Best Convection and Panel Heaters. No fan, on the floor or on the wall.
Our pick is the De'Longhi HMP1500, a slim mica panel heater that Reviewed named the best space heater it tested. It shuts off if tipped or overheated and can stand on its feet or hang on a wall. For a small room, the wall-mounted Envi panel stays out of the way entirely.

The verdict
Quiet heat that stays out of the way.
A convection or panel heater has no fan. Air warms as it passes the heater, rises, and draws cooler air in behind it, so the room circulates on its own. That makes these heaters quiet and gentle, and slower than a fan heater to warm the person in front of them. Reviewed describes convection-only heaters as virtually silent but poor at spot heating. (Reviewed) None is more efficient than another: the U.S. Department of Energy says electric resistance heat turns all of the electricity it uses into heat. (DOE)
We ranked on NFPA's buyer checklist first, which asks for a testing laboratory's seal, a thermostat, overheat protection, and an automatic shutoff if the heater tips over (NFPA tip sheet), then on independent tests and owner records. A heater fixed to a wall cannot tip, so for the wall panel we looked for its equivalent: a switch that cuts power if it comes off the wall. Our space heaters handbook explains every heater type and the safety rules in full.

Why the pick wins
Tested, documented, and flexible.
The HMP1500 is the only fan-free heater we found that an independent reviewer tested head to head against fan heaters and ranked first, and its maker documents both of the shutoffs NFPA asks for.
It won a head-to-head test
Reviewed named it the best space heater it tested. It raised a 1,350 cubic foot room 6°F in an hour, its sensors recorded a maximum of almost 95°F, and it did well in both spot and room heating. (Reviewed) That is unusual for a fan-free heater.
Both shutoffs, on the maker's own record
De'Longhi lists a thermal shutoff and an internal tip-over switch that turns the unit off if it falls over, and its product data marks the tip-over switch as present. (De'Longhi) We checked that field after finding it false on another De'Longhi heater.
Floor or wall, and a frost setting
The manual covers both freestanding use on its feet and wall mounting with the included bracket, and says never to run it without feet unless it is mounted. With the thermostat at minimum and the power on maximum, it holds a room at about 41°F to prevent freezing. (De'Longhi HMP1500 manual)
Where it falls short: it has two dials, no remote, and no timer. The manual we read lists a one-year warranty, while De'Longhi's site advertises three years without tying that to heaters, so confirm the term on the card in the box. Its owner record is small. Best Buy shows 4.8 of 5 stars from 10 reviews, with owners calling it quiet and saying it heats a bedroom or small room well. (Best Buy reviews)
The picks
One that moves, one that stays put.
Both run without a fan and both carry overheat protection. The De'Longhi warms a full-size room; the Envi is built for a small one. The short list is deliberate: we set aside models with too little information to check.
Best overall
De'Longhi HMP1500 Mica Panel Heater
A slim panel with a power selector for 750 or 1,500 watts, an adjustable thermostat, and a frost prevention setting. (De'Longhi HMP1500 manual) De'Longhi lists a thermal shutoff, an internal tip-over switch, and a price of $129.95. (De'Longhi) Reviewed noted its wheels and its option to mount on a wall. (Reviewed)
Choose it for a bedroom, a home office, or a spare room you want to keep from freezing. Mount it on the wall where little children or a dog could knock a floor heater over. De'Longhi's manual measures the three-foot clearance from the front and the top.

Best for a small room, on the wall
Envi Plug-in Wall Panel (500 W) or EnviMAX (1,000 W)
A thin panel that screws to the wall and plugs into an outlet. Its manual says it will not power on unless it is mounted, cuts power the moment it is lifted off the wall, shuts off automatically if its insides overheat, carries a three-year limited warranty, and conforms to UL 2021, the safety standard for fixed room heaters. (Envi owner's manual) eheat lists the 500-watt Envi at $199.95 and the 1,000-watt EnviMAX at $249.95, with smart versions for more. (eheat)
Choose it for a child's bedroom, a small home office, or a cold spare room, where nothing on the floor is the point. At 500 watts, a third of a typical portable heater on high, the Envi suits a small room; the EnviMAX doubles that. On eheat's own review platform, which is not a neutral sample, EnviMAX owners rate it 4.4 of 5 and mention easy installation. (reviews.io) Units sold in 2015 and 2016 were recalled, covered below.

What owners actually say
Quiet is the praise. The record is short.
These patterns come from retailer and maker review pages. A theme appears here only when more than one owner raises it. Fan-free heaters sell in smaller numbers than fan heaters, and their owner records are thinner.
Quiet, steady rooms
De'Longhi owners on Best Buy call the HMP1500 quiet and say it heats a bedroom without trouble. (Best Buy reviews) Envi owners describe easy installation; one calls it completely silent, while another hears a click when it cycles on and off. (reviews.io)
A smell at first
Envi says a new-heater smell is normal and should fade within a few hours. (Envi owner's manual) De'Longhi says to run the HMP1500 at full power for at least two hours in a well-ventilated room the first time. (De'Longhi HMP1500 manual) Do it while you are home and awake.
Failures on a cheaper convection heater
On Best Buy, two of the fifteen reviewers of Lasko's 5624 convection heater reported that it stopped working, and a third that it shut off and would not restart until unplugged, while others praised how quiet it was. (Best Buy reviews) It is a small sample, and one reason the Lasko is not a pick.
Where the record is thin
The HMP1500 has only about a dozen reviews we could read, on Best Buy and Staples, and Envi's ratings come from eheat's own review platform. Keep the receipt and the box's model number with the manual, whichever heater you buy.
The one thing to know
Quiet does not mean you can stop watching it.
A silent heater is easy to forget. The leading reported cause of home portable heater fires, about half of them, is a heater too close to something that can burn. (U.S. Fire Administration) Whichever heater you choose:
- Keep it at least three feet from drapes, furniture, and bedding, and plug it directly into a wall outlet, never an extension cord or power strip. (CPSC) De'Longhi measures the three feet from the front and the top of the HMP1500. (De'Longhi HMP1500 manual)
- Never cover it or drape anything over it while it runs. (De'Longhi HMP1500 manual) Never block its air intakes or exhaust. (Envi owner's manual)
- Keep a floor heater out of the way of foot traffic and never block an exit. (NFPA tip sheet) Mounting a heater on the wall is one way to do that.
- Turn it off and unplug it when you leave the room or go to bed. (NFPA tip sheet) Envi says its wall panel can run unattended; we would still turn it off at night.
The placement section of our handbook has the full set of house rules, with a version for the fridge door.
How they fail, what they cost
A tripped cutoff, a recall, and the electric bill.
With no fan to wear out, these heaters fail in only a few ways.
It shut off and won't restart
A thermostat pause is normal. If it will not come back on as the room cools, the overheat device may have tripped. De'Longhi says to unplug the HMP1500 for a few minutes and remove the cause before restarting; Envi says to unplug its heater for 10 minutes. (De'Longhi manual, Envi manual)
An older Envi was recalled
In 2018 eheat recalled about 35,000 Envi wall heaters sold from July 2015 through August 2016, models HH1012T, HW1012T, HW1012N, HW1022T, HW1022N, and HH1012T-BK, because faulty wire crimping could make them overheat, smoke, or melt. eheat offers a free repair. (CPSC) The model number is on the back, bottom left.
The cord or heater is damaged
Stop using it. De'Longhi says not to operate a damaged heater and to take it to an authorized service facility, and Envi says to disconnect power and have a qualified electrician inspect a malfunctioning heater. (De'Longhi manual, Envi manual) Check a hand-me-down against CPSC's recall list.
What it costs to run
Running cost follows wattage. At 15 cents a kilowatt-hour, the De'Longhi on high costs roughly 23 cents an hour, the EnviMAX about 15 cents, and the 500-watt Envi about 8 cents. A thermostat that cycles the heater off cuts the real figure.
What we didn't pick
And who should skip a panel heater.
Lasko 5622 Silent Room Heater
A true fan-free convection heater with a tip-over switch, overheat protection, a thermostat, an auto-off timer, and a three-year warranty. (Lasko) We could not confirm a current price, found no independent test, and its black sibling, the 5624, drew failure reports from two of fifteen Best Buy reviewers. It may be a fine heater; we could not show it.
Heaters that sound like panels
Names can mislead. Honeywell's ThermaWave 6, for one, is sold as a ceramic space heater. (Honeywell) If you want a fan-free heater, check the description for the word fan before you buy.
Oil-filled radiators
The other fan-free choice: heavier, slower to warm, and steadier once warm. See our oil-filled radiator comparison.
Skip a panel for fast heat
If you want warmth on your legs in five minutes, a fan heater or a radiant heater is the better tool. See our ceramic and fan heater comparison and our infrared heater comparison.
Skip it for outage heat
Every heater here stops when the power does. If heat during an outage is the goal, read the outage section of our handbook first.
Skip plug-in heat for a room that is always cold
If a room needs heat every winter, a heater wired into the wall is the steadier answer.
Where it fits in your readiness
Comfort while the grid is up, not a plan for when it is down.
A plug-in panel heater belongs in the Sustain tier. It keeps a bedroom or office comfortable through a cold snap, a furnace repair, or a season in a drafty room, and the De'Longhi's frost setting can help keep an unused room from freezing. It does nothing once the power fails, so it complements an outage plan rather than replacing one.
Winter storms and ice storms
Useful while the power holds, and a reason to have the one-warm-room plan worked out before the lines come down.
Power outages
Even the 500-watt Envi would drain a portable power station that stores about 1,000 watt-hours in about two hours or less. Batteries are better spent on lights, phones, and medical devices.
Maintenance
A vacuum, a soft cloth, and a look at the cord.
- Unplug it and let it cool completely before any cleaning. Wipe off dust with a soft, dry cloth, vacuum heavier dirt, and never use abrasive powders or solvents. (De'Longhi HMP1500 manual)
- Check the cord and plug for cracks or damage (U.S. Fire Administration); we make it part of the fall routine.
- For a wall panel, check now and then that it still sits firmly on its bracket.
- Store a heater you take down for summer in a cool, dry place, with the manual and receipt. (Envi owner's manual)
For every other kind of heater, from ceramic towers to baseboards, see our space heaters handbook.
Questions people ask
Before you plug it in.
What is the difference between a convection heater and a fan heater?
A convection or panel heater has no fan. Air warms as it passes the heater, rises, and draws cooler air in behind it, so the room circulates on its own. That makes it quiet and gentle, but slower to warm you than a fan heater. Both make the same heat per watt; the U.S. Department of Energy says electric resistance heating converts all of the electricity it uses into heat.
Is a wall-mounted panel heater safer than a portable one?
It removes some risks and not others. A heater fixed to the wall cannot be knocked over and stays out of the walkway, which NFPA advises. It still needs clear space around it, an outlet it plugs into directly, and an overheat shutoff. Envi's panels shut off if lifted off the wall, and older Envi units sold in 2015 and 2016 were recalled for overheating and offered a free repair.
Can I leave a panel heater on overnight?
Not a portable one. CPSC says never to leave portable heaters turned on while sleeping, and NFPA says to turn space heaters off and unplug them when you leave the room or go to bed. Envi's manual says its wall panel can run unattended around the clock; we would still turn it off at night.
Can I use a panel heater in a bathroom?
Not the De'Longhi. Its manual says it is not intended for bathrooms, laundry areas, or similar locations, and not to use it near bathtubs, wash basins, showers, or pools. For a bathroom, choose a heater whose own manual says it is made for one.
