing times increased. Pressure requirements were clarified. Certain methods — most critically, water bath canning of low-acid foods and the "open kettle" method where hot food was poured directly into jars without processing — were identified as unsafe and removed from official guidance.

The consequence of this history is that a household following a 1930s or 1940s USDA canning bulletin for meat may be using processing times 25-33% shorter than current recommendations. The food may look and smell fine while harboring botulinum toxin. This is not a theoretical risk. Botulism outbreaks from home-canned meat have been documented in every decade since pressure canning became common.

The Science

Why pressure canning is the only safe method for meat

This is not a preference. It is a physical constraint. Understanding it protects you from the persuasive-but-dangerous claim that other methods work.

Clostridium botulinum: the specific threat

C. botulinum is an anaerobic bacterium — it thrives in environments without oxygen, which describes the inside of a sealed canning jar exactly. Its spores are heat-resistant and survive boiling water (212°F) for extended periods without being destroyed.

In a sealed jar of low-acid food (meat, most vegetables), surviving spores can germinate and produce botulinum neurotoxin. The toxin is not detectable by smell, taste, or appearance. It does not cause the jar to bulge in every case. There is no way to know it is present without laboratory testing.

Botulinum toxin is among the most acutely toxic substances known. Ingesting even a small amount can cause paralysis and death. Boiling home-canned food for 10 minutes before eating destroys the toxin — but destroying the toxin does not make improperly processed food safe practice.

What pressure canning achieves

A pressure canner at 10 PSI reaches 240°F — 28 degrees above boiling. At this temperature, C. botulinum spores are destroyed within the processing times established by USDA research. The specific times account for the density of the food, the jar size, and the time required for heat to penetrate to the cold center of the jar.

This is why processing times cannot be shortened or guessed at. The center of a quart jar of packed beef chunks takes longer to reach 240°F than the outside. The processing time clock starts when the canner reaches pressure — not when heating begins. The 90-minute time for quart jars of meat is based on measured heat penetration data, not on approximation.

Altitude adjustment is mandatory. Water boils at lower temperatures at higher elevations, which means pressure canners reach lower internal temperatures at the same gauge reading. The NCHFP tables provide specific adjustments. Following sea-level times at altitude underprocesses the food.

Where Old Bulletins Went Wrong

The specific divergences that matter

Anyone working from pre-1940s USDA canning materials — or from grandmothers' handwritten recipes based on those materials — should know exactly where the guidance has changed and why.

Change 1 — Processing Times Increased

1930s bulletins commonly specified 60 minutes for quarts of beef and pork. Current NCHFP guidance specifies 90 minutes for quarts of meat strips, cubes, or chunks, and 75 minutes for pints. The increase reflects both improved botulism science and the recognition that earlier testing was not conducted under the range of conditions home canners actually encounter.

If a recipe specifies 60 minutes for quart jars of meat, it predates current guidance and is not safe to use.

Change 2 — Water Bath Canning of Meat Is Prohibited

Early USDA bulletins documented water bath processing for some meats as an acceptable (if less preferred) method. It is no longer acceptable. Boiling water cannot reach the temperatures required to destroy C. botulinum spores in low-acid foods. Any resource that suggests water bath canning for meat is outdated and unsafe.

Change 3 — Open Kettle Method Is Not Canning

The "open kettle" method — pouring hot cooked food into hot jars and relying on the heat to create a seal without processing — was documented in older bulletins. It does not achieve the temperatures required for safe preservation of low-acid foods and is not canning in any meaningful sense. Jars sealed this way may seal successfully and then harbor dangerous toxin.

Change 4 — NCHFP Has No Tested Recipe for Home-Canned Cured or Smoked Meat

Some historical bulletins documented canning cured or smoked meat. Current NCHFP guidance does not include a tested recipe for this — meaning no laboratory heat penetration testing has been completed for cured/smoked meat in a home canning environment. Without tested processing times, canning cured or smoked meat cannot be done safely. Freeze or refrigerate cured and smoked products instead.

Hot pack vs. raw pack

Hot pack: precook meat until rare by roasting, stewing, or browning. Pack into hot jars with hot broth, meat drippings, or water, leaving 1-inch headspace. NCHFP notes this is preferred for best liquid cover — today's leaner cuts often don't release enough fat in raw packs.

Raw pack: fill jars loosely with raw meat pieces, leaving 1-inch headspace. Add salt if desired (1 tsp per quart, 1/2 tsp per pint). Do not add liquid. Processing times are the same as hot pack.

Equipment requirements

A pressure canner — not a pressure cooker — with a working, tested pressure gauge is required. The NCHFP recommends having dial-gauge canners tested for accuracy annually at your county extension office. An inaccurate gauge means inaccurate processing pressure.

The canner must be vented for 10 minutes before the weight or petcock is set. This removes air from the canner, which would otherwise lower the temperature at a given pressure reading. Skipping venting underprocesses the food.

What It Teaches

The value of the skill — and the discipline it requires

Pressure canning meat is one of the most genuinely useful food preservation skills a household can hold. A shelf of properly processed quart jars — beef stew, chicken broth, ground pork — represents months of shelf-stable protein that requires no refrigeration or electricity to maintain. In extended power outages, supply disruptions, or any scenario where the food chain is interrupted, that shelf is immediately valuable.

The skill is also one where the consequences of doing it wrong are severe and not immediately visible. A jar that seals, looks normal, and has been underprocessed can contain toxin at a level that causes death. This is what makes pressure canning meat different from almost every other food preservation technique in the heritage catalog: the failure mode is not visible, and it is fatal.

The Heritage project has documented this article under a food safety gate because the historical sources — which are genuine and worth studying — contain processing times that are no longer safe by current standards. The value of the historical record is in understanding the practice, its context, and its development. The value of the current NCHFP guidance is in doing it correctly. Both matter. Neither replaces the other.
