How to read the scores
There is no universal best state.
A household that wants pasture, gardens, and year-round rain should not use the same shortlist as one that wants timber, privacy, and cold-climate food storage. A state can also rank poorly while containing excellent counties.
The central finding is simple: cheap acreage is not the same as usable acreage. Reliable water, legal access, septic feasibility, buildable ground, insurability, and a functioning nearby community matter more than the advertised price per acre.

The parcel due-diligence checklist
Use hard stops before preferences. A pretty view, low price, or large acreage should not override a failed water, access, septic, hazard, or insurance test.
1. Legal access and title
- Confirm recorded, insurable, year-round legal access
- Review easements, private-road maintenance, and winter obligations
- Search for deed restrictions, conservation restrictions, and subdivision rules
- Review mineral, timber, water, and hunting rights
2. Local land use
- Ask the county about the exact parcel number
- Confirm dwelling type, setbacks, livestock, farm sales, and accessory buildings
- Identify adopted building, electrical, plumbing, and fire codes
- Get important interpretations in writing
3. Water
- Obtain nearby well logs, depth, yield, and seasonal performance
- Test water for bacteria, nitrate, arsenic, and regional contaminants
- Verify every water right, irrigation share, and rain-catchment rule
- Price pumps, treatment, freeze protection, storage, and hauling
4. Soil, septic, and drainage
- Complete a soil and septic evaluation before due-diligence ends
- Map usable acres, not deeded acres
