Why it works: Western Oregon has rain, timber, productive valleys, and a strong small-farm culture. Eastern Oregon offers sun, range, and space.
What can fail: These are two different water and fire regimes. Western land is costly and governed by consequential land-use rules; eastern land is dry and exposed to fire and smoke. Winter solar can be weak west of the Cascades.
Best fit: An existing legal farmstead in a western interior valley, or eastern land with fully documented water and wildfire capacity.
The score is a 100-point screening index, not a forecast of safety and not a substitute for walking the ground. Oregon lands in the Specialist band because the statewide average has to absorb coastal earthquake and tsunami exposure, eastern wildfire, and a consequential land-use planning system all at once. That average obscures the part that matters most to a buyer.
The western interior valleys tell a different story. The southern Willamette Valley, the Rogue Valley near Medford, and the Umpqua Valley near Roseburg concentrate the state's growing-season strength, water availability, and small-farm infrastructure in places where the Cascadia fault and coastal hazards are at a distance. A household looking at an existing farmstead in one of these valleys is looking at a materially different proposition than the statewide number suggests.
The farm-value figure is a statewide agricultural benchmark from the USDA, useful for comparison across states. It is not the asking price for a five- or ten-acre homesite in the Willamette Valley, where parcels with a dwelling and water can run many times higher. The cost section below shows what a livable site actually costs.
Read the map, not the average
There is no single Oregon.
The Cascade Range splits the state into two different worlds. West of the crest, rain is abundant, soil is deep, and land-use rules are strict. East of the crest, sun is reliable, space is vast, water is scarce, and fire is the dominant risk. The coast adds earthquake and tsunami to everything. Five practical land-search regions capture the real differences.

The Willamette Valley and the southern Oregon valleys are where the state's agricultural strengths concentrate: deep soils, adequate water, established farm markets, and Extension support. They are also where land costs the most and where Oregon's statewide land-use planning system, anchored by Exclusive Farm Use zoning, governs what you can build and how you can use it. Where the rules live
What the state decides, and what your county decides.
Oregon's statewide land-use planning system is more consequential than in most states. The state sets land-use goals, and counties carry them out through county plans and zoning ordinances that the state reviews. Exclusive Farm Use zones, forest zones, and urban growth boundaries are statewide frameworks, not local inventions. Almost everything else that can stop your plan is still decided locally, but the statewide overlay means you are dealing with two layers of authority, not one.

The deal-breakers usually live at the intersection of state land-use law and local planning. Whether you can build a dwelling on EFU land, how many acres you need, and what farm-income thresholds apply are governed by state statute but administered by the county. Before you fall for a listing, call the county planning department about the specific parcel number, confirm what is allowed, and get the answers in writing.
Water law
Oregon is a prior appropriation state.
Water rights
All water in Oregon belongs to the public (ORS 537.110). Unlike riparian states where land ownership can carry a right to use adjacent water, Oregon follows the prior appropriation doctrine: "first in time, first in right." A water right is a state-issued authorization to divert a specific quantity for a specific beneficial use at a specific location. It is appurtenant to the land, meaning it stays with the property when sold. In water-short times, senior rights are fulfilled first and junior rights are curtailed. Surface water has been under state control since 1909 and groundwater since 1955. Owning land in Oregon does not automatically mean you can use the water on or under it.
Exempt domestic uses
ORS 537.545 exempts several household-scale groundwater uses from the permit process: single or group domestic use up to 15,000 gallons a day, stock watering up to 12,000 gallons a day, and lawn or noncommercial garden watering up to a half acre. As of January 1, 2026, HB 3372 added a new exemption for commercial gardens up to a half acre and 3,000 gallons a day. These exempt uses still require a well report and a $300 recording fee. Oregon has roughly 230,000 exempt domestic wells. New water permits are not available in many areas of the state, so investigate your water options before investing in a property.
Wells
A domestic exempt well must be drilled by a licensed well driller following state construction standards, and the driller submits a well report to OWRD. The well log becomes the basis of the priority date for the exempt use. An exempt well may not interfere with senior water rights, and OWRD can regulate it if the interference is substantial. Some areas are designated Critical Groundwater Areas or Groundwater Limited Areas where additional restrictions apply. Test any new or existing well for bacteria, nitrate, and arsenic (common in volcanic aquifers) before you rely on it.
Rainwater
Rooftop rainwater collection is legal and exempt from Oregon's water rights permit system under ORS 537.141. The exemption applies to precipitation collected from an artificial impervious surface, such as a roof, as long as the water does not contact the ground before entering storage. No permit from OWRD is needed, and the exemption covers both residential and commercial properties. Systems storing more than about 5,000 gallons may need a local building permit. Drinking-water use requires treatment and compliance with Oregon building and plumbing codes. Collecting water from natural surfaces or waterways requires a water right.

Selling home-kitchen food
Oregon has three parallel paths for home-based food sales. The Cottage Food Exemption (ORS 616.723) requires no license, no registration, and no inspection. It covers non-potentially-hazardous foods such as baked goods, jams, jellies, candies, dried herbs, and granola, with a gross annual sales cap of $52,700 for 2026 (indexed to inflation from a $50,000 base set by SB 643 in 2024). Every person handling the food needs a food handler card. Labels must carry a verbatim statutory disclaimer and disclose any pets in the home by species. Farmers who grow the principal ingredients can also sell under the Farm Direct Marketing Law (ORS 616.706), which covers a broader range of foods including acidified and fermented products. An optional Domestic Kitchen License ($208 per year) from ODA allows higher volume, broader food categories, and out-of-state shipping.
The cap is real and indexed: $52,700 gross sales for 2026, adjusted annually by the West-region CPI-U. Track your gross, not your net. Wholesale to retail stores is permitted, which is uncommon among cottage food states.
Right to farm
Oregon's right-to-farm law (ORS 30.930 through 30.947), adopted in 1993 and updated in 1995 and 2001, protects farming and forestry practices on land zoned for farm or forest use from private nuisance and trespass claims. It also bars local governments and special districts from administratively declaring farm or forest practices to be nuisances or trespasses. Exceptions exist for damage to commercial agricultural products and for death or serious physical injury. The law protects customary practices such as noise, dust, and odor, but it does not legalize an otherwise prohibited use, replace zoning approval, or shield every decision a landowner makes. Treat it as a shield in specific circumstances, not a blanket permission.
Livestock and zoning
On land zoned Exclusive Farm Use, farm use is an outright permitted use, and the statutory definition of farm use (ORS 215.203) explicitly includes livestock, poultry, and honeybees. Chickens, goats, and bees are part of what EFU zoning exists to protect. Within cities and urban growth boundaries, rules vary: many Oregon cities allow backyard chickens by permit with flock limits and no roosters, some allow miniature goats, and beekeeping is generally permitted subject to hive limits and setbacks. Livestock numbers and setbacks inside city limits are a local matter, so confirm the rules for the exact parcel before you buy. Outside city limits on EFU-zoned land, the question is usually not whether you can keep animals but how many make farming the primary use.

What grows well, by region and household use
Willamette Valley
Berries, hazelnuts, wine grapes, pears, vegetables, grass seed, hops. Some of the most productive agricultural soil in the country (Jory clay loam). Excellent for year-round food production with season extension.
Southern Oregon valleys
Pears, wine grapes, tomatoes, peppers, melons, tree fruit. The warmest growing season in the state, with irrigation the main constraint.
Central and Eastern Oregon
Potatoes, onions, mint, alfalfa, wheat, cattle. Irrigation-dependent, alkaline soils need amendment, but sun hours are reliable and the dry climate reduces many disease pressures.
Perennial systems
Hazelnuts, walnuts, chestnuts, apples, pears, blueberries, and wine grapes reward a household over years. Oregon is the leading U.S. producer of hazelnuts.
Soil varies dramatically: deep, well-draining Jory clay loam in the Willamette Valley, thin and wet on the coast, volcanic and alkaline east of the Cascades. Western Oregon soils are often acidic. Eastern soils are alkaline and need compost and irrigation. Test before amending, and consult your county's OSU Extension office for region-specific guidance.
Hazards and insurance
The risks that shape where you build, and what you insure.
Oregon's hazard profile is dominated by an existential seismic risk most residents rarely discuss, a fire season that now runs half the year, and a west-side flooding regime that activates every winter. Match the parcel to the risk. Standard homeowner policies exclude flood and earthquake, so address-specific quotes for both belong in your due diligence before the offer is final.
Cascadia Subduction Zone earthquake
The Cascadia Subduction Zone last ruptured in January 1700, producing a magnitude 9.0 earthquake and tsunami. Scientists estimate a roughly 37 percent probability of a major event in the next 50 years. A full rupture would produce three to five minutes of violent shaking across the state. Any coastal parcel is also a tsunami parcel, with 15 to 30 minutes to reach high ground.
Wildfire
Eastern Oregon and the Cascade foothills burn every summer. The Labor Day 2020 fires burned one million acres in three days, destroying the towns of Phoenix and Talent near Medford. Fire season now runs May through November in most of the state. Defensible space, building materials, and evacuation planning are not optional on a wooded or interface parcel.
Flooding and landslides
Atmospheric rivers drive catastrophic flooding on the Willamette, Rogue, Umpqua, and Columbia rivers every wet season. Post-wildfire burn scars become debris-flow zones. Coastal and mountain slopes fail on saturated soils. The 1996 Willamette Valley floods caused over $500 million in damage. Steep lots in western Oregon carry real landslide risk.
Ice storms
The Columbia River Gorge funnels Arctic air into the Portland metro and Willamette Valley, producing ice storms that paralyze the region. Portland's infrastructure is not built for ice, and a quarter inch of accumulation can shut the city down and leave hundreds of thousands without power for days.
Extreme heat
The June 2021 heat dome killed 116 Oregonians in four days, the deadliest weather event in state history. Temperatures reached 116 degrees Fahrenheit in Portland. Much of western Oregon lacked air conditioning at the time. Heat planning matters even in what people think of as a cool, rainy state.
Drought
Eastern Oregon faces persistent drought, and even western valleys can see summer water stress as snowpack declines. New water permits are not available in many basins. A parcel without a documented, legal water source is not a self-reliant asset regardless of its price.
The true cost of land
The sticker price is the smallest number.
The USDA benchmark near $3,880 an acre is bare agricultural land averaged across the state. Western Oregon parcels with a dwelling and water can run many times higher, and a cheap raw eastern Oregon parcel can need tens of thousands of dollars more before a household can live on it. Price the whole journey, and get local quotes rather than trusting a listing.
Well and water system
Drilling cost rises with depth and volcanic rock. Eastern Oregon wells can be deep and low-yield. Arsenic is common in volcanic aquifers and adds a treatment system. In many basins, new water-right permits are unavailable, so a parcel without an existing exempt well or certificated water right may have no legal path to water.
Septic
Oregon DEQ oversees onsite wastewater through county agents. A site evaluation is required before installation. Poor soils or high water tables force alternative (engineered) systems, which cost substantially more. A failed site evaluation can end a deal, so make the offer contingent on a passing result.
Driveway and clearing
Steep, wet, or timbered access needs gravel, culverts, and grading. In the Coast Range and western Cascades, winter rain and mud make access a year-round cost. Fire-defensible clearing on an interface parcel adds to the initial investment.
Power
A utility line extension is charged by the foot. Remote eastern Oregon parcels can cost more to connect than to buy. Off-grid solar works well east of the Cascades but faces weak winter production on the wet side. Battery storage and backup generation add their own budget line.
Seismic and fire hardening
Seismic retrofitting matters on older structures west of the Cascades. Fire-resistant roofing, siding, and defensible-space clearing matter east of the crest and in the southern valleys. Both are costs the listing will not mention.
Insurance
Standard homeowner policies exclude flood and earthquake. Both need separate policies. Wildfire exposure in the interface can make coverage expensive or unavailable through standard markets. Budget for all three before the offer is final.
Property tax and Farm Use Special Assessment
Oregon's Farm Use Special Assessment program taxes qualifying agricultural land on its farm-use value rather than market value, which can cut the tax bill sharply on a working farm. Land inside an Exclusive Farm Use zone qualifies automatically if it is in active farm use. Land outside an EFU zone must apply and meet income requirements (ORS 308A.071). The program is a deferral, not an exemption. If the land is disqualified or its use changes, additional taxes come due for up to ten years on EFU land or five years on non-EFU land, plus interest. There is no single re-enrollment deadline like some states have; EFU land qualifies automatically as long as it remains in farm use, but non-EFU farmland must apply and maintain the income threshold. Ask the seller for the parcel's classification and a rollback estimate during due diligence.

Confirm county zoning using the parcel number, and verify what uses, dwelling types, and structures are allowed. On EFU land, confirm whether a dwelling is permitted and what farm-use or income conditions apply.
Verify the water source: an existing certificated water right, a documented exempt well, or confirmation from OWRD that a new exempt well is feasible. In many Oregon basins, new water-right permits are closed.
Confirm a passing septic site evaluation with the county or DEQ, and make the offer contingent on it. Ask about a replacement drain-field area as well.
Check recorded legal access and whether a driveway is feasible from the road to a buildable spot. In timbered or mountainous areas, winter access and emergency-vehicle clearance both matter.
Check flood exposure by address on Oregon's DOGAMI hazard maps and on the FEMA Flood Map Service Center.
Check wildfire risk using the Oregon Wildfire Risk Explorer. In coastal areas, also check tsunami inundation maps from the Oregon Department of Geology.
Verify broadband at the address through the Oregon Broadband Office and the providers who actually serve the road. Eastern Oregon and timbered parcels often have limited connectivity.
Obtain address-specific insurance quotes for homeowner, flood, earthquake, and wildfire coverage before the offer becomes final. Oregon is one of the states where all four may be needed.

Idaho's panhandle and western valleys offer drier, cheaper ground with shorter commutes to water than eastern Oregon. Northern California's inland valleys share the season and the fire risk but add their own regulatory layers.
If you would rather stay in Oregon, the western interior valleys are where the state's growing strengths concentrate. The southern Willamette Valley, the Rogue Valley near Medford, and the Umpqua Valley near Roseburg avoid the coastal seismic exposure and eastern dryness that hold the statewide number down.
