How to Build and Run a Community Tool Library

Lend only what you can identify, inspect, teach, maintain and replace.

A community tool library gives people temporary access to equipment they may need only occasionally. That usefulness creates responsibilities an ordinary garden shed does not have. Tools leave the site. Different people use them in places the lender cannot supervise. Parts disappear. Batteries age. Recalls happen. Damage may be normal wear, misuse or a hidden defect. The durable tool library makes each item traceable from acquisition through checkout, return, repair and retirement.

General U.S. guidance. Public-library authority, nonprofit governance, insurance, waivers, age/residency rules, fees, consumer-product law, employment/volunteer rules and local safety requirements vary. OSHA sources below are workplace safety benchmarks unless they actually apply to the organization.

The five-minute answer

A tool library is an asset-control system with a public door.

Current public-library programs in Berkeley and Arlington require registration, define who may borrow, limit loan periods/quantities, use borrower agreements or waivers, require borrowers to stop using unsafe equipment and return tools through controlled check-in. ToolBank's nonprofit lending model likewise uses member accounts, scheduled pickup/return, clean-and-dry return and inventory check-in. Those patterns support a simple operating truth: every loan should answer who has the tool, what condition it left in, what came back and what happens before it can leave again.

Scope

Choose tools the organization can safely inspect, store, explain and maintain. Do not accept a garage cleanout as a collection-development strategy.

Member

Define eligibility, identity, age and borrowing privileges through the host's policy. A waiver may be part of the system but is not the safety system.

Item

Tool ID, make/model, serial if present, included parts, manual, condition, recall status, replacement value and storage home travel with the asset record.

Cycle

Inspect → issue → use → stop/report → return → inspect → clean/service → available, repair or retire.

Start smaller than the donation pile.

A 40-item collection with complete parts, manuals, condition records and dependable maintenance is stronger community infrastructure than 400 donated tools nobody can confidently issue.

Capability promise

After this guide, a community organization should be able to lend ordinary tools without losing control of condition, custody or maintenance.

Choose a host, borrower population and collection scope that fit staff, insurance and storage capacity.
Accept or purchase tools from a written collection policy rather than from donation pressure.
Catalog each tool as an asset with identity, parts, manual, condition, recall and replacement information.
Apply different lending controls to ordinary hand tools, controlled portable tools and higher-risk equipment.
Perform pre-issue and return inspections and keep unsafe items out of circulation.
Manage batteries, chargers and multi-part kits without incompatible substitutions or missing safety components.
Distinguish normal wear, repairable damage, misuse, loss and recall without punishing honest damage reporting.
Run annual inventory, recall, utilization, cost and replacement reviews that survive coordinator turnover.

The procedure

A twelve-step community tool-library operating system.

Name the host, mission and borrower.

Decide whether the tool library is a public-library collection, nonprofit program, neighborhood cooperative, community-center service or garden-affiliated program. St. Louis's municipal sustainability toolkit identifies structure, funding, staffing, volunteers, insurance, inventory and location as major planning questions. Public-library programs such as Berkeley and Arlington tie borrowing to defined patron/residency eligibility. ToolBank uses an organization-membership model. Choose one borrower relationship and document who owns the tools, signs agreements, receives fees and carries insurance.

Build a collection policy before collecting tools.

The 2026 Public Library Association describes Library of Things programs as collections that must be acquired, cataloged, lent, maintained and curated. Write what the library will lend, what it will not lend and why. Choose for community usefulness, durability, inspectability, replacement cost, parts availability, storage, training burden and maintenance capacity. Charlotte ToolBank accepts new/gently used tools case-by-case and explicitly declines broken tools and some incomplete battery tools. A donation should solve a collection need, not transfer someone else's disposal problem.

Choose lending-control tiers.

Use an NWS operating tier, not a legal classification. Tier 1: common non-powered hand tools with ordinary orientation and inspection. Tier 2: sharper, more complex or portable electric/battery tools requiring a specific manual, complete accessories and demonstrated orientation. Tier 3: higher-risk items the mature program lends only after insurer/legal review, documented training and stronger inspection. Pilot exclusion: leave specialist high-energy equipment such as chainsaws, powder-actuated fastening tools, stationary woodworking machinery, welders/torches and chemical-application equipment out of a beginner collection unless a separate qualified program is deliberately built around them.

Create an asset record and complete kit.

Give every item a unique tool ID. Record make/model, serial number if present, acquisition source/date, replacement value, included battery/charger/guards/cases/accessories, manual location, operating tier, inspection frequency, repair history, current status and storage home. ToolBank's lending and return systems depend on accurate inventory; ALA's current Library of Things training likewise treats cataloging and maintenance as collection-management functions. Multi-part tools should not be “available” when a guard, charger, wrench, battery, fence or safety-critical accessory is missing.

Check recalls and manufacturer safety information.

Search CPSC recall information by product/make/model before adding used powered equipment and during the annual audit, then record the check. CPSC's recall database is actively updated, and a July 2026 recall covered more than half a million Kobalt yard tools because certain battery charging could create a fire hazard. Quarantine a recalled or safety-notice item immediately and follow the manufacturer's/CPSC remedy. A waiver does not make a recalled tool acceptable to lend.

Define member registration and agreement.

Collect only what the host needs to establish eligibility, contact the borrower, administer holds/due dates and recover assets. Berkeley and Arlington both use registration, age/residency rules and waivers/agreements, but those are local policies rather than national requirements. Consult the host's insurer and counsel about waiver language, minors, residency, privacy, deposits and fees. Make one rule universal inside the program: the borrower stops using a tool that becomes damaged, unsafe or abnormal and reports it rather than trying to finish the job.

Teach to the tier before checkout.

Tier 1 may need a short use/return orientation. Tier 2 should include the relevant manufacturer instructions, guards/accessories, power/battery controls and the specific stop conditions. Higher-risk Tier 3 items require whatever documented competency system the host, insurer, manufacturer and applicable law require. OSHA workplace standards say tools must be maintained in safe condition and designed guards must be used; use those as strong safety benchmarks even when volunteer/patron use is outside OSHA coverage. NIOSH adds the ergonomic rule: match the tool to task and user so less force, repetition and awkward posture are required.

Inspect at issue and record condition.

Before the tool leaves, verify tool ID, kit parts and condition. Check handles, heads, blades/bits, fasteners, moving parts, guards, switches, cords/plugs or battery pack/charger as relevant. Mark existing cosmetic damage so it is not confused with new damage. The shared-garden tool specialist contains detailed tool-condition inspection. The lending library adds a checkout snapshot/condition code so return staff can compare what came back.

Manage batteries and charging as part of the asset.

Keep battery, charger and tool compatibility documented by model. U.S. Fire Administration guidance says to follow manufacturer charging guidance, use the manufacturer-provided/reputable charger, inspect lithium-ion batteries for cracking, bulging or leaking and store/charge them in a cool, dry place. Damaged or abnormally hot batteries are quarantined. Do not create a communal box of unverified chargers and “close enough” batteries. If the library charges significant quantities, have the host/insurer/fire authority review the charging/storage location.

Control return, check-in and repair.

Return through a staffed or otherwise controlled location, not a book drop or unattended pile. Arlington requires garden-tool returns at the service desk; Charlotte ToolBank schedules returns and checks tools back into inventory. Verify kit completeness, cleanliness, visible damage and function before changing status to available. Use Available → Hold for cleaning/service → Repair → Retire/Recall. Never let a borrower report a defect and then re-shelve the item because it “probably still works.”

Write loss, damage and fee rules that encourage truth.

Berkeley and Arlington make borrowers responsible for lost/damaged tools under their local policies. ToolBank distinguishes normal intended-use breakage from misuse/abuse and requires broken tools to be returned. That distinction is valuable: if reporting a cracked handle automatically produces a punitive charge, members may hide defects. Define normal wear, accidental intended-use failure, misuse, missing parts, loss and overdue status. Fees, deposits or replacement charges must be authorized by the host and should support asset recovery without making honest safety reporting costly.

Audit utilization, safety, cost and succession every year.

Count every asset, check recalls, inspect condition, confirm manuals/parts, review battery age, identify chronic loss/damage, calculate repair/replacement need, examine waitlists/utilization and retire items the organization cannot safely support. ALA's Library of Things work emphasizes ongoing maintenance and collection evolution. Save collection policy, insurer decisions, waiver/agreement, inspection standards, recall log, training matrix, inventory, repair vendors and annual budget where another coordinator can operate the program tomorrow.

Collection tiers

Risk control belongs in collection development, not only at checkout.

The tiers below are an NWS operational model. They are deliberately conservative for a community program that cannot control the borrower's worksite.

Recalls and batteries

Product safety can change after the tool enters the collection.

CPSC's recall database is updated as new recalls and remedies appear. A community library is a repeat lender, so a one-time acquisition check is not enough for long-lived powered equipment.

Record the model

Model and serial details make recall searches and manufacturer service possible. “Green drill” is not enough.

Quarantine first

A recall or credible safety notice moves the item out of Available status until remedy/compliance is documented.

Keep batteries as compatible kits

Record battery/charger/tool compatibility. Do not substitute unverified chargers or battery packs simply because the connector fits.

Watch battery condition

Bulging, cracking, leaking, unusual heat, odor or other abnormal behavior triggers quarantine and manufacturer/qualified-service guidance.

Failure diagnostics

Tool libraries fail when circulation grows faster than inspection and repair capacity.

The shelves are full, but half the tools are incomplete.

Likely cause: donated inventory accepted without kit standards. Response: freeze acquisition, inventory parts and retire or complete unsupported items.

Members hide broken tools until someone else finds the damage.

Likely cause: damage reporting is punitive. Response: distinguish normal intended-use failure from misuse and make immediate defect reporting the safe default.

The same drill keeps coming back without its charger.

Likely cause: multi-part kit not checked at issue/return. Response: use a kit checklist, case/photo and barcode/ID for major components.

A high-demand saw is always available because staff are afraid to inspect it.

Likely cause: collection exceeds technical competence. Response: hold the item, obtain qualified service/training or remove that category from scope.

Nobody knows whether an older power tool was recalled.

Likely cause: make/model/serial and recall review were never institutionalized. Response: quarantine until identified and checked; add recall review to annual audit.

One volunteer repairs everything and keeps the real inventory in memory.

Likely cause: technical knowledge is personal rather than institutional. Response: document repair boundaries/vendors, inventory/status system and train a backup before expansion.

Stop conditions

A tool that cannot be confidently issued is not available inventory.

Do not lend a tool with a known defect, missing required guard/safety component, uncertain repair, abnormal battery condition or unresolved recall/safety notice.
Do not accept a donated powered tool that cannot be positively identified, lacks necessary parts/manual information or cannot be inspected and supported.
Do not substitute incompatible batteries, chargers, blades, guards or accessories because they appear to fit.
Do not let a waiver substitute for equipment condition, manufacturer instructions, appropriate training, insurance review or required legal controls.
Do not let a borrower continue using equipment after it becomes damaged, unusually hot, unstable, jammed or otherwise abnormal.
Do not put returned tools directly back into circulation before a return/kit/condition check appropriate to the tier.
Do not expand into specialist high-energy equipment merely because someone offers to donate it.
Do not charge or store damaged lithium-ion batteries with normal ready-to-lend batteries; quarantine and follow manufacturer/qualified-service and local fire-safety guidance.

What varies locally

Eligibility and liability are host decisions inside a local legal system.

Public-library authority, municipal collection policies and Library of Things governance.
Nonprofit/cooperative structure, membership agreement and volunteer roles.
Age, residency/property, library-card or organization eligibility.
Waiver/indemnification language and enforceability; consult insurer/counsel.
Loan period, holds, renewals, late fees, deposits, replacement charges and hardship/equity policy.
Insurance coverage for property, volunteers, borrowers, powered equipment and off-site use.
Electrical/fire-code rules for battery charging/storage and facility security.
Employment/volunteer OSHA applicability, youth rules, PPE and training for specific equipment.

Do this yourself

Build a twenty-tool lending pilot before accepting a warehouse.

  1. Name the host, program owner, backup, borrower population and insurer/risk contact.
  2. Choose twenty tools from real community demand that can be inspected and maintained locally.
  3. Put each tool into Tier 1, 2, 3 or Pilot Exclusion.
  4. Create an asset record with ID, make/model/serial, parts, manual, replacement value, status and storage home.
  5. Search CPSC and manufacturer safety/recall information for any powered tool.
  6. Write the member eligibility, loan period, quantity limit and safe-stop/report rule.
  7. Have insurer/counsel/host review the borrower agreement or waiver where appropriate.
  8. Create a pre-issue and return condition checklist for Tier 1 and Tier 2.
  9. Pack multi-part tools so missing parts are immediately visible.
  10. Identify who performs ordinary maintenance, who performs qualified repair and where retired/recalled tools go.
  11. Run ten real loans and record staff time, missing parts, damage, user questions, waitlists and maintenance burden.
  12. Expand only after another trained person can perform checkout, return inspection and status decisions without the founder.

A tool library is healthy when every loan ends in a trustworthy next-loan decision.

Common questions

Questions that keep a tool library useful without letting the collection control the organization.

Should we accept every donated tool?

No. Accept tools that fit the collection, can be positively identified, inspected, stored, maintained and replaced. Charlotte ToolBank explicitly refuses broken and certain incomplete battery tools.

Does every borrower need a waiver?

Many tool-lending libraries use one, but this is a host/legal/insurance decision. A waiver never substitutes for safe condition, recall checks, correct guards/accessories or appropriate training.

Can we lend power tools?

Mature libraries do, but do not begin there by default. Add powered equipment only when the host can identify, inspect, maintain, recall-check and train for it and the insurer/legal framework supports the category.

Should borrowers pay when a tool breaks?

Use the host's policy. A useful distinction is normal intended-use failure versus misuse, missing parts or loss. Encourage borrowers to return broken tools so hidden defects do not remain in circulation.

How often should we check recalls?

Check powered/consumer equipment before acquisition and on a recurring schedule such as the annual collection audit, plus whenever a manufacturer/CPSC notice appears. High-turnover or safety-critical collections may choose a more frequent review.

How many tools should we start with?

No universal number exists. The NWS practice exercise uses twenty because it is large enough to test circulation but small enough to inspect and maintain closely. Expand from demonstrated demand and operational capacity.
