Windsor is the incorporated county seat of Bertie County. Its local hospital and emergency department, community-college campus, library, Extension center, parks, river center and government offices create more day-to-day capability than its size suggests.
The Cashie River also defines the controlling barrier. Severe floods have damaged homes, businesses, roads and bridges. Research on the river finds that the flat system, downstream conditions and wind can limit simple mitigation. A household answer therefore depends on the exact parcel, its access routes and the cost and availability of insurance.

County-seat history
Windsor has served as Bertie County's seat since the eighteenth century. The courthouse and historic district keep government and memory concentrated near the center.
Cashie River setting
The Cashie supports paddling, fishing, wetlands, boardwalks and environmental education. The same low-gradient system contributes to difficult flood behavior.
Everyday landmarks
The River Center, Cashie River Boardwalk, Cashie Wetlands Walk, Livermon Park and courthouse area are usable civic landmarks, not only visitor attractions.
Mitigation evidence: protection of the 313.66-acre Hoggard Millpond tract gives Windsor a conservation and future restoration opportunity, including a planned park area. The transaction is not proof that town flood exposure has been solved.

What is documented
Flooding in 2016 caused extensive damage to roads, bridges, homes and businesses. NC Sea Grant research found that Windsor's flat river gradient and downstream and wind effects constrain simple mitigation. Federal refuge roads and trails can also flood.
What a buyer still needs
Obtain the effective and preliminary flood-map status, elevation certificate when relevant, claims and repair history, drainage evidence, current insurance quotes, first-floor and systems elevations, ordinary access route and a safe storm alternative.
Other hazards
Hurricane rain, wind, heat, outages and tornadoes also matter. The August 2020 EF3 tornado outside town is a reminder that river flooding is not the only severe-weather exposure.
Safest current interpretation
Do not generalize from a town-wide map to one house. A sound, elevated and insurable property with dependable access may work. The audit has not yet demonstrated two repeatable pathways of that kind.
